Overview

The Chaplain Service, one of the National Support Units of the Philippine National Police Organization has been in existence for more than Fifty (50) years faithfully serving its mandate in providing religious services to all PNP members and dependents. It maintains Eighty (80) Chapels throughout the Archipelago.

During the former Philippine Constabulary, the Chaplain Service was organized in accordance with the basic organizational set-up from the Military Police Command (MPC) as a regular component of the Armed Forces of the Philippines under the Military Defense Act or Commonwealth Act Number 1. This continued with certain modifications with the creation of four (4) PC Zones.

When the Police Force in the country was integrated with the Philippine Constabulary, Chaplain Service was created to include in the Regional Commands and other separate Units by virtue of Executive Order Number 389, Sec 7a, dated 23 December 1950, assigned the Chaplain Service as a Special Administrative Staff under the Chief of Staff, Armed Forces of the Philippines.

Today, the Chaplain Service functions as a separate unit in keeping with the professional character of its assigned mission. In the new set-up of the PNP Organization, the Chaplain Service was organized under the functional groupings of the Directorate for Personnel and Records Management (DPRM).

NAPOLCOM Resolution Number 92-20 dated 23 June 1992 created a non-military Chaplain Service in the PNP to provide religious, spiritual guidance and counseling to the PNP Personnel, regardless of religious affiliation, pastoral and religious service to the PNP members and their families. Chaplain Service PNP wide with the assistance of several Faith-based NGOs and different religious groups is conducting different religious activities, moral and values formation seminars for the PNP personnel and their dependents.

  2. To provide pastoral care and ministration
  3. To provide religious and moral education
  4. To provide guidance and counseling
  5. To participate in social and cultural leadership
  6. To conduct value orientation and enhancement program 

Our Objectives

The Chaplain Service has to divide its Objective into two (2) parts:   (a) “Broad” and “Specific”. The purpose is: - It will create the atmosphere of its mission, vision, functions into reconciling its forces to interplay very strongly in order to achieve its goals.

            A. BROAD OBJECTIVE        

  • To promote the internalization and institutionalization of the PNP Code of Ethics in coordination with DHRDD and to take charge of the moral and spiritual activities of the Values Education Program and other Behavioral or Sociological Aspects of the Program.
  • To recruit train potential PCO and PNCO leaders as co-workers of Chaplains in various pastoral activities.

       B. SPECIFIC OBJECTIVE

  • To create awareness among PNP personnel of the need for a well-motivated and dedicated Police Personnel.
  • To regain support, respect, trust and confidence of the citizenry in the PNP Organization, especially of the religious sector.
  • To develop a strong relationship between the PNP and civilian population, clergy and religious leaders.
  • To train potential lay leaders as co-workers of Chaplains in various pastoral activities.

Being tasked as prime movers of Moral Ascendancy Programs for the PNP Personnel and their relatives, this unit also contributes a lot to Community Oriented Policing Programs of the PNP. This unit religiously serves not only PNP Personnel and its dependents but other civilian as well.
