Automated Fingerprint Identification System (AFIS)

        System description: Fingerprint data base capable of electronically capturing latent fingerprint images and textual information
         The Automated Fingerprint Identification System (AFIS) was formally turned over by the Japanese Government to the PNP on May 24, 2005. This is a grant aid project amounting to 975M Yen (approximately P487.5M). The AFIS is a database with a currrent entry of more than 456,397 records (both criminal and non-criminal) and continuous data entry being undertaken. The system is now capable of electronically capturing latent fingerprint images (those found and lifted from the crime scene) and textual information. These affords a faster identification of suspects and resolution of crime incidents.
        The PNP Crime Laboratory is the direct beneficiary of the Government and project by the Japanese Government through the JICA. It has already received the AFIS which cost 975 M Yen (approximately Php 487.5 M). Further, the current amount of Fingerprint Kits distributed to different Police Stations is 36,562,567 Yen or Php 18,201,283.50. These are aside from the continuing joint efforts through training program by the JICA and PNP Crime Laboratory to the different Police Offices/Stations.

AFIS FUNCTIONS:

  • a. Conducts latent and ten-print registration and/or inquiries with AFIS workstation thereby facilitate rapid accurate and comprehensive searching and matching with fingerprints in the database.
  • b. Assists the Fingerprint Identification Division in the establishment of identity of unknown/questioned ten-prints and latent fingerprints collected from the crime scene.
  • c. Maintains latent-print central database and central repository of fingerprints persons with previous arrest, criminal records and/or conviction of a certain offense.
  • d. Conducts lecture and training to the PNP and other governmental entities regarding the operation and management of the AFIS.
  • e. Conducts studies and researches for the improvement and expansion of the AFIS.


EXPANSION OF THE AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM OR AFIS


        The services of the AFIS could be further enhanced through the installation of remote terminals at the NCR District CLO's, Regional CLO's down to Provincial CLO's. Electronic access to this database by the line units will in effect support the CPNP program of a strong police station through a more efficient and modern approach to investigation. The estimated cost of the expansion is 558.3 M Yen (approximately Php 280 M). The expansion project had already been submitted to JICA through the NEDA, for its part, indorsed the project to JICA on June 1, 2006. This enhancement project has been approved by JICA per verbal information from the JICA representative who visited D, CL on October 5, 2006. The formal documents of approval will be transmitted officially through the appropriate diplomatic channels.
