MEDICO-LEGAL DIVISION
MISSION
      The Medico-Legal Division gives assistance to PNP Investigators as well as to other Goverment and Non-Government Investigative Agencies through the conduct of autopsy, physical examination and other Forensic Laboratory Examination
CAPABILITIES
       The Medico-Legal Division is on a 24-hour service and can provide augmentary Medico-Legal Assistance to the different DCLO's and RCLO's.
FUNCTIONS:
1.   Conduct examinations on persons involved in physical injury cases and sexual offenses.
2.   Conduct autopsies, exhumations, skeletal and odontological examinations to determine the cause of death as well as the presence and type of human blood.
3.   
Conduct DNA analysis for person identification.
4.   
Conduct Histopathological and Serological examinations to determine the exact cause of death as well as the presence and type of human blood.
5.   
Orient and train new personnel and OJT on the mission, funtions and capabilities of the division.
6.    Conduct lectures to different police/military nstitutions, government agencies and private/public schools.
7.   
Attend court duties.
FOUR MAIN BRANCHES OF THE MEDICO-LEGAL DIVISION
1.  ADMIN BRANCH (CAPABILITIES)
      MAINTAIN ADMINISTRATIVE RECORDS, FILES OFFICE DOCUMENTS AND ACTS ON INCOMING COMMUNICATIONS; ENCODES AND UPDATES STATUS AND INVENTORY OF EVIDENCE AND OTHER RELATED SPECIMENS; MONITORS THE ATTENDANCE, LEAVES OF ABSENCE, COURT APPEARANCES AND WELFARE OF PERSONNEL; MAINTAINS DISCIPLINE AND OFFICE ORDERLINESS; ACCOMMODATE VISITORS AND REQUESTS
2.   PATHOLOGY BRANCH (CAPABILITIES)
      AUTOPSY SECTION   -   CONDUCTS AUTOPSIES TO DETERMINE THE EXACT CAUSE, MANNER, MECHANISM AND APPROXIMATE TIME OF DEATH.
      HISTOPATHOLOGY SECTION   -   CONDUCTS HISTOPATHOLOGICAL EXAMINATIONS ON TISSUES TAKEN DURING AUTOPSIES TO DETERMINE EXACT CAUSE OF DEATH THROUGH MICROSCOPY
      SEROLOGY SECTION   -   CONDUCTS EXAMINATIONS ON SUBMITTED SPECIMENS TO DETERMINE THE PRESENCE OF SEMEN AND HUMAN BLOOD, STUDY OF ANTIGEN ANTIBODY REACTION IN BODY FLUIDS LIKE BODY URINE, SALIVA ETC.
3.  CLINICAL FORENSIC BRANCH (CAPABILITIES)
      RAPE / CHILD ABUSE SECTION   -   CONDUCT PHYSICAL EXAMINATION OF THE VICTIM TO DETERMINE THE PRESENCE AND EXTENT OF INJURIES, LOSS OF VIRGINITY AND TIME OF INFLICTION OF INJURIES. IN THE COURSE OF EXAMINATION OF THE PATIENT THE MEDICO-LEGAL OFFICER TAKES THE HISTORY, CONDUCTS MICROSCOPIC EXAMINATION TO DETERMINE THE PRESENCE OF SEMINAL STAINS, BACTERIA AND SPERMATOZOA
      PHYSICAL EXAMINATION SECTION   -   CONDUCT THE PHYSICAL EXAMINATION OF THE SUSPECT PRIOR TO OR RELEASE FROM DETENTION, AND TRANSFER OF CONFINEMENT.
      PHYSICAL INJURIES SECTION   -   CONDUCT PHYSICAL EXAMINATION ON PERSONS TO DETERMINE THE PRESENCE AND EXTENT OF INJURIES.
4.  IDENTIFICATION BRANCH (CAPABILITIES)
      DNA ANALYSIS SECTION   -   PROVIDES FORENSIC DNA FINGERPRINTING/ANALYSIS TO MATCH THE SUSPECT OF THE CRIME; IDENTIFIES VICTIMS OF MASS DISASTERS; ESTABLISHES PATERNITY / MATERNITY IN CHILD CUSTODY CONFLICT AND INHERITANCE LAWSUITS TO LINK CONSANGUINITY; PROVIDES PROPER TRAINING AND LECTURES TO PNP PERSONNEL IN OBTAINING AND HANDLING EVIDENCE AT THE CRIME SCENE AND THE CORRECT PROCEDURES IN THE CHAIN OF CUSTODY; CREATES CRIMINAL DATABASE FOR CONVICTED PERSONS; ASSISTS CRIME
LABORATORY TECHNICAL DIVISIONS AND OTHER INVESTIGATIVE AGENCIES IN THE ESTABLISHMENT OF IDENTIFICATION OF A PERSON/S FOR A SCIENTIFIC AS WELL AS MODERN SEARCH FOR JUSTICE AND TRUTH WHEREIN LIMITED AMOUNT(S) OF SPECIMEN ARE OBTAINED AND CONDUCTS FORENSIC

      ANTHROPOLOGY SECTION   -   CONDUCT EXAMINATION FOR THE IDENTIFICATION OF UNKNOWN HUMAN REMAINS THRU EXAMINATION OF SKELETAL STRUCTURES

GENERAL WORK FLOW SHEET FOR ALL MLD SERVICES
- Client secures written request for examination from concerned government investigating agency or office.
- Written request is received and stamped by receiving officer at the PNP-CL lobby.
- Duty MELO receives duly stamped written request and log it in MLD logbook on a”First come, first serve basis”.
- Duty MELO informs requesting party and examinee of procedure to be conducted.
- Client signs consent for examination and other pertinent documents (absolutely required in genital examinations) as required by law.
- Duty MELO on case performs necessary examinations.The light microscope permits the pathologist to viw objects that are too small for the naked eye.
- Client examination will only be done on his/her own free will.
- Client may interrupt services and examinations at any time an objection is felt. Continuity of examination may be done after the examinee or concerned party is ready to the procedures. Maybe asked to secure other documents (e.g. X- ray result) and have some examinations (Clinical laboratory examination) which are not available in this office to be done in other agencies.
- Duty MELO drafts report and prepare it for typing.
- MLD Clerk/typist prepares the final report for signature of examiner, Chief MLD and CDS.
- Final report is made available for release.
- Client claims final report at the PNP-CL Admin Releasing Section.
