FINGERPRINT IDENTIFICATION DIVISION

  

MISSION:

       The Fingerprint Identification Division provide direct support to the PNP, AFP and other invetigative agencies of the Government and non-government entities and its personnel working on a 24 hours service to immediately perform Scene of the Crime Operations (SOCO), Field Laboratory Works (FLW) and conduct fingerprint analysis/examination with the following functions:

FUNCTIONS:

  1. Responsible to the Dir, CL for the examination of all fingerprint evidence of criminal nature.
  2. Search, develop, lift and preserve latent prints gathered at the crime scene through the application of modern techniques and using sophisticated equipment in obtaining fingerprint evidence at the crime scene and on specimen submitted;
  3. Conduct taking of legible standard prints of suspects or criminals and post-mortem fingerprinting of the alleged undentified cadavers and victims of disasters purposely to examine, compare and determine the identity and non-identity of all questioned fingers, palms and foot prints;
  4. Conduct lectures to the PNP personel and AFP training schools and other private entities upon request;
  5. Assist in stablishing identities of the deceased persons whose cadavers are beyond recognition;
  6. Classify, search and file all fingerprint cards based on Henry System with FBI modification and extension method;
  7. Maintain index card(3x5) of crossed reference of persons by name whose master card are on the master file;
  8. Appear as fingerprint expert witness to different court of justice purposely to interpret dactyloscopic report on the scientfic examination performed.
PROCEDURES / STEPS OF EXAMINATION:

    1.   All requests for Laboratory examination should always be accompanied by official request emanated from the investigative agencies/units.
    2.   All request for Technical assistance of F/Print personnel to conduct SOCO, FLW, lectures/seminars and consultancy service pertaining to identification should passed & officially received by offices concerned for necessary information/notation & appropriate action.
    3.   Evidence being submitted at the Crime Laboratory must be properly indorsed by the investigqtibg qgency and address to Director, Crime Laboratory Attention:Chief, Fingerprint Identification Division.
    4.   All fingerprint evidence must be evaluated, properly received and recorded.

Fees and Charges:

     Fiscal Directive Number 2005-08 –“Revised and Charges for Forensic Examination conducted by the Crime Laboratory” was created and approved by the Secretary of the Interior and Local Government (SILG), states, that the Fees and charges for Fingerprint Identification for Clearance Purposes (Abroad) is Two-Hundred Pesos (Php 200.00).
    Other services being rendered on said division which not falling in the Fiscal Directives are without charge.

NOTE:
       In cases where there are no standard prints, Fingerprint reports will be made within One (1) week upon receipt of the case. However, One (1) week may be extended if the investigator/requesting party and FPID came-up into agreement on the submission or taking of standard prints. If non-compliance, the investigator/requesting party may still submit standard prints for supplementary reports in which they will be copy furnish.
      “The processing, completion and release of the Fingerprint Examination Reports could be made earlier or beyond the above specified period of time, depending on the quantity and condition of the fingerprint evidence collected and submitted to the PNP Crime Laboratory for examination.”



EQUIPMENTS AND THEIR USES


1.   AFIS(Automated Fingerprint Identification System)- for high speed and accurate identification of persons.

2.    SANRIDGE SUPERGLUE PROCESSING CABINET - is being used for chemical developing of latent fingerprints on various kinds of physical evidence through the use of superglue or cyanoacralate( in the absence of superglue or cyanoacralate it can be substituted by a mighty bond).

3.    FINGERPRINTS ENLARGING AND PRINTING MACHINE - This being used to enlarge and project two fingerprints(latent and standard) prints) simultaneously for comparison and also print their reflex emages.

4.    REVERSIBLE FINGERPRINT PRINTING MACHINE - This is an office-mechine like equipment which can do reverese printing of any sort of crime scene lifted fingerprints, mechanically and optically.   The optimum use of the machine is to direct print on prnting papers lifted fingerprints of 1:1 or 1:3 magnification accurately and quickly.

5.    PORTABLE NINHYDRIN HEATER - this instrument is equipped with an automativ temperature adjuster and a thermometer for maintaining fixed temperature.    This is being used for immediate development of latent prints and drying physical evidence, chemically processed within about 5-6 minutes.

6.    FINGERPRINT INVESTIGATIVE KIT - this is completely equipped with fingerprint paraphernalia for scene search and processing such as developing, lifting and preservation of latent impression.

7.    STEEL CLASSIFYING TABLE LAMP(folding type) - this is equipped with flourescent lamp adjustable to any illuminating angles as desired which is used in the examination/identification and classification of fingerprints.

8.    MAGNETIC MAGNIFYING LENS - being used in comparative examination and identification of various types of fingerprint evidence, as well as classifiation/interpretation of fingerprints.  It has six times' (6x) magnification to make the minute ridge details of fingerprint more legible and clearer to the naked eye to facilitate the examination process.

9.       LUXO LAMP- A round table lamp with a loop that can be folded over the extended to any eliminating angles as desired with a built in lens which is used in fingerprint examination/identification.

10.    CAMERA- Being used to record minute details of evidence and to provide enlarge photographs of latent and tenprint as well as facilitate the comparison and identification and for court presentation.
