Overview
The Crime Laboratory is the National Operational Support Unit mandated to provide technical support through scientific investigation to PNP and other government investigative agencies. It has an actual strength of 615 Uniformed Personnel and 115 NUPs distributed in the Headquarters, 8 Technical Divisions, 5 NCR District Offices, 15 Regional Offices, and several Provincial and City Field Offices. In terms of equipment, at present we have 813 serviceable investigative equipment; 35 vehicles – 31 serviceable and 4 unserviceable; and 18 communication equipment.
Our Mission
The Crime laboratory provides technical investigation aid and support to other investigative agencies by conducting laboratory examinations, evaluations and identification of physical evidence involved in crimes. It complies laboratory reports and materials to assist in the litigation of crimes. It is also tasked to establish a Central Crime Laboratory in Metro Manila and Regional Crime Laboratories.
Our Functions
- Conduct forensic examination on all physical evidences such as;
- Medico-legal examination
- Forensic examination
- Forensic Document Analysis
- Forensic Personal Identification through Dactyloscopy of Fingerprint examination and identification.
- Ballistics examination and Identification
- Forensic Photography
- Polygraph on lie detection test
- Composite Criminal Illustration
- Scene of Crime processing on Operation (SOCO)
- DNA examination (future capability)
- Assists the Director, CRIMELAB on the intelligence and other information requirement of the higher headquarters.
Other Functions
- Conducts complete background investigation (CBI) on all organic personnel and those applying for Lateral Entry.
- Gathers information pertinent to CRIMELAB Operations.
- Conducts Security Survey Inspection (SSI) on all CRIMELAB offices and make recommendations to the Director.
- Identifies ICU (Inept, Corrupt & Undisciplined) personnel and gather evidence for their prosecution.
- Prepares and updates Camp Defense Plan, Fire Plan and Disaster Control Plan and disseminate to tasked personnel.
- Conduct dry runs (announced and unannounced), at least twice every quarter.
- Conducts security and basic intelligence seminar to all personnel, at least twice a year.
Crime Laboratory Seal Symbolism
The microscope is an instrument of science that is utilized to enlarge minute object. Details that cannot be seen or which is vague to the naked eye are best revealed and demonstrated under the microscope. The encapsulated fingerprint ridges background symbolizes exact science and it is a perfect means of establishing a person’s identity. It is also infallible evidence in the conviction of a suspect in courtroom. The circle is a symbol of perfection in the pursuit of justice through Forensic Science. The yellow color symbolizes the goal of PNP Crime Laboratory, which is to accomplish its mission through scientific capabilities in accordance with the Constitution and in the service of God, Country and People. The eight (8) sided ends represent the eight (8) technical divisions of the Unit while the round Philippine Flag represents the nationwide sciences provided by the PNP Crime Laboratory. SCIENCE is being used to elicit TRUTH so that JUSTICE will be served.
