ANNUAL TRAINING PROGRAM CY 2008 [click here] PNPCS ACTIVATES SKYPE VoIP, GIS and COMPSTAT for PNP
PNPCS has activated the Skype VoIP project to different regional offices replacing the long distance telephone and facsimile technology. VoIP stands for Voice over Internet Protocol which means "voice transmitted over a computer network". Skype is a similar to Yahoo Messenger where you can send an e-mail, voice mail, call transfer, call forwarding, multiple call appearances and even three-way (or more) conference calling while accessing the Internet at the same time. It is a software program created by entrepreneurs Niklas Zennström and Janus Friis. Skype allows users to make telephone calls from their computer to other Skype users free of charge, or to landlines and cell phones for a fee. Additional features include instant messaging, file transfer, short message service, video conferencing and its ability to circumvent firewalls. Skype VoIP was chosen against the more commonly used Yahoo Messenger to separate the personal communication against the official ones. With this type of technology, the PNP will be able to cut down costs on long distance calls to and from the different regional offices. The recent deployment of ICT Officers will make sure that this technology will be established by creating a VoIP office that is available on a 24/7 basis. The user will be given official unit e-mail address under the PNP e-mail messaging system to convey communication to other offices either by mail or voice call. The ICT Officer must then make sure that all commos and calls are acted upon immediately. The PNPCS also conducted training on Geographical Information System (GIS) for the IT Officers to prepare them for the extensive use of crime mapping technology to be used in the Criminal Information Analysis System (COMPSTAT) of all precincts and stations. This will aid all regional offices in the geographical analysis of the crime situation in their AOR thus, come up with efficient and effective ways of combating crimes.
In line with the mandate of the C,PNP written in his Commander’s Manual CY 2007-2008, the PNPCS developed Shared Modular Integrated Law Enforcement Database (SMILED) an online query of the integrated databases of several units/offices in the PNP. The concept is that rather than having islands of databases and talking to different offices to get a piece of information, the shared database will come in aid of investigation to serve as one of the basis in the initial assessment of an alleged violator. SMILED can be accessed through a link in the PNP website and can be viewed by authorized user only. The initial databases to be shared are Warrant of Arrest Registry of the Criminal Investigation and Detection Group (CIDG), Automated Wanted/Stolen Motor Vehicle Record Check of the Traffic Management Group (TMG), Automated Firearms and Explosives Record Check under the Firearms and Explosives Division (FED) and the Automated Private Security Agencies and Guards Record Check of the Security Agencies and Guards Supervision Division (SAGSD). Warrant of Arrest Registry contains the list of wanted persons who were issued warrants of arrest, their offenses, date of issue and the court who issued it. This is a big help to the police as the user will be able to check records in a short period of time. Automated Wanted/Stolen Motor Vehicle Record Check database contains the detailed description of the wanted/stolen motor vehicles to include chassis no, make, type, owner etc. while Automated Firearms and Explosives Record Check does not only contain records on loose firearms but also information about owners of licensed firearms, gun clubs, retailers, suppliers and manufacturers of firearms and explosives. Automated Private Security Agencies and Guards Record Check on the other hand, contains records of the all security agencies and professionals to include security guards, security officers, private detectives, consultants, training instructor, training directors and whether their licenses are expired or renewed. The interface of SMILED has standard format and is user friendly such that the police officer need not be confused with so many databases to be searched. He can also choose to have an advanced search and key-in at least one keyword and a list of records which has the matched keyword will be viewed easily. For example, if a police officer wants to search for a surname "LEGASPI", he can key-in the entire surname or if he is not sure whether "LEGASPI" or "LEGAZPI", he can just enter "LEGA" and all records with phrase "LEGA" whether as prefix, suffix or in-between will pop out. Also undergoing development is the complaints information system where the public can file their complaint through a link in the PNP website rather than in an e-mail messaging type. A standard template form will be provided to the complainant. This can be submitted to the PNP database through a submit button. The administrator will then have these complaints referred to the office of the C, PNP which will in turn disseminate it to intended units. This is an alternative and an enhanced version of the text 2920. With this mail version, the complainant can give long details of his complaint including the events that happened against the shorter version of text 2920. PNPCS is still in the process of upgrading its ICT requirements to cope up with the projected demand for the integrated database. Once completed, SMILED project will be launched soon and will be disseminated to all regions down to the lowest level of station subject for the issuance of user accounts authorized by their respective offices. With this kind of technology, the police will be able access and disseminate vital information quickly aiding intelligence and investigation process get their desired results in a short period of time and bring down criminality rate to its lowest level.
SMD Develops PNP Pensioners ID System SMD Develops PNP Pensioners ID System SMD have started processing the adjustment in Pension of PNP Pensioners for CY 2007 and the Deficit in Pension of PNP Pensioners for CY 2003-2004 based on Fiscal Directive # 2007-2 dated March 21, 2007 and Fiscal Directive # 2007-4 respectively. A total of 20,184 retirees, transferees and survivor pensioners will benefit the adjustment involving the amount of Php 44,857,371.38 for CY 2007. For FY 2003-2007 A total of 14,953 retirees, transferees and survivor pensioners will benefit from the payment involving the amount of Php 28,023,752.86. The payment will be through CFCs. Visit and System Investigation (Bureau Of Immigration,02/06/2007) The CS group headed by no less than D, CS – PCSUPT VAN D LUSPO visited the Bureau of Immigration and Deportation (BID) where previous PNP officers PDIR ENRIQUE GALANG JR and PDIR JAIME LASAR held various important positions ; e.g. Executive officer of BID. The visit was made based on the request of DIR GALANG to D,CS to help BID in the computerization of their records management system. The CS Group will assist in the research and development aspect. The trust and confidence of DIR GALANG in the capability of PNP personnel to provide system services prompted on said undertaking. The last batch of PNP retirees / pensioners – a total number of 2,785 will be receiving their pension differential in CFCs, this end of February 2007. ![]() Visit and Demo of PCRG Complaints Management Information System( Marikina Police Station , 02/13/2007 ) The Project Management group headed by PSUPT ANGELES GEÑORGA in coordination with SMD, CS conducted a presentation of the Complaints Management Information System (CMIS) at the Marikina Police Station. Considered as the Model Police Station by the PMO, the Marikina Police Station will be using a customized CMIS on their station. The SMD team is scheduled to install the CMIS on their workstations on February 20,2007 for suggestions and inputs needed for the development of the customized CMIS.
