Overview

At the start of the millennium, the Civil Security Group committed itself to change - to overhaul the processes, systems and procedures and even the organization itself to keep up with the demands of the industry and more importantly, satisfy the requirements of the public in general and the PNP in particular. This commitment to change, service excellence and graft reduction are concretely reflected in a paradigm shift formulated by CSG as the conceptual framework to dictate the pace of organizational changes and institutional build-up. The interplay of the fundamental vehicles of change, i.e. organization, resources, systems and the legal environment compelled this group to address the issues and concerns at the micro-level. Each programs and projects implemented at the processing levels are all but integral to the common approach of attaining an efficient and effective delivery of regulatory services. It is hoped that such approach will eventually transform CSG into an organization its leaders envisioned it to be.

Our Mission

  • To provide administrative services and general supervision over the organization, business operations and the activities of all organized detectives, watchmen, security guard agencies and company security forces.
  • To supervise the licensing and registration of firearms and explosives
  • Perform other mission as directed by C, PNP.

Our Function

  1. Responsible for the planning, organizing, directing, coordinating and controlling the issuance of permits and licenses on firearms, ammunition, explosives, firecrackers/pyrotechnic devices, private security agencies, company security forces and the private security guards;
  2. Exercise command and control of its subordinate offices - the Firearms and Explosives Division (FED) and the Security Agencies Guard supervision division (SAGSD);
  3. Supervise the enforcement of laws on firearms, ammunition, explosives, firecrackers/pyrotechnic devices and the private security industry law; and
  4. Act as Technical Staff of the C,PNP in providing technical supervision in the enforcement of laws on firearms, ammunitions, explosives, firecrackers/pyrotechnic devices and the private security industry law; and
  5. Responsible to the Chief, PNP in the issuance of permits and licenses of firearms, ammunitions, explosives, firecracker/pyrotechnic devices, private security agencies, company security forces and the practice of profession of the private security personnel.
  6. Perform other functions as the C, PNP may direct.
Our Objectives

A. Broad Objective

1. Improve the expeditious processing, control, and issuance of the following:

a. Firearms Licenses, permits and other Licenses and its renewals;
b. Licenses to manufacture/deal and purchase of explosives;
c. Licenses to manufacturer and deal firecracker/pyrotechnic;
d. Private security agencies and company guard forces licenses to operate; and
e. Private security guard licenses to exercise profession.

2. To exercise effectively the command and control of the Firearms and Explosive Division (FED), and the Security Agencies Guards Supervisions Divisions (SAGSD).

B. Specific Objectives

To assist the PNP units and other law enforcement agencies on matters pertaining to the Firearms, Explosives and Private Security industries and provide pertinent data or information on the persons authorized to possess and carry firearms and explosives, and individual to be employed as Private Security Guards, Security Officers, Private Detectives and Consultants, and persons authorized to operate a Private Security Agency or Company Guard Forces.

To effectively monitor the business operations, activities of the PSA/CGF, and its private security guards posted in the different areas of the country, their observance and compliance to the Provisions of RA 5487 as well as the provision of PD 1866 otherwise known as Firearms and Explosives Law.

To conduct investigation, and file criminal charges against violators of the Firearms, Explosives and Firecrackers Laws.

To promote and maintain cordial and professional relations with the Media, NGOs, the community, and other Government Agencies, the Private Security Agency Operators, and the Private Security practitioners in general.

To gain support, and cooperation of other government agencies and the non-government organization in the religious observance of Laws, rules and regulations relative to Firearms, Explosives and Private Security Agency laws.

It is admitted that six (6) months is too short to tighten the bolts and screws of the organization to allow for speedier, more efficient and more secure licensing application processing. Nonetheless, CSG is proud to announce that it has taken a lead part in the winds of change, now sweeping the PNP.

The CSG being the primary regulatory body of the PNP and directly in charge of the local security industry, faced enormous challenges at the turn of the millennium:

A. ORGANIZATION - there was no functional segregation of tasks and responsibilities between processing modules. The operating divisions of FED and SAGSD were top heavy with personnel whose assigned functions overlaps, promoting discontinuity and confusion in the flow of the process. The delegation of authority is virtually non-existing.

B. PERSONNEL - CSG is made up of people and the values, attitude and behavior of these people, shape the organization and determine its course. Evidently, the problem of qualified personnel is prevalent in CSG owing mainly to the lack of training and orientation, no job description/definition and cooperativism. The strong resistance to change manifests the state of behavior and attitude of our personnel for the first quarter of this year.

C. SYSTEM - As in any regulatory body, the systems of control and feedback are of most importance in maintaining efficiency and effectiveness of licensing operations. The demands of the industry for the timely and secure processing and issuance of licenses may not be satisfied as CSG is dependent on manual processing and which is highly vulnerable to human intervention. Likewise, the objective of the PNP to generate a higher level of revenues to fund its programs and projects that are not supported by appropriations may not be achieved considering that the system of collection is prone to human omission and mistake.

YEAR 2004PERFORMANCE HIGHLIGHTS

Target hardening - a vital role for the PNP's Force Multipliers

The Civil Security Group exercises regulatory functions and is proud yet modest about all its accomplishments. CSG regulates business operations and activities of the PNP's force multipliers-private detectives, watchmen, security guards/agencies and company guard forces. It also supervises the licensing and registration of firearms and explosives.

The organizational reforms instituted by the CSG leadership have resulted to much-better operational efficiency, both in the enforcement and the implementation of special laws-PD 1866 (Firearms and Explosives Law) and RA 5487 (Private Security Agency Law).

Despite intervening events in the country, the CSG remains focused on its mission and mandate to serve the public with excellence and to work harder to attain its objectives and surpass program targets beyond management expectations.

The CSG continues to maintain the SAGSD and the FED automated systems to better serve clients. The FED Express Lane was established to further facilitate the renewal of firearm licenses. It also continues to strengthen its operational unit linkages with other local and international law enforcement agencies, leading to the arrest of criminal syndicates.

With the implementation of Republic Act 5487, two Memoranda of Agreement on crime prevention, anti-illegal drugs and Pag-ibig Fund were signed by the Chief, PNP PDG Hermogenes E Ebdane Jr and representatives from the Philippine Association of Detective and Protective Agency Organization (PADPAO), Philippine Association of Recognized Security Training Schools (PARSTS) and the Pag-ibig Fund.

In compliance with LOI21/2003 (PNP Anti-Illegal Drugs Special Operation Task Force) to intensify the drive against illegal drugs, the CSG was tasked to organize its own AID-SOTF resulting to noteworthy accomplishments, including the discovery of a clandestine shabu laboratory in Carmona, Cavite.

Under the Three Tiered-Defense System in response to the series of bombing incidents, the CSG utilizes the Private Security Agencies (PSAs) and Private Security Guards (PSGs) to conduct target hardening to prevent violence in their respective areas of responsibility, particularly in high-density public areas such as shopping malls, transport terminals, recreation and commercial centers. The security guards are utilized to form part of the Barangay Info Net (BIN) and they are required to provide vital information.

The CSG continues to strengthen operational linkages with other law enforcement agencies to effect the arrest of criminal syndicates.
