The Research & Analysis Division

The Research & Analysis Division (RAD) has supported the PNP’s organizational reform, pertaining to the investigative service.

The creation of a separate Regional Investigation and Detective Management Division (RIDMD) provides for the formation of eligible supervising investigators and detectives to oversee every IDM concern at the lower stations, thus enhancing the professionalization of the field investigators and detectives.

The creation of the two separate but equally important divisions at the regional level gives way for another senior position where a professional and eligible officer has the opportunity to hold a higher responsibility and focus in the field of IDM.

At present, 13 PROs have complied with this directive while the others are in the process of complying with the new policy.


Based on statistics, our  crime volume for 2006 decreased by  7.2% compared to year 2005.

Futhermore, street crimes declined by 24.21%

In strengthening linkages with other law enforcement / judicial agencies, a MOA   between   the PNP and Office of the Court Administrator (OCA) was signed and implemented. The MOA envisions to give protection to judges handling heinous crimes. This MOA provides for expeditious processing of the Permit to Carry Firearms Outside Residence (PTCFOR).

A MOU between the PNP and Optical Media Board was signed and implemented on November 27, 2006. The OMB deputizes and authorizes members of the PNP to undertake a 60-day nationwide campaign to arrest and charge counterfeiters and thieves of Intellectual Property Creation particularly in optical media products.

In addition to its mission and functions, RAD has assisted in the conduct of field evaluation and validation for Best WCPD Award.

In coordination with WCCD, selected    personnel   of    this    division acted as Secretariat during the conduct of field evaluation and validation for Best WCPD Award for the year 2006.

The Secretariat visited    Gen Santos CPO, Maitum  MPS  in PRO12, Sorsogon CPS and Mercedes MPS in PRO 5 as well as CPS in Calamba,

Cavite, Batangas and Lucena and MPS in Biñan, Dasmariñas, Padre Garcia and Padre Burgos in PRO 4A.

Furthermore, selected personnel of this Division have conducted lectures on Crime Statistics and Analysis to students of CIDDC.

The lectures include the importance of crime statistics, factors that affect crime rate, definition of terms, formulas, and basic methods of crime analysis.

Likewise, this division rendered assistance in the conduct of focus group discussions (FGD) on several concept papers authored by the Deputy Director, DIDM like the Case Investigation Plan, Concept Paper on Revitalizing and Reenergizing Evidence  Gathering in Mass  Campaign   Rallies  and   other PNP Operations and FGD on Intellecual Property Rights (IPR).

The CIPLAN is a system for retooling the tenets of the criminal and forensics investigation system of the PNP as its coordinative and integrative strategies employs personnel from the investigation intelligence, operations and prosecution which ensures a high  probability   of  success  in   crime suppression, solution  and prosecution.

The whole essence of the concept paper on Revitalizing and reenergizing Evidence Gathering in Mass Campaign Rallies and other PNP Operations is to institutionalize and systematize the usage of combat photographers. The integration of combat photographers shall be for the purpose of documenting future operational critiques on doctrine studies and give concrete material presentation of evidence required for After-Operations Report, Promotions and Awards and for prosecution.

Likewise, FGD on IPR was conducted with the following objectives: (1) to initiate a diagnostic study on constraints in combating IPR violations encountered by PNP and other concerned government offices; and spearhead the initiative in drafting a National Strategic Action Plan to combat IPR violations.

It has also acted as secretariat on the conduct of Workshop on PNP Investigation Functions in Support to ISO. The workshop is part of DIDM’s continuing effort to strengthen PNP’s capability in investigation, case build-up, filing, monitoring, launching legal offensive, and prosecution of cases, vis-à-vis its new active support role to the AFP on ISO.

The regular conduct of similar activities will ensure that effective police investigation, case build-up, filing and monitoring of cases relating to concerns can be regularly sustained, enhanced and monitored.

Furthermore, personnel of this Division facilitated the conduct of the 1st PNP Summit on Cyber Crimes which is a joint initiative of DIDM, PMO and CIDG. Activities lined up were situation briefings from the PNP and private sector.

Speakers from Government agencies and private organizations concerned with cyber security gave their insights and recommendations in addressing this problem.
