The Women & Children Concerns Division
The Women and Children Concerns Division (WCCD) has been at the forefront in institutionalizing Women and Children’s Desks in city / municipal police stations in the country. This is pursuant to Sec. 57, RA 8551, and to date 1,782 WCCDs have been established or 89% out of the planned 2,002.
WCCD also pursued the installation of mandatory separate investigation rooms for WCCD. Coordination with DSWD counterparts in the regions are continuing for the establishment of Rape Crises Center (RCC) in every city and provincial hospitals as mandated by RA 8505. As of December 2006, 196 RCCs were established.
C, WCCD attended the Online Child Sex Exploitation at Ministry of the Interior, Nanterre, Paris on September 18-21, 2006 with experts from 11countries. After such, she proceeded to Wilton Park Conference at West Sussex, UK to attend conference on Combating Child Abuse on Traveling Sex Offenders Offline Interests: Online Consequences with 29 country representatives.
Observation tour followed in neighboring countries of Europe with dialogue about the Traveling Sex Offenders with the end result of an offer from INTERPOL Officer YVES ROLLAND of Lyong, France to support a 4-day training in Manila on Child Sexual Exploitation. The scheduled
training will be on July 2007.
On trainings and development the following were conducted:
(a) PNP Summit on Women andChildren’s Concern supported by UNICEF with Hon. Gina De Venecia as Guest of Honor.
The SUMMIT was also an avenue for soliciting comments and recommendations on the proposed creation of the Women and Children Protection Group (WCPG).
(b) Training on the Investigative Techniques of Trafficking in Person through the support of UNICEF and Child Sexual Abuse and Exploitation conducted by DOJ-UK and CPU and
WCCD-DIDM.
(c) Evaluation Workshop on Investigative Techniques on Child Abuse and Sexual Exploitation
(d) Bali Process Workshop on Child Sex Tourism. The participants presented case studies on child sex tourism investigations emphasizing on their respective capabilities.
(e) Second Level Training of Trainers on the Investigation of Crimes Involving Women and Children in coordination with Child-Protection Network – PGH through the support of UNICEF
(f) Training on School Violent Incident Plan in coordination with Chicago Police and UNICEF
(g) Workshop for Police Officers in Handling Women and Children
Needing Special Protection
(h) Training on Child Sensitive Investigation supported by DC and
DHRDD and various consultations/ conferences on Trafficking in Person
(i) One Day Training on Child Pornography Investigation
Special Investigator Christopher O’Connor of the Sexual Crimes Squad of the Victorian Police in Australia was invited to be the main lecturer.
(j) Workshops on Building Alliances to Combat Child Pornography in CPC 6 Area. Connections were established with international experts on the global phenomena of child pornography in the person of Special Investigator Christopher O’Connor .
WCCD also interviewed candidates for Best WCPD Urban and Rural for CY 2006. Awarded for Best WCPD Urban was Batangas CPS, PRO 4A & Best WCPD Rural was awarded to Mercedes MPS, PRO5.
