Overview

The Directorate for Research and Development was activated on November 1, 1993 and became operational on January 16, 1994 imbibing a conspicuous role in PNP organization which is to conduct research studies pertaining to the criminalistics equipment and other peculiar and investigative equipment/materials, communication-electronic and transportation, weapons and clothing for effective and efficient law and order public safety function and to  uphold the furtherance and self-reliant development projects and activities of the PNP. Our MissionTo assist and advise the chief, PNP in the conduct of Research and Development (R & D), and Test and Evaluation (T & E) of clothing, materiel vehicles and equipment required by the PNP for effective and efficient maintenance of law and order and public safety, and in the formulation and implementation of the PNP's Self-Reliant Development Program (SRDP).

Our Functions

  1. Conduct Research and study on the latest technology and material required for an effective and efficient law enforcement organization;
  2. Determine and develop specifications and standards for all PNP equipment in accordance with acceptable local and / or international standards;
  3. Conduct test and evaluation of clothing, material, vehicles and equipment procured or programmed to be procured by the PNP as to their capability or usability, quality, feasibility, acceptability and their compliance to pre-determined PNP specifications in coordination with other PNP office/units and other government or non-government agencies;
  4. Coordinate, correlate, and cooperate with government and non-government agencies in undertaking research and development activities on specific and pertinent projects;
  5. Coordinate for the training, either local or foreign, PNP personnel in the areas of R & D and T & E;
  6. Formulate, update and improve R & D and T & E policies / procedures / capabilities;
  7. Direct and supervise the formulation and implementation of the PNPs SRDP;
  8. Evaluate application for Accreditation of suppliers / dealers / contractors on their capability to do business with the PNP;
  9. Perform such other functions as the Chief, PNP may direct.
Our Objectives

Broad Objective To undertake research, development, test and evaluation pertaining to the criminalistics equipment and other peculiar equipment/materials, firearms, ammunition, explosives,     communication- electronics and vehicles (land, water and air) for effective law and order and public safety function, and in the furtherance of Self-Reliant Development Program (SRDP) of the PNP.

Specific Objective

  1. To study and determine the required PNP specifications on existing and new weapons, equipment and facilities.
  2. To supervise laboratory and field tests of logistical items in coordination with concerned government and non-government agencies.
  3. To conceive and design plans on equipment, facilities and other material items.
  4. To conduct research in the furtherance of self-reliance in the PNP material development.
  5. To evaluate dealers on their capacity and capability to do business with the PNP as accredited suppliers.
