BRIEF HISTORY OF THE PNP FINANCE SERVICE This is the chronology of events that led to the development of the present PNP Finance Service. In the years 1898 to 1936, the country’s armed force was then only the Philippine Constabulary (PC). Payment of salaries and allowances that time was performed by the so-called “Pagadores”. At times however, company commanders and other officers were also designated as disbursing officers under the supervision of the Provincial Commanders. At Headquarters, PC level, a paymaster took charge of said functions. In 1936, when the Philippine Army was established and absorbed the Philippine Constabulary, and up to the time when the latter resumed its police functions, the PA and PC finance duties were all under its respective Quartermaster Service. As transactions snowballed in the Philippine Army, finance duties were decentralized, leading to the creation of the position of a Provincial Finance Officer. This was later on replaced by the District Finance Officer when the Military Districts were established in 1938. On the other hand, Unit Finance Officers were also provided for independent posts, camps, and stations. Continuous military build-up in 1940 brought about growing and increasing finance activities, thus the emancipation of the finance service from the Quartermaster Service. This was pursuant to Commonwealth Act No. 569 dated 07 June 1940, amending Commonwealth Act No 01. The then personnel of the Military Service doing finance functions changed their branch of service to Finance Service with the advent of World War II in 1941. Division Finance Officers were created replacing the District Finance Officers. During the liberation period in early 1945, it was the Finance Service that took charge in settling the pay and allowances of the USAFFE survivors. After the Liberation period, the Finance Service Units in the field were designated as Finance Disbursing Sections. However, in June 1946, shortly thereafter, another re-organization took place. When the United States turned over the Philippine Army back to the Philippine Commonwealth, the Finance Disbursing Sections were practically dissolved paving the creation of an Independent Finance Officer assigned to them. Area Finance Officer also came into the scene when military areas were established. These were the series of reorganizations that took place in the Finance Service but what was considered the most significant turn of event came about with the issuance of Circular No.86 HNDF dated 05 October 1948; when the positions of the Deputy Chief of Finance for the Philippine Constabulary, Philippine Air Force, and Philippine navy were created. On January 1959, pursuant to Letter Directive, GHQ, AFP, dated 30 January 1959, the Chief of the Finance Service and his Deputies were redesignated as follows: For the AFP The Chief of Finance At this time, the Finance Service insignia of “DIAMOND” was replaced by a golden seven scallop shell embedded with one pearl and a set of green laurel leaves. Apparently, changes never stop to occur in the finance service. Fact is, on 01 July 1973, the office of the Chief of finance, AFP was deactivated. This was in line with the reorganization of the AFP Comptroller which integrated the functions of accounting, financial reporting, and internal auditing. This left the then Constabulary Chief Finance Officer standing alone by itself, in short without a mother service unit. On October 1973 however, pursuant to HPC Staff Memo Nr 04 dated 18 October 1973, the Constabulary Finance Center was organized and formally activated. It exercised operational and administrative control over all Finance Service Units in the fields. For quite a time, changes and reorganizations went to a lull but not after 16 years when the Philippine Constabulary was separated from the AFP by virtue of RA 6975 which gave birth to the Philippine National Police (PNP). The PC/INP Finance Center was then renamed as the PHILIPPINE NATIONAL POLICE FINANCE SERVICE (PNPFS). Performance Highlights Delivering quality financial services to active and retired PNPRecognized as an indispensable administrative unit, the PNP Finance Service continues to deliver honest, dedicated efficient financial services to the men and women of the PNP, both active and retired. The Finance Service has relentlessly strived to transform itself into an office capable of delivering quality service responsive to the financial requirements of the entire police organization as well as its members, active uniformed and non-uniformed personnel including retirees, pensioners and their dependents. To highlight the impact projects under the "O.N.E. PNP" program, priority thrusts of the Finance Service were focused on human resource development systems perfection through computerization, equipment build up and stimulating better relations with clientele. The PNP Finance Service is competently augmented by five (5) divisions and 18 Regional Finance Service Offices, which cater to the needs of our clientele in every regional office. This invigorated effort enabled us to win four (4) awards in the category of Best Administrative Units during the PNP Anniversary Celebration held last February of this year, namely RFSO 2, MIMAROPA, RFSO 6 and RFSO 9. Consistent with the PNP leadership's policy of promoting transparency and accountability, the Finance Service upholds professionalism and maintains a high level of efficiency and effectiveness in its day-to-day work. |
