Our Mission

To provide administrative and service support to National Headquarters, Philippine National Police and secure Camp Crame.

Our Functions
  1. Provide personnel and logistical support to NHQ PNP during command activities;
  2. Renders ceremonial honors to VIP's/ dignitaries and deceased PNP personnel;
  3. Provides and maintains housing, sports and recreational facilities;
  4. Provides power and water services inside Camp;
  5. Controls, supervises operation of concessionaires;
  6. Provides garbage disposal and ground beautification services;
  7. Provides fire-fighting equipment and services inside Camp and immediate vicinity;
  8. Provides police relation services inside Camp and immediate vicinity;
  9. Administers and operate the PNP custodial Center;
  10. Supervises minor construction and repair projects inside Camp;
  11. Provides maintenance of buildings, equipment and road-nets;
  12. Formulates and implements Camp Rules and Regulations;
  13. Formulates and implements Camp Defense and Fire Disaster Control Plans;
  14. Provides perimeter guards and conducts foot patrols inside Camp and its immediate vicinity;
  15. Directs, controls and supervises traffic and parking inside Camp; and
  16. Performs such other functions as the C, PNP may direct.

The Headquarters Support Service (HSS) was originally named Headquarters Philippine Constabulary and Headquarters Service Batallion (HPC & HSB) upon its activitation on June 27, 1955.

Through all those years, this Unit had undergone a series of reorganizations designed to make it more responsive to the needs of the time.

With the passage of Republic Act 6975 otherwise known as the PNP Law, establishing the Philippine National Police, this unit was renamed General Services Command and designated as one of the Administrative Support Units of the Philippine National Police. At present, this unit uses the name Headquarters Support Service pursuant to NAPOLCOM Resolution Number 92-36 as amended by Resolution Number 93-04 dated February 05, 1993.

Its mission is to provide administrative and technical supports to the National Headquarters Philippine National Police and to secure Camp Crame.

The Heads of Office

The HSS is headed by a Director and assisted by two Deputies: one for administration and another for operation; a Chief of the Directorial Staff and five Service Staff.

The Four Major Units

The HSS has three major line units. The Camp Security and Escort Unit (CSEU) maintains the security and provides ceremonial honors and escort related activities. The Camp Management and Service Unit (CMSU) which provides technical and housekeeping services to the PNP NHQ and also provides technical and housekeeping services to the PNP NHQ and also provides fire fighting equipment and service inside the camp and the immediate vicinity. The Special Service Unit (SSU) plans and implements sports and recreational programs and accommodates the remains of active and retired PNP personnel and their immediate dependents for wakes and final rites. The PNP Custodial Center was recently reactivated and placed under the HSS to provide security and escort to detainees while under investigation and under trial pursuant to a court order.


Implementing Impact Projects Anchored on the Three ‘S’ Program of Action

The Headquarters Support Service launched and proposed different Impact Projects which improved the delivery of services and morale in Camp Crame thereby promoting efficiency and effectiveness among those working in the Camp.

SECURITY

A sustained effort in the defense and protection of Camp Crame is needed especially during unstable times. The HSS conducts regular security reviews and implements programs to improve the security measures already in place. Curfew hours are implemented to prevent personnel and other persons from loitering around the Camp during unholy hours. Streetlights are installed at the main roads not only to secure the streets of the Camp but to beautify it during night time. Foot and mobile patrols are conducted round the clock.

Camp Defense Plan

In anticipation of any eventualities in connection with threats to national security and the changing political scenarios which may affect security camps and other vital installations, the HSS reviews and conducts dry run for Camp Defense Plan.

SERVICE

Camp Crame is an ever growing community. To keep up with fast changing pace, the HSS is relentless engineering its plans and programs to keep abreast with the changes of time especially in the delivery of basic services and improvement of morale.

The Clean and Green Program

In line with the Chief, PNP’s Thrust-Program of Action based on the O.N.E. PNP, the HSS conducts the Clean and Green Drive and the Zero Waste Management for a systematic method of waste collection and disposal of garbage. The “Pera Sa Basura” project is aimed to inform the community of the accrued financial benefits of proper waste segregation and disposal. These projects are in support to the initiatives of the PNP Officers’ Ladies Club headed by its Adviser-Mrs Alma C Ebdane, for a beautified PNP Camp. Mini dump trucks were also acquired to augment garbage collection effort.

A hotline in Camp Crame used to contact the HSS for requests such as repairs and for emergency cases.

Repair and Maintenance

The HSS undertakes repairs and constructions such as the covered path walk to provide the pedestrians with appropriate traffic direction and shade facility particularly during inclement weather. Other constructions include the Women Police Office (WPO) Building, the Base Fire Office Building, the Base Police Office Building, and the Gates 1 and 2. VIP Comfort Rooms were initially conceptualized by the HSS also in cooperation with the PNP Officer’s Club for the visiting public transacting business inside the Camp and other guests of the PNP. Two more VIP Comfort Rooms are presently being constructed while three others are being programmed at strategic locations inside the camp. To prevent flooding inside the Camp, the HSS repaired the drainage system while major roads and pavements were asphalted.

Community Relations Programs

The HSS conducts civic activities such as blood letting and “ Alay para sa Karunungan” – a joint project with the Rotary Club of Cubao wherein books are donated to the students.

The HSS has a soft spot for children. Thus, the Trick or Treat was held wherein kids roam around the Camp in their Halloween costumes. The Service also implemented IWAS PAPUTOK Program of the government and instead, street dancing inside the Camp was a way to greet the New Year.

Another activity was the Santacruzan Sa Camp Crame in coordination with the PNP OLC wherein the wives of the PNP Officers participated as sagalas wearing Filipiniana ternos. The HSS provided the arcs used by the Ladies and other technical assistance.

SYSTEM

In order to sustain the efficient delivery of basic services in Camp Crame, the HSS initiated IMPAT PROJECTS to put system in the day to day operation.

Discipline Inside the Camp

The number of vehicles and pedestrians entering the camp immensely increased with the present “Pulis Service Orientation” of the PNP thereby creating congestion inside the Camp. Parking areas are assigned to specific officers working in Camp Crame while the parade ground is open for visitors as parking area. The vehicles of parking violators are tire-locked and the owner or driver is advised to attend a short seminar at HSS.

Energy and Water Conservation

The implementation of the new energy and water consumption program resulted to the reduced billing consumption of Camp Crame, saving the PNP millions of pesos. Inspections of all facilities on the use of unauthorized lights are being conducted by Duty Personnel of HSS during nighttime. Water leakages are checked. All illegal electrical connections are cut-off. The HSS also demolished illegally constructed structures to further implement the energy conservation program.

The Camp Security And Escort Unit

The Camp Security and Escort Unit is responsible for the security of the premises of Camp Crame, including the National Headquarters, and other PNP Offices.

The Special Service Unit

The Special Service Unit of the Headquarters Support Service formulates plans and procedures in connection with the PNP Sport Development Program including policies for systematic management of the rest and recreation program and the standards on physical fitness. The Unit assists the government in its overall national sports development and physical fitness program. It also strengthens the public image of the PNP in the field of sports through maximum participation in the local, international and international competitions organized by the Philippine Sports Commission and other sports association.

The Camp Management and Services Unit

The Camp Management and Services Unit provides technical and housekeeping to the National Headquarters of the PNP and fire fighting services. Custodial Center

The Custodial Center provides security ad escort to detainees while under investigation and/or under trial pursuant to a court order.

The Women Police Office

The Philippine Constabulary Women’s Auxiliary Corps (WAC) Detachment was activated and assigned to HPC and HSB in December 1, 1967. On September 16, 1994, the Women Police Section was activated replacing the Police Women Company which was deactivated. The Women Police Office performs the required company administrative functions. They perform auxiliary task like searching and frisking, interviewing and interrogating female suspects and guarding and escorting female prisoners. The WPO also performs technical and specialized field such as x-ray technician, midwife, laboratory technician/dietician/nutritionist, medical technician, medical aid, radio and telephone operator, clerk and intelligence analyst. They also perform ceremonial honors and act as guides to foreign and local dignitaries and usherettes to command conferences.

The Escort and Honor Guard Office

The Escort and Honor Guard Office provides ceremonial honor to VIPs, local and foreign dignitaries. It provides vigil and interment honors to PNP personnel both active and retired who died in line of duty. Security and escort is also provided during interment. Its security personnel are also present during disasters and calamities.

Asia ’s Best- The PNP Band

The PNP Band is the former Philippine Constabulary Band organized on October 15, 1902, the same band that played when Taft became President of the United States. He gave the PNP Band the honor of escorting him from the White house to the Capital where he took his oath of office. The PC Band also played for the Panama-Pacific International Exposition at the Golden Gate, San Francisco, in Hong Kong, Shanghai, Yokohama, Kobe and in Honolulu where they played for Queen Liliuokalani. Years later, in May 20, 1995, Chief PNP P/Dir Ricardo A Sarmiento sent the (now called) PNP Band to Singapore for the celebration of ASEAN Police Week where it earned the title as the Best Police Band in the Region and Best Conductor. P/CInsp Gilbert M Ramos had the distinct honor of conducting the combined ASEAN Police Band while SPO1 Troadie M Digma was honored for a much applauded trumpet solo. In its own way, the PNP Band enhances the image of the police.
