Our Mission

To undertake and orchestrate Police Community Relations programs and activities in partnership with concerned government agencies , the community and volunteer organizations in order to prevent crime and attain a safe and peaceful environment.

Our Vision

To be the champion of a dynamic and harmonious police-community partnership in the maintenance of peace and public safety.

Our Functions

  • Implement strategic and operational police community relations programs as prescribed by the Directorate for Police Community Relations (DPCR).
  • Assist the Regional, District, Provincial and City Police Offices and the various National Support Units in implementing their respective police community relations program.
  • Act as the lead operating unit of the PNP on matters pertaining to police community related activities in areas and concerns as designated by higher authorities.
  • Produce information materials for dissemination/distribution to the PNP units, the community and other stakeholders through the various media such as the print, radio, television and the cyberspace in order to enhance knowledge and awareness on law enforcement matters, and to generate trust, confidence and popular support of the community.
  • Conduct continuing training and education on values orientation, the Community Oriented Policing System and the Criminal Justice System among others to the police, LGUs, the NGOs and other stakeholders.
  • Formulate institutional mechanism that will promote closer police community relations and will enhance cooperation, coordination and networking with People's Organizations, Citizen's Volunteer Organizations and Non-Government Organizations, domestic or foreign.

Undertake medical, dental and optical; bloodletting; sports and cultural development; auxiliary disaster relief and mitigation; and other community related assistance and development activities in coordination with concerned government agencies and volunteer non-government organizations.

  • Undertake and assist in the implementation of PNP socio-economic and other livelihood programs for PNP personnel and / or host communities.
  • Provide an alternative channel for the public to report crimes, suggestions to improve delivery of police services, for filing of complaints on the conduct of PNP personnel or for commending deserving personnel.
  • Acts as the historian of the PNP and maintain the PNP Museums and its related facilities.
  • Perform such other functions as higher headquarters/ authorities may direct.

POLICE COMMUNITY RELATIONS PROGRAMS

CAREER DEVELOPMENT/AWARDS & DECORATIONS/PUNISHMENT

Qualified personnel who have not yet undergone career training/seminars are encouraged to participate for their career advancement. Presentation/giving of awards and commendations to personnel and accredited/recognized non-government organizations (NGOs) is regularly conducted (during fellowship), for the invaluable services rendered and meritorious accomplishment. Likewise, erring personnel who fails to comply with the rules and regulations set forth by the Group, the organization and Civil Service Commission (CSC) will not be tolerated and meted corresponding punishment upon proper investigation.

MORAL RECOVERY PROGRAM & VALUES FORMATION

Seminars on spiritual reformation and values orientation are regularly conducted to strengthen bonds to its personnel and reorient them about norms and conduct of a good public servant. Police Information & Education, conference and dialogues are regularly scheduled to address problems, give guidance and keep the personnel abreast of current memoranda, directives and developments concerning the organization.

MEDICAL & DENTAL OUTREACH PROGRAM

The Group is the office primarily responsible for the conduct of this program, which is regularly scheduled. Collaborated efforts between the PCRG, Health Service, accredited NGOs and the recipient of the program are encouraged to ensure the success of the program.

BLOOD LETTING ACTIVITY

The Group is the Office primarily responsible for the conduct of this program, which is scheduled during the PNP Anniversary (January) and PNP Recognition Day (August). This program is a worthy endeavor and is the PNP's way reaching out the community by sharing its precious blood.

ENHANCEMENT OF THE LIBRARY AND MUSEUM

Maintenance and enhancement of the PNP Museum and Library is one of the functions of the Group. the PNP Museum showcases the glorious past of the PC/INP and the PNP Library wherein PNP personnel and students conduct their research work. Acquisition of new books, particularly on law books, is being considered to cater to the needs of the uniformed personnel who avail of the educational program incorporated in the Memorandum of Agreement (MOA) between the PNP and the Jose Rizal College. PNP Library has two (2) units of computers for research work.

COMPLAINT REFERRAL ACTION & INFORMATION VERIFICATON CENTER

The Group is maintaining a Complaint Referral Action & Information Verification Center/Human Rights Complaint Desk designed to provide immediate police action to various problems/complaints/queries. This is an alternate channel to the public to lodge their complaints or seek police assistance.

MISSION: Adhikain at Layunin

Misyon ng Complaints Referral and Action Center o CRAC and mapakinggan at mabigyan ng kaukulang aksyon ang mga hinaing at reklamo ng mamamayan na nauugnay sa pagpapatupad ng batas, pangangalaga sa buhay at ari-arian at pagsugpo sa krimen.

Ang CRAC ay may mahalagang adhikain at layunin bilang katuwang ng PNP sa pagtanggap, sa pakikinig at pagsusuri sa iba’t-ibang sumbong galing sa mga taong bayan, at ang pagbibigay ng wastong payo at tamang pamamaraan sa paglutas ng kanilang mga suliranin kabiguan sa buhay, hindi lang sa mga tao sa Metro Manila, kundi pati na sa mg a probinsiya.

Kasama rin sa misyon ng CRAC ang maging daluyan ng mga impormasyong makakatulong sa pagsugpo ng droga at kriminalidad.

Pananaw

Pananaw ng CRAC ang maibalik ang tiwala at mataas na pagtingin ng mamamayan sa pulisya. Isang Philippine National Police (PNP) na may dignidad at pagpapahalaga sa karangalan, paglilingkod at integredad. Magsilbi sa mamamayan nang may katapatan at walang anumang hinihintay na kapalit. Ang makabago at nagbabagong pulisya ay isang paraan upang muling maibalik ang tiwalala ng taong bayan sa pulis.

Ang mga mamamayan ay taos pusong sumusuporta at kabalikat ng PNP sa pakikibaka upang makamtan ang isang Malaya, makatwiran at makatarungang lipunan. Dagdag pa rito ang pananaw na may pagbabago ang ugnayan ng taong bayan at ang kapulisan kung saan ang pulisya ay makatao at ang taong bayan ay “makapulis”.

NGO ACCREDITATION

The Group is the office primarily responsible for the accreditation of Non-Government Organizations (NGOs) who wish to be an ally and help the PNP in its fight against all forms of criminality. Requirements for their accreditation are being consolidated and forwarded to the office of Chief, PNP, for approval.

NGO Organization & Mobilization

Every now and then, services of PNP-PCRG accredited/recognized NGOs are called upon to support various PNP command activities. the Group also provides resource persons/lecturers for the training of the officers and members of NGOs in various seminars. Examples of such seminars are the five Pillars of the Criminal Justice system; Moral & Spiritual Recovery; Crime Prevention; Intelligence Networking and Drug Awareness, Prevention & Control. such seminars give fight against all forms lawlessness.

PNP TV & Radio Programs

The Group sponsors or co-sponsors TV and Radio programs for its public information activities/projects. at present, The Group is maintaining one TV program aired every Thursday from 10:30 PM to 12:00 midnight at RPN Channel 9 entitled "The Police Hour" and two radio programs - "Pulis Ng Bayan" aired every Saturday from 10:00 AM to 12:00 noon. "Eagle Action Line" aired daily (Mon to Fri) at 9:30 - 11:00AM, " PNP Aksyon Ngayon" aired daily ( Mon to Fri) and " Pulis Ugnayan" aired daily (Mon to Fri) at 5:00 - 6:00 PM.

Publication of PNP Journal & Police Digest

The group is the office primarily responsible for the publication of the PNP's official organ. the "Police Digest" and "PNP Journal" which are distributed to all PNP units nationwide on a monthly and bi-monthly basis, respectively.

Camp Visitation

PCRG conducts guided tours for students and public visitation of the NHQ PNP at Camp Crame to acquaint them with the police service. Moreover, these visits give the PNP the opportunity to interact with the students/visitors to bridge the gap between the police and the police and the public.

PNP Distinguished Visitors Program

The Group is the office primarily responsible for the conduct of the PNP Distinguished Visitors Program, wherein prominent personalities from various sectors of society are invited as guest of honor and speaker. The program is scheduled at least once a month.

PNP Electronic Bulletin Board System

The Group is maintaining a PNP Electronic Bulletin Board System, which aims to provide the general public vital information about their police force. Declassified memoranda, circulars and other pertinent information were published and can be accessed or copied by civilians through the use of computer and telephone line with the aid of modem.

Pulis ng Bayan Pulong-Pulong sa Barangay

The Group initiates an inter-action with the local leaders, residents, volunteer civic organization and the local police of selected areas wherein problems are discussed and acted properly.

Annual Alay Lakad Projects

The group is the designated office primarily responsible for the PNP's participation in the annual fund raising campaign of the Alay Lakad Foundation. Inc. The PNP, through the Chief, PNP, is the designated Chairman of the Security. Traffic and First Aid Committee.

PERFORMANCE HIGHLIGHTS

Touching Lives, winning hearts - bringing the PNP closer to the people

The Police Community Relations Group (PCRG) has given new impetus to police-community relations by coming up with innovative ideas and approaches in networking with the community and other concerned agencies of the government.

The PCRG is now recognized as one of the most active National Support Units because if has been relentless in promoting closer police-community ties and is well supported by no less than the Chief, PNP and the Director of Police Community Relations.

The counterpart of police action against crimes and criminals is the cooperation and support of the community. Leading the way in building stronger and dynamic neighborhood partnerships is the Council of Community Elders. The estimated 1,728 councils all over the Philippines have been instrumental in providing feedback, identifying focus areas and harnessing the energy of the citizenry as one collective unit for peace and order.

The 1st National Conference of the Councils of Community Elders in March 2004 was a get-together that sparked even greater enthusiasm in the possibilities and contributions of the Council of Community Elders.

Further beefing up the power of the collective citizenry on the ground to fight threats of terrorism and crime are the Barangay-based Force Multipliers. This auxiliary force is in place on the ground all across the land. They are composed of a base of 232,737 barangay tanods, who have already been trained in peace and order functions.

The importance of an open channel for communication and feedback on police action and operations is underscored by the continuing success of PNP Text 2920. Its usefulness is manifest in the high percentage of request for assistance that comprise at least 25% of total messages in Year Two. The messages are dominated by reports on illegal drugs, unscrupulous activities of police, and illegal gambling. At least 10% of the messages are positive, ranging from 'thank-you' to suggestions on police programs.

PCRG also conducted relief operations for fire victims and those displaced by calamities. With the support of 32 active members of FPAN, it reached out to provide some of the people's basic needs, such as food and clothing.

The Unit conducted blood-letting activities in cooperation with the Philippine General Hospital, and continues to engage in community-related activities aimed at helping less fortunate sectors of society. The Oplan Kotong Dialogue and Consultation was conducted to find solutions to the problem of mulcting raised by various sectors, including transport groups.

PCRG is also responsible for producing PNP publications, namely monthly newsletter Police Digest and the quarterly magazine PNP Journal.
