Republic Act 6975, otherwise known as the DILG Act of 1990 as amended by RA 8551, created a premier unit the Police Security Command (PSC) tasked to provide security to government officials, visiting dignitaries and private individuals authorized to be given protection.

The Police Security Command [PSC] was activated on January 15, 1991 pursuant to HPNP General Order No 58 dated January 18, 1991 . It was later renamed the Police Security and Protection Group (PSPG) effective November 12, 1996 pursuant to NAPOLCOM Resolution 96-094 dated November 12, 1996 .

Pursuant to the provisions of Sec 42, para 2 (3) of the Rules and Regulations Implementing the DILG Act of 1990 (RA 6975), the NAPOLCOM is mandated to prescribe the rules on who are the government officials, visiting dignitaries and private individual authorized to be given protection.
