Our Mission

To plan and conduct special operations as a rapid deployment force anywhere in the country specially in the areas of counter-terrorism, hostage rescue, crowd control, and search and rescue and disturbance management in times of national disaster or emergencies.

Our Function

  1. To develop, organize and train organic personnel in the furtherance of the assigned mission.
  2. To conduct counter terrorist operation in urban and rural areas.
  3. To conduct commando type unconventional warfare (CUW) against lawless elements over extended period of time with minimal direction and control.
  4. To conduct search and rescue operations anywhere in the country during calamities and catastrophes.
  5. To conduct civil disturbance management (CDM) operation and address the requirements of stability and security operations in times of civil disobedience on a national scale.
  6. To operate as a rapid deployment force ready and capable to strike anytime and anywhere in the country in support of other units and other agencies as higher headquarters may direct.
  7. To perform other tasks as the Chief PNP may direct.
  8. To maintain a reasonable degree of law and order in the national highways and major thoroughfares

PERFORMANCE HIGHLIGHTS

Striking at the enemy undermining national stability

The Special Action force began as a battalion sized elite combat unit amidst teh restlessness of the 80's brought about by the armed activities of the MNLF and CPP/NDF/NPA and the threat posed by syndicated crime. It was then known as the "Philippine Constabulary Special Action Force". Today, as a rapid deployment ofrce, SAF destroys enemy forces that undermine the nation's stability with overwhelming combat power and engages the latter at anytime and anywhere in the country, even in the most rugged terain.

At present, the PNP Special Action Force contigent is deployed in the Province of Saranggani, Buliok, and other areas in Mindanao as mandated by the unrelenting campaign of President Gloria M Arroyo against the Abu Sayyaf Group and other terrorist groups operating in Southern Philippines. Efforts of this unit yielded the arrest of the second most wanted Jemaah Islamiyah terrorist, Taofek Refke, on October 02, 2003.

The campaign against CPP/NPA terrorist groups operating in Luzon and the Visayas is intensified without let up. SAF COMMANDO classes are also held in the area of operation which include test mission. Coordination with other Police and AFP Units/Offices is done for intelligence updates needed for combat operations in various parts of Regions III, VI and V where CPP/NPA terrorist activities are considered on the rise.

The rapid growth of the SAF in terms of operational capability can be attributed to effective leadership. To date, it has produced 30 classes in Commando Training, 45 classes in Basic Airborne Course, and several schoolings in Counter Revolutionary Measures, Explosive Incident Countermeasures and Scuba Operations, among others. These courses enabled SAF troopers to be proficient in their duties, making them the elite unit of the PNP. The SAF is likewise currently holding the Chief PNP Streamer of garnering the Best National Support Unit of the Year Award in CY 2003. No doubt, the unit will continue to reach higher levels of accomplishements with its present Director, PCSupt Silverio D Alarcio Jr.

Recently, the PNP Air Unit was absorbed by the PNP SAF by virtue of General Orders 0405.
