ABOUT TASK FORCE USIG:
Creation of Task Force

The series of incidents and attempts against the lives of party list / militant members, media men and other high-risk personalities for the past five years has caused great concern to the government.

No less than the President, Her Excellency Gloria Macapagal Arroyo has shown her deepest concern regarding these issues and in very certain terms ordered that these incidents be thoroughly investigated and eventually be stopped.

On May 13, 2006, Interior and Local Government Secretary Ronaldo V Puno ordered the creation of a national level “Task Force” known as TASK FORCE USIG headed by PDDG Avelino I Razon Jr. to investigate the incidents of slain party list / militant members and media personalities
           
The Task Force is mandated to provide focus and resources to immediately investigate, solve and prosecute the perpetrators, as well as to safeguard the lives and limbs of high-risked personalities, such as party sectoral members and media practitioners.

The Task Force is envisioned to provide an effective and efficient strategic approach in directing and optimizing the investigative and prosecutorial capabilities of all PNP units for the resolution of cases. The Task Force focused on its investigation on cases starting 2001.          

Its creation indicates the administration’s serious commitment to address the incidents and attempts against the safety and security of party list/ militant members, and members of the media.

Task Force USIG primarily takes charge of the over-all case management and build-up, pursues the interaction of investigation tools and will address security concerns of high risk personalities.

The Task Force shall also immediately:

  • establish who is responsible for the killings;
  • secure witnesses;
  • bring the perpetrators to justice;
  • take a proactive role to ensure citizens are protected;
  • establish if there is an existence of pattern of serialized killings victimizing leftist activists; and
  • establish a reward system.

Coordinating offices under the Task Force include the directorial staff offices of intelligence (DI), investigation and detective management (DIDM), operations (DO) and police community relations (DPCR), national support units for criminal and forensic investigation (CIDG and CLG), legal and intelligence services and community and public information (LS, IG and PIO).
