  2. Secure witnesses ;  
  3. Bring the perpetrators to justice;  
  4. Take a proactive role to ensure citizens are protected  
  5. Establish if there is an existence of pattern of serialized killings victimizing leftist activist and journalist;
  6. Establish a reward system
