EXECUTIVE SUMMARY
The Philippine National Police ushered in the New Millennium full of resolves, that of providing an atmosphere of peace and security to the citizenry, and of bringing back the old glory of the Policeman.
The Year 2000 was a year of reform for the PNP.
Transformation loomed big as the year unfolded. Nowhere is this intent evident than in the PNP Chief's specific statement: "If the PNP cannot cleanse itself of its derelicts, if has no business cleansing society of its criminal dregs".
From this simple yet forceful cause-effect principle, the PNP made good its commitment to reform.
Internal reforms were soon translated to concrete achievements as follows:
ADMINISTRATIVE ACCOMPLISHMENTS
CLEANSING THE RANKS
Of the total 8,698 cases for resolution, 4,447 were resolved, giving the PNP 51% case resolution efficiency against its erring personnel through COMPLAN PATNUBAY that provides preventive and rehabilitative activities for erring PNP personnel. A total of 203 inept, corrupt and undisciplined uniformed personnel were meted penalties in accordance with the Civil Service Law and Rules, and NAPOLCOM and PNP implementing rules and regulations.
To gauge more accurately the performance of the Police units, a new rating system was introduced where the unit's performance is compared not only with those of the other units but with its own performance during the previous rating period.
PERSONNEL UPLIFTMENT
Training & Education. A total of 7,900 PNP personnel were trained in various ISO-related courses. On local training, 8,062 PCOs and PNCOs graduated from the career and specialized courses. 225 PNP personnel were recipients of foreign training, while 28,386 personnel benefited from the regular unit training.
Scholarship. Study grants and scholarship programs were pursued by the PNP in coordination with various educational institutions. 244 PCOs completed the seminar workshop on Laws and Jurisprudence. 57 PNCOs graduated from Bicol University under its off-campus program.
Promotion. One hundred sixty-six (66) PNP personnel were meritoriously promoted for exemplary performance of duties during the year.
Financial Benefits. Partial implementation of salary upgrading, increase in the subsistence allowance, adjustment of the pension of PNP retirees and settlement of the 65% of the terminal benefits of PNP personnel were undertaken.
Housing Benefits. 2,130 PNP personnel were awarded housing units at BCDA housing projects in Taguig, Metro Manila.
Retirement and Pension Programs. 221 retirees were granted retirement benefits through Project Kalinga.
Health Care. 327,221 PNP personnel and their dependents received health care services.
OPERATIONAL ACCOMPLISHMENTS
CRIME PREVENTION AND CONTROL
A total of 4,479 Community Oriented Policing System (COPS)-Police Community Precincts (PCPs) are being maintained since 1994. There are now more police officers on the streets than before with the implementation of the 85%-15% policy on police visibility to implement the COPS. Relatedly, permanent inspection teams to inspect police Stations/PCPs on a 24-hour rotation basis have been formed.
Index crimes during the year totaled 37,266, a reduction by 0.6% compared with that of the previous year. Index Crime Solution Efficiency of 87.15% is higher by 1.47% than that of last year's 85.55%.
The PNP is accessible to the public through Reaction "166" Hotlines. A total of 3,209 "React 166" hotlines are being maintained to date. The PNP's average response time in the National Capital Region is 5 minutes and 13 seconds.
EFFECTIVE LAW ENFORCEMENT
Campaign against Illegal Drugs. Among the notable arrests in the campaign against illegal drugs were that of: Jose Argana and Edwin Caalim in Bacoor, Cavite where five (5) kilos of shabu were confiscated; Nasher Sultan and Norodin Guiamalon in Marikina City of three (3) kilos; Chinese nationals Chua Rong Rong And Sendy Tan of 14kg of shabu in C.M. Recto, Manila; Guillermo Crux in Kalayaan Avenue, Quezon City of 11.2kg of shabu and of Albert Sison and 56 others in Taal, Batangas resulting in the neutralization of the Boy Praning drug trafficking group.
Campaign against Loose Firearms. For the year, a total of 7,951 firearms were confiscated for violation of PD 1866. Also, 5,689 persons were arrested and 3,684 cases were filed in court.
Campaign against Kidnapping. Of the alleged 111 kidnapping incidents reported, only 26 turned out to be KFR cases, a significant 35% decrease in the reported KFR cases compared with the previous year.
Campaign against Robbery. The PNP was likewise pro-active in its campaign against bank robbery. For the year, only 6 bank robbery incidents were recorded, a notable 57% decrease compared with the 14 incidents recorded in 1999.
Anti-Terrorism Campaign. Of the 553 reported incidents perpetrated by the threat groups (365 by the Local Communist Movement, 42 by the Abu Sayyaf Group, and 146 by the Moro Islamic Liberation Front), fifty-three (53) cases were filed in court against the LCM, 7 cases against the MILF, and 5 cases against the ASG.
SUPPORT TO INTERNAL SECURITY OPERATIONS
In pursuance of its internal security duties, the PNP undertook measures like the establishment of the Advance Security Control Points that provide access checks on vehicles and individuals approaching police stations and precincts. Police visibility was maintained at bus terminals and areas frequented by tourists and travelers. Intelligence and counter-intelligence operations were intensified to detect terroristic plans and activities. Reporting of any suspicious activity in the community was encouraged and solicited.
GENDER AND DEVELOPMENT
In support of the government's gender and development program, the PNP conducted eight gender sensitivity-related seminars.
At present, there are 1,602 Women's and Children's Desk established nationwide handled by 2,232 PNP personnel. The WCDs investigated 6,897 cases on sexual and physical abuses against children. Of these cases 91% were solved. On the other hand, there were 7,497 violent incidents reported against women, 85% of these were solved.

CLEANSING THE RANK
The PNP's priority concern during the year was the cleansing of its ranks of the inept, corrupt and undisciplined (ICU) police officers.
The Comprehensive Plan "Patnubay" was vigorously pursued particularly its preventive and rehabilitative aspects to further reduce the number of policemen who go astray and reform the errant ones. Those who proved incorrigible were dismissed from the service. A total of 5,868 cases were reported during the year in addition to the 2,830 cases carried over from the preceding year. Of these cases, 4,447 were resolved while the rest are still under litigation. Included in those statistics are 396 cases filed against ICUs (inept, corrupt and undisciplined) and "Kotong Cops". Of these figures, 31 policemen were eventually dismissed from the the service, 151 were dropped from rolls, 3 were demoted, 15 were suspended among others.
In support to the continuing efforts to impose discipline, the PNP Internal Action Plan was formulated that consist of the following activities:
The Magic Eye. The objective is to surreptitiously monitor both the good and the bad deeds of the policeman for possible rewards and punishments and to evaluate performance gaps for capacity building.
The Station First Policy. The objective of this activity is to give priority to the local station levels in the allocation of resources.
The People's Court. The objective is to speedily attend to all complaints involving malpractices of policemen and to recommend to the concerned authority the commensurate punishment for the erring policemen.
The Bless Our Cops. This hopes to enlist the religious community nationwide for the transformation of the PNP personnel into a more spiritually and morally enlightened one.
The Millennium Community. This would identify and rectify the gap in the role expectations between the community and the police in crime prevention and control.
The Strategic Media Management. This project is designed to improve the image of the police through the media. This is anchored on an honest to goodness media projections of PNP grand projects and accomplishments, and the non-stop daily projection of small PNP accomplishments by linking the uniformed personnel on the streets with the various media outfits which are the conduits in reporting crime incidents and situations, and the enhancement of police-media relations.
The Ostracize the Bad Cops. This aims to solicit the help of the community in identifying the bad cops as well as the good cops with the end in view of rewarding the good cops and punishing the bad cops.
While the PNP went after its erring elements, it did not fail to give due recognition to its hardworking personnel. During the year, 50,431 personnel were given various levels of awards and 166 others were meritoriously promoted for exemplary performance of duties.
Performance Appraisal
To gauge more accurately the performance of the Police units, a new rating system was introduced where the unit's performance is compared not only with those of the other units but with its own performance during the previous rating period as well.
Likewise, Performance Appraisal System for Non-Uniformed Personnel was revised under NHQ PNP Memo Circular 2 s.2000 and was implemented for the 1st Semester of CY-2000. The Cross-Rating System was used wherein there are five (5) raters with the following corresponding percentage allocation: Supervisor - 50%; Self Rater-20%; Peer/s Rater-10%; Subordinate/s Rater-10%; and Client Rater-10%.
On records management, a database was developed to enhance the Personnel Accounting and Information System through digital imaging, storage and retrieval of PNP personnel records. General and Special Orders issued by the different offices (NHQ, PROs and NSUs) and personnel records are now being scanned and stored in compact disks (CDs).
PERSONNEL UPLIFTMENT
Training and Education
Human resource development is the soul of the organization. The PNP provided full support in equipping its personnel with specialized skills and technical knowledge necessary in their law enforcement duties. Among its priority programs is the conduct of Internal Security Operations (ISO) related trainings, namely: the Modified PNP SCOUT II, Urban Counter Revolutionary Warfare, Police Operations in Urban and Rural Terrain, SCOUT Trainors Training, and Explosive and Ordinance Disposal Course. A total of 7,900 PNP personnel were trained in the various ISO-related courses.
On local training, eleven (11) career courses which include Master in National Security Administration (MNSA), Master in Public Administration, and Public Safety Officers Senior Executive Course (PSOSEC) were offered to PNP personnel out of which a total of 7,186 graduated; twelve (12) specialized courses such as PNP Finance Officers Course, Public Safety Basic Criminalistic Course, Public Safety Ballistics Course were completed producing 660 graduates.
On foreign training, the PNP has sent 193 police commissioned officers, 30 police non-commissioned officers and one non-uniformed personnel abroad for specialized training. The bulk of the training was sponsored by the US State Department Anti-terrorist Assistance program (ATAP). Likewise, the PNP was also a recipient of the courses offered by the International Law Enforcement Academy in Bangkok, Thailand, Federal Bureau of Investigation Academy and the Japan International Cooperation Agency for advance training.
The PNP also sponsored regular unit trainings that benefited 28,386 personnel. Among them were the "back to basic" training such as firearms proficiency and marksmanship, computer literacy program, practical traffic law enforcement, anti-narcotics enforcement, criminal investigation and detection, and the police intelligence.
The Directorate for Human resource and Doctrine Development distributed a total of 22,100 copies of the First Responders' Manual and PNP Ethical Doctrine Handbook. The manual and handbook were designed for patrol officers and men, as handy guide when responding to any call for police assistance.
To upgrade the investigation skills of its personnel, the PNP Detective School, supervised by the Directorate for Investigation and Detective Management (DIDM), conducted six classes of Criminal Investigation and Detective Development Course (CIDDC) and was able to graduate 16 PCOs and 300 PNCOs. The courses covered Crime Investigation Techniques, General Laws and Criminal Procedures, Concepts and Principles of Human Rights.
To provide drug law enforcers and investigators with necessary knowledge and skills in the detection and investigation of drug cases, 15 Anti-Narcotics Investigation seminars were conducted in Regions 1,2,3,4,5, and CAR. The DIDM mobile training teams supervised the 750 participants in the said seminars.
Likewise, two (2) intelligence courses for PCOs and three 93) courses for PNCOs were conducted by the Directorate for Intelligence with 60 and 93 graduates respectively. Two (2) more courses for PCOs and one (1) course for PNCOs participated in the 58 PCOs and 31 PNCOs will be completed in early 2001.
To support the Police Attache Program of the PNP, the first Strategic Intelligence Courses (SIC) for PCOs was completed with 29 graduates on March 29, 2000; to improve the efficiency and effectiveness of intelligence personnel, 68 regional intelligence seminars were conducted nationwide, attended by 3,769 participants.
Scholarship
Aware of the predicament of undergraduate PNP personnel who may face attrition if they fail to acquire a baccalaureate degree by year 2003, as provided by Section 14, Rule IV of the Implementing Rules and Regulations of RA 8551, the PNP pursued the granting of study grants and scholarships to its personnel through various memorandum of agreement with various educational institutions. During the period, 57 PNCOs graduated under the Bicol University's off campus program.
The PNP has issued Memo Circular # 2000-005 dated April 12, 2000 granting study leave of official time and financial assistance to members of the PNP who desire to take bar review classes for a maximum of six (6) months. In return, grantees are obliged to render service to the PNP for not less than three (3) years after taking the bar examination, otherwise, they shall refund the salaries they have received during the study leave.
Financial Benefits
Among the significant benefits granted to PNP uniformed personnel were the partial implementation and upgrading in salary and increase in the daily subsistence allowance from P30 to P60. For PNP retirees, the pension of personnel who retired from 1991 to 1995 was adjusted to 1996 pension rates, while 65% of the terminal leave benefits of PNP personnel who availed the Early Retirement Program was settled.
For its non-uniformed personnel, a 10% salary increase was implemented.
All PNP personnel were likewise granted CY2000 Productivity Incentive Benefit (PIB) based on their CY1999 performance evaluation.
Housing Program
Housing has become a perennial problem for the low-salaried government personnel. Recognizing this, coordination was made with Pag-ibig for the latter to extend a special lending window for the PNP. This program has the following salient features: reduced interest rate at 4% per annum; simplified processing; easy payment terms; no down payment; increased loanable amount to P500,000.00; and less documentary requirements. Through this scheme, 2,130 PNP personnel were awarded housing units at Bases Conversion Development Authority (BCDA) housing project in Taguig, Metro Manila and 400 units at the Sta. Barbara Villas in San Mateo, Rizal. Similar housing programs were opened in other areas of the country.
Retirement Benefits and Pension Program
Project "KALINGA" was launched to give assistance to all retiring PNP personnel and to guarantee the prompt payment of retirement benefits to them. In support of this special project, request for funds were forwarded to the Department of Budget and Management (DBM) which eventually released PhP182M to cover the payment of retirement benefits of 221 employees who retired in January and February 2000. Aside from this, 1,883 retirees have received their monthly pension during the year. There were 668 new survivorship pensioners who were added to the list of pensioners. As of December 2000, the PNP had paid the monthly pension of 6,571 retirees/pensioners and 6,159 survivorship pensioners.
Special Financial Assistance (SFA). The NHQ PNP had provided financial assistance to the family of PNP personnel who were killed and/or permanently incapacitated while in the performance of duties. Each Police Regional Office was allocated PhP 200,000.00 for this purpose. In addition, the C, PNP has been extending PhP50,000.00 for initial assistance to every PNP personnel who died in line of duty. For the year in review, 136 families were granted Special financial assistance.
Health Care
The PNP Health Service, through its medical, nursing and allied units, has been providing health care services to PNP personnel and their dependents. During the year, 327,221 PNP personnel and dependents received health care services in various forms, such as: consultation and treatment, evacuation, physical examination for purposes of Annual Physical Examination, Promotion, Physical Fitness Test, Retirement and Recruitment, and laboratory services.
The Dental Services examined and treated a total of 110,455 patients and conducted 57 civic dental missions wherein 28,428 patients benefited.
In line with its mandate of ensuring healthy and physically fit PNP uniformed personnel, the Health Service conceptualized and implemented Oplan Bantay Puso which was envisioned to evaluate the health condition of all uniformed personnel. It was tied up with the Physical Fitness Program aimed to limit the waistline of the uniformed personnel to 34 inches. This program showed very encouraging results, with police elements becoming conscious that a healthy physical condition enhances the quality of their performance.
Aside from the in-camp hospital services, the PNP reimburses hospital expenses of its personnel confined in private hospitals. For year 2000, 853 PNP personnel benefited from the scheme, with the PNP releasing PhP45.8M representing reimbursement of hospital expenses (RHE).
The PNP is about to modernize its health facilities and services. The Memorandum of Agreement (MOA) between the PEA and the PNP regarding the construction of a Medical Plaza inside Camp Panopio in Quezon City was already signed. Preparation of documentary requirements needed to start the construction of the building is now being undertaken.
ORGANIZATIONAL DEVELOPMENT
Organization Studies and Research
Organizational effectiveness is a major factor in the accomplishment of the mandated PNP tasks, thus, continuing studies and researches were undertaken that resulted in organizational changes. Significant of these were the reconstitution of the Interim PNP Regional Finance Service Office and the transfer of Balikbayan-Tourist Protection Unit from the Police Security Protection Office to Aviation Security Group.
To further hasten organizational efficiency and effectiveness, researches and studies were also undertaken to address the PNP capability building such as: Restructuring of the Explosive and Ordinance Capability of the PNP, Reorganization of PNP Maneuver Forces, Realignment of Areas of Responsibility (AORs) in Mindanao, Amendments to PNP Reorganization Plan, Effects of the Implementation of Qualification Standards as Provided in RA 8551 to Organization Development of the PNP, and Inventory of Memorandum of Agreement entered between the PNP and other government organizations/non-government organizations.
To provide room for promotions and in anticipation of the implementation of the attrition systems, as provided for in the Republic Act 8551, the PNP started the career planning for its personnel through the formulation of guidelines in the determination of appropriate rank for certain positions of the uniformed personnel.
Operations Plans and Budget
The PNP Operations Plans and Budget (OPB) for CY 2000 was completed thereby operationalizing the approved PNP appropriations as provided for in the General Appropriations Act (GAA) in terms of programs, projects and activities (PPAs). An assessment of the PNP Medium-Term Development Plan (MTDP) 1999-2004 was also undertaken during the year to review the policies and strategies of the PNP in the accomplishment of its goals, objectives and targets in the seven key result areas.
During the year, the PNP Planning Manual was basically formulated to set the guidelines on planning, budgeting, monitoring and evaluation of PNP programs and projects. The Manual primarily serves as a handy reference material in the conduct of the PNP planning conferences. These undertakings were initiated to attain coherence in all programs and projects addressing the PNP Program Thrusts and to ensure that appropriated resources for every activity are optimally utilized.
Legislative Agenda
in order to sustain the efforts of the PNP towards organizational development, the PNP initiated the drafting and filing of several legislative bills such as: Amendment of RA 6963 [Re: Granting of Special Financial Assistance and Scholarship Assistance to Dependents of PNP Personnel], PNP Magna Carta Act, PNP Trust Fund Act, Establishment of PNP Retirement Benefit System, and Health Care Services for PNP.
"Men in Blue"
The Fashion Designers Council of the Philippines and the Events Organizer Network, Inc., with full support and cooperation of the PNP, successfully launched a fashion design competition during the last quarter of the year in search of new uniforms for the PNP in addition to existing ones.
The concept is to come up with a new uniform design that will provide new direction and image for the Philippine National Police and evoke a renewed sense of pride and dignity among the men and women in uniform. It has the following purposes:
Enhance the aesthetic and functional aspects of the PNP uniform.
Inspire the Men and Women in the Police Service in the performance of their law enforcement duties.
Provide a new dignity to boost public image and public acceptance.
On December 12, 2000, the final show for the "Men In Blue" uniform competition was held at Aguinaldo Theater, Camp Aguinaldo, Quezon City. The winning designs for the PNP GOA Uniform, TMG Uniform, Gala Uniform (Gala White and Gala Blue), Escort and Honor Guard Uniform were approved and adopted by the PNP Uniform and Equipment Standardization Board (UESB).
In conformity with the approved PNP specifications and in accordance with internationally accepted standards, 30 researches/studies were completed, 75 specifications developed, 54 functional test and evaluations and 70 technical acceptance test were conducted for all items programmed for procurement. And to insure that the interest of the PNP is protected, 272 out of 352 dealers/suppliers who applied for accreditation were granted the privilege of transacting business with the PNP after a rigid screening process.
FINANCIAL AND LOGISTICAL MANAGEMENT
Financial Accomplishments.
Starting CY2000, the PNP implemented the 15%-85% fund distribution ratio between the Headquarters and the field units in compliance with the directive of the C,PNP, to bring down more funds to the lower units to support their activities. To ensure observance and compliance to said directive, management audit and inspections were conducted in the different Police Offices. Said control measures are in addition to the regular conduct of Program Review and Analysis among PNP units.

The PNP was appropriated PhP636,738,000 for NHQ PNP and PhP766,831,000 for the different Regional Offices to support the logistical activities broken down as follows:

Aside from allocating funds for the regular maintenance expenses, funds were also provided for:
Procurement of the ammunition needs of the different regional offices amounting to PhP7M.
Procurement of magazine assemblies for short and long firearms.
Construction or repair of several facilities included in 151 projects. Out of these, 109 projects amounting to PhP40.095M have been completed while the rest are on-going.
Procurement of twenty three (23) assorted Generator Sets amounting to P7,247,800.00 for distribution to PNP units located in remote and typhoon-prone areas.
The equipage of the PNP was further improved when it received as donations from various NGOs and private enterprises, 100 pieces of Cal .45 pistols, 10 pieces Cal .9MM pistols and 30 units Hyundai Accent patrol cars. the said donations were distributed to Type C municipal police stations.
The PNP's operational thrusts involve increased concentration on crime prevention and control, effective law enforcement, support to internal security operations, and gender and development.

Personnel generated from such strength reduction were reassigned to Police Stations. Relatedly, permanent inspection teams to inspect Police Station/PCPs on a 24-hour rotation basis have been formed.

Effective Law Enforcement
The campaign against dangerous drugs which totaled 29,906 operations in terms of buy-bust operations, house raids/searches, and marijuana plantation raids, resulted in arrests of 31,604 pushers, confiscation of drugs valued at P2.484 billion, filing of 20,017 cases in court.
The PNP exercised vigilance in drug affected barangays. For CY 2000, 2,570 barangays were cleared of drug use out of the 5,981 barangays affected; efforts to clear the rest of the affected barangays are on-going.

The arrest of Albert Sison and 56 others in Taal, Batangas resulted in the neutralization of the Boy Praning drug trafficking group.
The destruction of the 17 hectares of marijuana plantations located along the provincial boundaries of Kalinga and Mt. Province is one of the significant accomplishments on the supply reduction of the campaign against illegal drugs. Marijuana plants valued at PhP44M were uprooted and five (5) sacks of marijuana seeds were recovered.
Stepped-up campaign against carnapping improved the recovery rate of lost vehicles at the same time reducing the incidence of this type of theft. The PNP recovered 650 or 49% of the 1,336 vehicles reported lost during the year. Compared with 1999 figures, the recovery rate increased by 6% and the number of stolen vehicles was reduced by 19%.
The PNP has achieved major successes against organized crime groups. Some 901 groups were disbanded and 4,115 gang members were arrested. these groups have been engaged in drug trafficking, robbery/hold-up, illegal gambling, kidnap-for-ransom, gunrunning, gun for hire, swindling and white slavery. Neutralization of crime groups during the year was 50% higher compared with the 1999 record of 600 groups disbanded; the number of persons arrested increased by 116%. The police subsequently filed an aggregate of 778 cases against these groups and this number represents an increase of 218% from 245 cases filed in 1999.
The neutralization of kidnap-for-ransom groups remains in the priority list of PNP operations. An entire KFR group was neutralized on February 3, 2000 after kidnap victim Chinese businessman Joseph UY was rescued in Brgy Dalig, Antipolo City. Six 96) members of the gang were arrested during the course of the rescue operations, while five (5) other members were captured during a follow-up operation conducted in Carmona, Cavite. Vehicles and communication equipment being used by the gang were confiscated.
Two Chinese nationals identified as Chung Shiao TSENG and Leong KUAN were arrested for kidnapping-for-ransom during a raid conducted on January 11, 2000 at their safehouse located in Baguio City. Three (3) Chinese kidnap victims were rescued, namely, Mr. Sin HO of Canton and Mr. Liu Yao WU of Siayepin City and Mr. Jia Xuan ZHENG, all from the People's Republic of China.
The relentless manhunt operations launched against the country's most wanted criminals resulted in the neutralization of Dimas DIMANATANG@Comdr Dimas/Mindanao Cowboy, member of the notorious Morohamsar KFR Group in Marawi City. Twenty-one (21) other most wanted criminals carrying a total reward of PhP2,265,000.00, were captured/arrested or surrendered during the year. Furthermore, 58,357 other wanted persons for various offenses were arrested, 118 were killed, and 942 surrendered.
The continuing proliferation of loose firearms in many parts of the country remains to be a major law enforcement concern. Studies have shown that a great majority of crimes were committed with the use of unlicensed firearms. Peace and order have become unstable in areas where a large number of people possess undocumented firearms. It is for this reason that OPLAN PAGLALANSAG/Operation BAKAL and the implementation of LOI Katapat remain to be an important undertaking of the PNP. For CY 2000, a total of 7,951 firearms were confiscated for violation of PD 1866. Also 5,689 persons were arrested and 3,684 were filed in court against the suspects.
The "Bantay Kalikasan" involves various campaign against the violation of our forestry and fishery laws. During the year, 14,115 anti-illegal logging operations launched netted the confiscation of 2.8M board feet of logs/lumber and the arrest of 1,439 persons. There were 452 cases filed in court, most of which were referred to the Department of Environment and Natural Resources. (DENR).
On the other hand, 16,362 anti-illegal fishing operations were launched, and these led to the arrest 14,775 suspects; confiscation of 244 explosives, fish and fishing paraphernalia with an estimated value of PhP943M; and the filing of 1,338 cases in court.
One of the major campaigns of the PNP is to contain illegal gambling all over the country. All regional police offices were ordered to step-up their drive against jueteng and all other forms of illegal gambling. During the year, the police efforts resulted in the arrest of 36,753 persons among them were 365 financiers. Some PhP16.185M cash bets were confiscated and were used as evidence to the 14,574 cases filed in court.
In line with the strict implementation of maritime and aviation security laws, the PNP had helped ensure the safety and security of the traveling public. Moreover, the 8,580 aviation and maritime security operations conducted had likewise led to the confiscation of PhP129.053M worth of smuggled goods and the filing of 41 cases in court.
Maintenance of Peace and Order
In pursuance of its internal security duties, the PNP undertook measures like the establishment of the Advance Security Control Points that provide access checks on vehicles and individuals approaching police stations and precincts. Police visibility was maintained at bus terminals and areas frequented by tourists and travelers. Intelligence and counter-intelligence operations were intensified to detect terrorists plans and activities. Reporting of any suspicious activity in the community was encouraged and solicited.
The PNP imposed upon itself maximum t6olerance when responding to mass actions/demonstrations/rallies but has nonetheless employed and alerted its civil disturbance management (CDM) teams to maintain order, and insure that the rights of other citizens are not violated. It spent 866,876 man-hours in the performance of its CDM mission.
The country was struck by a number of calamities/disasters both of natural and man-made causes. In each of these distress situation s like conflagrations, floods and other forms of devastation, the PNP had been in the forefront together with other government agencies. In response to these situations, 959,895 man-hours were spent for search and rescue operations, evacuations and other similar activities resulting in the rescue of 365,995 persons and evacuation to safer places of 812,417 persons.
Coordination with Government and Non-Government Organizations and International Commitments
Through the National Law Enforcement Coordinating Committee (NALECC), chaired by the C, PNP, smooth coordination among law enforcement agencies continues to be achieved. Meetings held every month provide opportunity for information sharing among its member-agencies.
In support of the country's international commitments, PNP Contingents were deployed with the United Nations Missions in East Timor and Kosovo. As part of the UN peacekeeping forces, they have been conferred various awards and commendations for their exemplary performance. Furthermore, they were able to earn the respect not only of the troops/police from other contributing countries but of the UN officials as well. The stint of members of PNP Contingents with UN missions have given them the opportunity to widen their horizon and gain additional knowledge and skills in the field of international peacekeeping operations.
In conformity with commitment to enhance mutual cooperation among the regional and international police organizations, the PNP continued participating in various fora. Among these are: the RP-US Mutual Defense Board Meeting held in Hawaii, the 20th ASEAN Chiefs of Police (ASEANPOL) Conference held in Myanmar, the 10th ASEANPOL Database Technical Committee Meeting in Vietnam, and the Second Regional Symposium to Develop Peace Operations Capacity in Thailand.
INTELLIGENCE
Intelligence Operations
Continuous establishment of community based network enhanced police operations against criminal elements. A total of 13,705 information nets were established nationwide with a total of 29,053 informants. On top of routine law enforcement activities, numerous case operation plans were launched against threat groups particularly those involved in kidnap-for-ransom, illegal drugs, and bank robberies.
Coordination with the AFP intelligence community was done on a regular basis to discuss issues of mutual interest. The Joint AFP-PNP Intelligence Committee conducted four regular quarterly meetings and twelve sub-committee meetings.
Counter-Intelligence
Identified and neutralized were 1,034 PNP personnel for involvement in various illegal activities. Also, investigated were another 160 policeman for disloyalty cases. Meanwhile, conducted were some 12,479 Partial Background Investigations (PBI), 14,713 Complete Background Investigations (CBI) in support to COMPLAN PATNUBAY and adjudication of 703 cases involving PNP.
On the other hand, 3,660 security coverages were accorded to high ranking government officials, foreign dignitaries and VIPs. Likewise, 973 security inspections and 1,708 security surveys were conducted to improve the security posture of PNP and other government installations. Meanwhile, 3,300 security clearances were issued to PNP personnel handling classified information and 831,151 police clearances were issued to the public for general purposes.
Intelligence Production
The PNP continued to produce intelligence outputs relevant to he needs of various users. These outputs generally fall under three broad categories. First, it produced and disseminated 4,011 routine reports dealing with peace and order updates and with socio-economic and political issues such as oil price hike, wage increase, visiting forces agreement, road users tax, terrorism in the south, investment priorities of the government and the calls for the President's resignation.
Second, another 11,745 reports were analyzed and exploited to meet the requirements of law enforcement agencies and the intelligence community as the whole. Lastly, 1,138 special reports were likewise produced which actually served selected users with long terms assessments and forecasts. These included reports pertaining to the secessionist problem in the South and the peace process.
The distribution of these reports was limited and restricted to higher level of the government while the other more general reports were produced for consumption of top to lower levels of the organization.
With the various task ahead and the advancement in information technology, the PNP is constantly exploring new subjects and other forms of intelligence output suited for users' particular needs. This aimed to maximize user satisfaction over the intelligence output received.
Foreign liaison and cooperation with foreign counterparts resulted in the arrest and subsequent deportation of Pandu YUDHAWINATA, a member of the Islamic Jihad, the terrorist arm of the Islamic extremist militant group and Abdesselem BOULANOUAR, a French trainor of the MILF linked to the militant Algerian GIA (Group Islamic Armee).
Further, to foster relations with foreign counterparts, the PNP facilitated 86 calls, 42 police security assistance and 28 foreign embassy assistance. Moreover, there were 14 peace and other briefings and information exchanges. The PNP managed the collection of relevant intelligence on transitional crimes and assisted 50 background checks on foreign establishments and suspected foreign personalities. Through our Police Attaches (OPAs), it has provided assistance to Overseas Filipino Workers (OFWs) in coordination with foreign counterparts. Recently, it was able to deploy Police Attache and his Administrative Assistant in Washington DC (WDC), USA.
Significantly, the PNP participated in the UN Peacekeeping Mission Conference held at the New York UN Headquarters through the Police Attache, WDC and played a vital role in the security and counterintelligence requirements during President Joseph Ejercito Estrada's official visit to the US. The PNP meanwhile, also maintained updates on Islamic extremism and its links with MILF. On the other hand, the PNP disseminated timely intelligence particularly in connection with the Philippine Embassy bombing in Jakarta and the Sipadan kidnapping incident through the active liaisoning of OPA Malaysia with foreign counterparts.
To support the government's fight against transnational crimes, the PNP was also involved in various inter-agency committee projects such as the Inter-agency Committee against Passport Irregularity (ICPI), Shared Government Information System for Migration (SGISM) and National Committee on Illegal Entrants (NCIE).
Formulated were two (2) major circulars pertaining to carrying of firearms by diplomats and appropriate dealing of PNP personnel on the rights and privileges of diplomats in the country
INVESTIGATION
Scientific and technological advancements have made crime more complicated as to its nature and methods, hence, the PNP must keep pace with new information and techniques in addressing them.
Along the efforts to upgrade the present police capabilities, three significant technological investments have been acquired to modernized police work and heighten the levels of crime solution and prevention. These three police technologies are:
1. Automated Fingerprint Identification System (AFIS). This computer system stores fingerprint data, and provides speedy and accurate matching ofy an individual's identity.
2. National Crime Information System (NCIS). NCIS is a computer databank or open architected system connecting all pillars of the Criminal Justice System and other police agencies that contains information on crimes, offenders, victims, and other matters related to law enforcement and administration of justice.
3. Communications Capability Development. The PNP needs a reliable, efficient and cost-effective communications and electronics system that will meet the demands of a fast evolving technology environment. This development involves the adaptation of a supervisory and administrative subsystem, and a mobile dispatch sub-system.
Aided by the mentioned technologies, the PNP investigated a total of 80,108 cases for CY 2000 with a recorded efficiency of 100%. Of these cases, 73,975 cases were solved for an efficiency of 92.34%.
For the scientific investigation, the PNP has satisfied 169.489 requests out of the 169,506 received for laboratory examinations with an efficiency of 99%.
The PNP Scene of Crime Operations (SOCO) Teams attended to a total of 464 requests for scientific examination nationwide, 1,993 Field Laboratory Works (FLW) were conducted in cases of robbery, theft, and other criminal cases.
The Forensic Experts of the PNP supported the prosecution of cases by attending to 7,451 court duties recording an 82.79% attendance.
Data gather show that for CY 2000, there were 71,221 warrants received by the PNP 90.15% of these warrants were served.
The PNP received a total of 83.95% subpoenas/summons for court duties for the period in review. 98.69% of these summons were served.
To update the remotest police stations and the citizenry on the PNPs investigative efforts, the PNP through its Directorate for Investigation and Management published "The Detective", a quarterly newsmagazine.
POLICE COMMUNITY RELATIONS
Public information programs were sustained in order to reach out to as many people as possible in different places nationwide. A total of 90,000 copies of the The Police Digest and 39,000 copies of the The PNP Journal were circulated nationwide. In addition, more than 465,872 pages of different publications such as pamphlets and leaflets on crime prevention tips, bomb safety measures, drug abuse, and handouts on PNP Foundations Inc. were distributed.
On the media front, radio and television guestings of key PNP officials led by the C, PNP himself were intensified. A total of 1,241 episodes were made by radio programs such as Pulis Pulis .... Kung Umaksyon Mabilis! - DZMM, PNP Aksyon Ngayon - DZRB, Ito and Batas - DZXL, Isyu - dzrb, Balikatan sa DWAN - DWAN, Pulis ng Bayan - DZEC, Pulis Aksyon sa Barangay - DZRB, Pulis Aksyon - Presinto 882 - DWIZ, Pulis Aksyon sa Radyo and Haybol Natin - DZRV. A total of 210 radio programs were established nationwide. This has greatly improved public awareness of the prevailing peace and order and crime situation in the country today. Likewise, 25,590 Police Ugnayan activities were conducted.
On community work, various forms of community assistance, skills development training, livelihood/cooperative development training, medical/dental outreach program, bloodletting, disaster relief operation "tuli" (circumcision), financial assistance, complaints referral and other outreach activities were rendered by the PNP in coordination with several government agencies such as the Department of Social Welfare and Development, the Philippine National Red Cross and other NGOs/CVOs. A total of 660 activities were conducted reaching thousands of indigents and victims of calamities nationwide.
The PNP's contribution in preserving the environment was the conduct of 29,341 LINIS BAYAN activities nationwide. The 10,386 Clean and Green activities included the planting of 293,589 trees.
In support of the government's Gender and Development (GAD) program, the PNP, in collaboration with the National Commission on the Role of Filipino Women (NCRFW) and other concerned government agencies and NGOs in the promotion of gender and equality in the PNP, has supported the conduct of nine (9) Gender Sensitivity Trainings/Seminars initiated at the national level.
There are 1,602 Women and Children's Desks (WCDs) established nationwide handled by 2,232 PNP personnel. This number indicates that 98% od police stations nationwide have WCDs.
The WCDs investigated 6,897 cases on sexual and physical abuses against children. Of these cases 91% were solved. On the other hand, there were 7,497 violent incidents reported against women,85% of these were solved.
The PNP works in partnership with other government and non-government organizations in addressing Children in Conflict with the Law (CICL), Children Involved in Armed Conflict (CIAC), Children in Commercial Sexual Exploitation, Street Children, Child Labor, Trafficking of Women and Children, and Discrimination Against Women, among others.
A total of 16 seminars were conducted jointly by the PNP and the United Nations International Children's Emergency Fund (UNICEF) within the year under the 5th Country Program for Children (CPC V).
The PNP has established the Women's Crisis and Child Protection Center (WCCPC) based in Camp Crame, which places "under one roof" the various professionals in the PNP who are involved in the treatment of children and women victims of violence and abuse. This project was jointly initiated by the PNP, the Philippine General Hospital, and the Advisory Board Foundation in the area of child abuse treatment. Further, the Dutch Government through the UNICEF provided equipment and furniture needs of the WCCPC.
The Complaints Referral and Action Center was created to receive, record, process, and take immediate action on all reports and complaints coming from the general public for referral to appropriate PNP office and to other government agencies. A total of 629 complaints, request for assistance and advises were received and acted promptly to the satisfaction of the complainants.
The Search for Best Community Oriented Policeman (COP) 1999, Search for Outstanding Women and Children's Desk Officer of 1999 and PNP-Philippine Jaycees Incorporated Search for the Ten Outstanding Policemen of the Philippines (TOPP) were conducted. These three contests which gave recognition to PNP personnel for exemplary performance of duty, consistent show of integrity, sense of community service and dedication to duty were sponsored by the Rotary Club of Manila East (RCME); Rotary Club chapters/Districts namely: Makati East, Makati Forbes Park, Makati Dasmarinas, Makati Jose P. Rizal, Las Pinas East, and Paranaque, and the Philippine Jaycees Inc.,Metrobank Foundation Inc.
The PNP Foundation Inc. was also created to address the problems on equipment acquisition, infrastructure and varied concerns of the PNP. Two successful pledging sessions, one on June 28 and the other on August 24, 2000, surpassed the PNP-NGO target amounting to P354 Million.
The conduct of the annual Alay Lakad has earned credits for the PNP for its successful undertaking. The PNP was tasked to provide First Aid Traffic and Security. The PNP also donated the amount of PhP 150,000.00 to the Alay Lakad Foundation Inc. intended for out-of-school youth.
At present, the PNP Electronic Bulletin Board System (EBBS) has two nodes (414-2299 and 414-2322) to fully serve a growing community of EBBS users.
Likewise, two Internet Websites (\\httpwww.pcg.mnl.ph) were launched to further improve its community outreach services. A total of 2,166 users/surfers have logged-in during the year.
To further popularize the PNP's message that the police officer is a friend who is ready to listen, to serve, and even to make the supreme sacrifice in the service of the people, the PNP has produced 30 pieces of 10 feet x 14 feet tarpaulin photo streamer of "Kaibigan Mo, Tawagan Mo". These were distributed to all Police Regional Offices to include the five District offices of the NCRPO.
Likewise, a total of 13,000 copies of 2x3 feet posters of "Kaibigan Mo, Tawagan Mo" were also distributed to all PNP police units/offices.
