Good morning ladies and gentlemen.

I am pleased to announce a major breakthrough in the continuing investigation into the shooting to death of Fr. Richmond Nilo. We have been consistent from the very start.

We have not closed the investigation that is why we now have this positive development that led to the arrest of two suspects including the alleged gunman and voluntary surrender of two other suspects. Investigators and tracker teams of the Criminal Investigation and Detection Group and the Police Regional Office 3 continue to press efforts to identify and locate the other suspects in this case.

In other developments, the PNP Anti-Kidnapping Group safely rescued kidnap victim Huang Bo Yu, 38, and arrested four of his kidnappers last June 27, 2018. Thirteen persons were recommended for inquest proceedings at the Department of Justice, including a convicted kidnapper serving time at the National Bilibid Prison who negotiated for the P15-million ransom demand for the victim’s release. Manhunt operations are underway for the arrest of eight suspects who remain at-large.

Finally, within the week, we expect the Board of Inquiry in coordination with our AFP counterparts to wrap-up its investigation into that unfortunate mistaken encounter in Sta. Rita, Samar. There had been sufficient information, evidence and inputs to put all the pieces together and reconstruct the circumstances surrounding that fateful day when six police personnel died and nine others were wounded.
