CRIMINAL CHARGES FILED VS. ADAZA, CARDEÑO, ET AL

Operatives of the Criminal Investigation and Detection Group (CIDG) are following leads gathered from arrested lawyer Homobono Adaza, fugitive Rafael Cardeño and three other former military men to arrest retired Colonel Edgardo Tapia.

Tapia is co-accused in criminal charges for Proposal to Commit Coup d' etat, and Swindling/Estafa filed by the CIDG before the Department of Justice. Tapia remains at-large.

Adaza and Cardeño, along with Army Lt Col Oscarlito Mapalo, and retired Colonels Ernie Amboy and Cesar Dela Peña, were arrested by CIDG agents Wednesday morning at a mall in Quezon City.

In his report to PNP Chief, Director General Avelino I Razon Jr., CIDG Director, Chief Superintendent Raul Castañeda said Cardeño, Mapalo, Amboy and Dela Peña are detained at the PNP Custodial Center, while Atty Adaza is confined at the PNP General Hospital due to hypertension.

Razon directed Castañeda to field a special team to arrest for Tapia.

The five arrested suspects were presented on Thursday by the CIDG before a DOJ panel led by Senior State Prosecutor Emmanuel Velasco for inquest proceedings.

Velasco ordered the CIDG to return the Warrants of Arrest issued by the courts against Cardeño and Mapalo. He also ordered the continued confinement of Adaza at the PNP General Hospital upon the recommendation of attending physicians.

Adaza, Mapalo, Amboy and Dela Peña were also charged for violation of PD 1829 (Obstruction of Justice) for allegedly harboring Rafael Cardeño who is wanted for Murder by the Las Piñas RTC Branch 275, and for Malversation of Public Property by the Quezon City RTC Branch 217.

Cardeño, on the otherhand was also charged for violation of Article 178 of the Revised Penal Code (Concealing True Name) for using the fictitious name Randy Linares Marvella, the identity he assumed in his LTO driver's license, Citybank credit cards, National Auto Club ID, and an employee's ID under the name of Randy L Marvella, purportedly an encoder of the Euro Air Emission Testing Center.

CIDG records also revealed that Mapalo has an outstanding Warrant of Arrest issued by the Sandiganbayan for alleged malversation.

Charges of proposal to commit coup d' etat, and swindling/extortion stemmed from complaints filed by Atty Raymond Fortun and Ms. Joanne Laurilla, General Manager of Buenavista Island Resort.

Fortun alleged that Adaza and the five other accused, representing OMT Security Services Inc., proposed to his Japanese client and investors to raise USD4-million or Php160-million "to finance a coup d' etat to be organized by OMT's friends in the military.

PNP LEVELS PLAYING FIELD IN ASSIGNMENT OF OFFICERS TO KEY POSTS

To ensure transparency and afford equal opportunities to all senior officers seeking assignment to key positions, the Philippine National Police will be publishing vacancies to these posts for which interested officers may apply.

PNP Chief, Director General Avelino I Razon Jr. maintained that the command policy of giving due consideration to seniority, qualification and performance will be strictly observed.

"We are implementing new procedures in the selection process for assignment of third level officers (Senior Superintendent and higher) to key positions. We want to guarantee utmost transparency and equality in the designation of officers to higher posts," Razon said.

Razon said the new procedures will "level the playing field" in the selection process for assignment of senior officers to positions of responsibility.

According to PNP Spokesman, Chief Superintendent Nicanor A Bartolome, the Senior Officers Placement and Promotion Board (SOPPB) will now publish vacancies in key positions. All qualified third-level officers may apply for these positions.

"Unlike before when the SOPPB deliberates on whom to place in a particular assignment, any qualified officer who is interested in the position can apply to fill the vacancy," Bartolome explained.

All applicants for the position and those recommended by the different units will compose the pool of candidates for the post who will undergo deliberation by the SOPPB.

"The new procedure is designed to have a larger pool of qualified officers to select from, and the process will be more competitive. This will allow the SOPPB to select only the best and most qualified for every position," Bartolome said.

Positions for third-level officers include Chiefs of Police in the National Capital Region and major cities, Provincial and City Directors, Command Group of Police Regional Offices and National Support Units, and members of the PNP Directorial Staff.

PNP WELCOMES INTERPOL HELP TO ID BODIES IN CAPSIZED FERRY

The Philippine National Police welcomes the help offered by the International Criminal Police Organization (Interpol) to assist local authorities in identifying remains of victims from the ill-fated passenger ship MV Princess of the Stars.

"We welcome the Interpol and its member-countries' police services and disaster victim identification (DVI) experts' swift offer of assistance and arrival here to asses our needs," PNP Chief, Director General Avelino I Razon said.

PNP Chief, Director General Avelino I Razon Jr., told Interpol Secretary General Ronald K Noble that the assistance of the foreign experts will hasten the process of retrieving and identifying the bodies of the victims of the sea tragedy.

"I would like the Interpol to use state-of-the-art DNA analysis so that the families who are suffering can be re-united with their loved ones as soon as possible, and so that the identification process can occur in the most dignified and effective manner possible," Razon told Noble upon arrival of the Interpol delegation at the Ninoy Aquino International Airport last night.

The Interpol delegation are composed of forensic examiners and technical experts on disaster victim identification (DVI) who will assist PNP and Coast Guard authorities in the retrieval operations at the shipwreck site off the coast of Sibuyan Island in Romblon.

PNP divers and Crime Laboratory examiners are involved in search and recovery operations at the site. Diving operations were temporarily suspended by the National Disaster Coordinating Council (NDCC) due to unsafe diving conditions because of the presence of toxic chemicals in the ship's cargo hold.

Yesterday, Razon awarded the Medalya ng Kasanayan (PNP Efficiency Medal) to 18 PNP divers who were involved in the search and recovery operations. They are now confined at the AFP Medical Center to undergo tests for possible chemical contamination and exposure to hazardous chemicals aboard the sunken vessel.

The police rescue divers were from the Special Reaction Unit of the PNP Maritime Group. Diving operations are expected to resume after the chemicals have been taken safely removed from the wreckage, and the divers are cleared by doctors

COPS AVAIL OF NEW MACHINE-READABLE PASSPORTS

Some 500 police personnel and their dependents availed of the one-day special processing of machine-readable passports by the Department of Foreign Affairs.

A team from the DFA head office' Courtesy Lane was in Camp Crame today to process the passport applications of PNP uniformed and non-uniformed personnel and their qualified dependents.

According to Police Director Leopoldo N Bataoil, PNP Director for Police Community Relations, the passport processing will allow police personnel to apply for a new passport or to change their old passports into the new machine-readable travel document.

"The DFA has been very kind to extend this privilege to members of the PNP who wanted to avail of these services. This will be of great convenience to our personnel," Bataoil said.

PNP Spokesman, Chief Superintendent Nicanor A Bartolome said the special passport processing will be held again sometime during the 3rd quarter of this year.

Bartolome said hundreds of PNP personnel are sent abroad each year to undergo training programs and specialized courses with different law enforcement agencies in other countries.

Some PNP officials are also invited to attend regular conferences and meetings with international law enforcement organizations, and with counterpart police agencies of other countries, Bartolome said.

At present, there are more than 300 Filipino police personnel serving under United Nations-sponsored peace-keeping missions in Timor Leste, Kosovo, Sudan, Liberia, Ivory Coast, and Haiti.

The PNP is also a participant in regular conferences of the ASEAN Association of Chiefs of Police (ASEANAPOL), the International Criminal Police Organization (INTERPOL), International Law Enforcement Agency (ILEA), and International Association of Chiefs of Police (IACP).

"These international activities require the presence of PNP representatives as part of our commitment to the international law enforcement community," Bartolome said.

ONE-DAY PASSPORT PROCESSING FOR COPS

The Department of Foreign Affairs will hold a one-day special processing of machine-readable passports for police personnel and their families.

PNP ACTIVATES OPLAN "SAGIP" IN TYPHOON AFFECTED REGIONS

All units of the Philippine National Police were alerted for possible disaster rescue and relief operations in areas affected by Typhoon Frank (international codename Fengshen).

PNP Chief, Director General Avelino I Razon Jr. activated Oplan "Sagip", the disaster management and response plan of the National Police, in all Police Regional Offices affected by Typhoon Frank in Eastern Visayas, Western Visayas, Southern and Central Mindanao, Caraga Region, Bicol Region, Southern Luzon, and Metro Manila.

All PNP units on these areas were given orders to closely coordinate with local government units for implementation of their respective disaster management plans.

"I have ordered all Regional Directors in affected regions to exercise their authority as Chairman of their respective Regional Disaster Coordinating Councils (RDCC) in spearheading all disaster management operations," Razon said.

Razon directed all Regional Director to ensure the availability of all personnel and resources to assist in rescue, evacuation and relief operations. These include police vehicles with lift capability that can be used in evacuation operations such as heavy trucks, troop carriers, and patrol vehicles.

The Special Action Force and Maritime Group which have units that specialize in disaster operations are on standby alert for possible deployment to affected areas.

Razon also alerted to the Criminal Investigation and Detection Group to assist local PNP units in monitoring market activities in coordination with local offices of the Department of Trade and Industry and government units to prevent unscrupulous traders, hoarders and profiteers from taking advantage of the emergency situation.


 

PNP LAUNCHES ONLINE MOST WANTED PERSON REGISTRY

The database of all Most Wanted Persons throughout the country can now be accessed in the internet as the Computer Service of the Philippine National Police launched the Online Most Wanted Person Registry.

PNP Chief Director General Avelino I Razon Jr. ordered the PNP Computer Service to put together all the most wanted persons of police field investigative and operational units on a nationwide scale.

"This 24-hour online site will be very effective in immediately alerting all police offices throughout the country as well as the public of the possibility that a person in their community is a most wanted person", said the PNP Chief.

The site includes pictures, vital information of these fugitives and the monetary reward for any information that will lead to their apprehension.

Presently topping the online most wanted list is Jose Sarmiento Panlilio alias "Bong", wanted for robbery and homicide with a P5M bounty. Panlilio is the primary suspect in the killing of brothers Ariel C Real and Albert C Gutierrez on July 15, 2003 in Calamba City, Laguna.

Computer Service Director, Police Chief Superintendent Teofilo Melliza Jr said that this online registry is part of the PNP Modernization Program that includes innovation in preventing and resolving crimes through information technology.

"The public, specially those with access to the internet are
encouraged to regularly check the PNP Online Most Wanted Person Registry so they can be wary of these criminals and to report to the nearest police office any information they have on these fugitives", said General Melliza.

MAYOR ISNAJI, SON INDICTED FOR KIDNAPPING

The Philippine National Police today filed criminal charges against Indanan Mayor Alvarez Isnaji and his son Haider "Jun" Isnaji for the kidnapping of TV reporter Ces Drilon and her crew last June 8 in Sulu.

According to PNP Chief, Director General Avelino I Razon Jr., investigators have gathered enough evidence to establish the participation of the Isnajis in the kidnapping and indict them for the crime.

Mayor Isnaji and his son were presented before state prosecutors of the Department of Justice in Camp Crame today for inquest proceedings. Both remain in police custody with no bail recommended for their temporary release.

"Our evaluation of statements from the victims and several witnesses all point to the participation of the Isnajis in the kidnapping Ces Drilon and her crew staged by armed men, two of whom we have identified as Abu Harris and Tuan Wals," Razon told media in a news briefing in Camp Crame.

The Isnajis were included as among principal suspects in the case along with Abu Harris and Tuan Wals. The complete identities of several other suspects are now being validated by the PNP.

Mayor Isnaji was hand-picked by the kidnappers as the "negotiator" for the hostages' release, while Haider Isnaji was one of the "emissaries" to the kidnappers, Razon explained.

However, Razon noted that inconsistencies in the debriefing of the Isnajis led investigators to believe that both were actual participants in the kidnapping.

This was further bolstered by statements from witnesses, and other evidence gathered by the PNP.

The Chief PNP hinted of more arrests in the coming days, including another suspect who has direct hand knowledge of the involvement of the Isnajis.

Meanwhile, more troops were rushed to forward positions in the hinterlands of Sulu for pursuit operations against the kidnappers.

PNP Spokesman, Chief Superintendent Nicanor A Bartolome said troops from the three Provincial Mobile Groups stationed in Sulu, augmented by the Regional Mobile Group and a contingent of Special Action Force troops are conducting joint operations with AFP units around the areas of Indanan and Talipao where the kidnappers are believed to be holed-out.


MANHUNT PRESSED FOR SULU KIDNAPPERS

The Philippine National Police is continuously validating the identities of at least ten more suspects involved in the kidnapping of Ces Drilon and three others in Sulu to establish a strong case against.

Two of the suspects have been identified earlier as Sulayman PATTA alias Abu Harris and WALID alias Tuan Wals. A reward of P500,000.00 each has been offered by the DILG for information leading to their arrest.

"We are confident that we will reach a significant breakthrough very soon in the manhunt for the suspects. We hope that the reward offer will hasten efforts to capture Patta and Walid, and the other suspects," PNP Chief, Director General Avelino I Razon Jr..

The identities of at least ten more suspects are now being validated thru police records and descriptions provided by the victims.

PNP Spokesman, Chief Superintendent Nicanor A Bartolome said accurate identification of the suspects is essential in the case build-up efforts of the Criminal Investigation and Detection Group, and the Police Anti-Crime and Emergency Response (PACER).

"The procedural debriefing of the victims, as well as some personalities who were involved in the negotiation phase of the rescue operation is being done to aid our investigators in piecing together the circumstances surrounding the kidnapping of Ces Drilon, Jimmy Encarnacion, Angelo Valderrama, and Prof. Octavio Dinampo," Bartolome said. The victims and other witnesses assured the PNP of their cooperation in the investigation.

"All information that they will provide the investigators will be crucial in establishing the individual participation of each suspect in the case," the PNP Spokesman said.

Over in Sulu, the three Provincial Mobile Groups stationed in the island province, augmented by the Regional Mobile Group and a contingent of Special Action Force troops are conducting joint operations with AFP units around the areas of Indanan and Talipao where the kidnappers are believed to be holed-out. All police forces the entire Autonomous Region for Muslim Mindanao and in Western Mindanao remain on Full Alert.

Drilon, Encarnacion and Dinampo were freed shortly before midnight Tuesday in Sitio Danasi, Lower Sinumaan, Talipao, Sulu.

"The overwhelming pressure of police and military operations must have been too much to bear on the part of the kidnappers," Razon said.

After a short rest, Drilon, Encarnacio and Dinampo were airlifted at 2:45 AM from Jolo to Zamboanga City where they were taken to a military hospital for medical examination.

They were finally reunited with some family members in Zamboanga City before they were flown to Manila via commercial flight later in the day.

UPDATE ON ABDUCTION OF CES DRILON AND CREW

The PNP is now making ready for any contingency in relation to the abduction of Ces Drillon et al, by the ASG.

The Chief PNP, Director General Avelino I Razon Jr. arrived today in Zamboanga City and immediately met the RDs of PRO ARMM (PCSupt Joel Goltiao) and PRO 9 (PDir Jaime Caringal), Dir SAF (PCSupt Leodacio Santiago), Dir IG / TF Sanlahi (PCSupt Roland Annunuevo), CG, WesMinCom (LtGen Nelson Allaga), Naval Forces Mindanao (Admiral Emilio Marayag).

A situation briefing by the IG and RD, PRO ARMM was rendered and the CPNP gave his guidance for a contingency plan in any situation that may arise.

Ground troops are in place including air and naval assets.

The combined PNP and AFP units tasked to support the efforts of the Provincial Peace and Order Council of the Gov and the efforts of the Mayor are on standby ready for immediate deployment.

CPNP also conducted a readiness check of standby support units after the conference.

We are concerned about the general condition of the hostages. We are hopeful that they will be released safely.

We will immediately administer medical procedures, nutrition shall be provided, plan for airlift, and reunion with family are also considered.

BARIAS TO CONFER SPECIAL CITATIONS TO 5 POLICEMEN WOUNDED IN QC ENCOUNTER VS ROBBERY GROUP

National Capital Region Police Office (NCRPO) chief, Police Director Geary L Barias has commended the five members of Quezon City District Police Intelligence and Operating Unit (DPIOU) who were wounded in the encounter that resulted in the neutralization of a police-scalawag-led robbery group on Sunday night, June 15, for their gallantry and dedication to the service.

General Barias said his office will recommend to the Directorate for Personnel and Records Management (DPRM) that SPO3 Jack Miranda, SPO2 Emmanuel Apostol, PO3 Allan Abraham, PO1 Sandro Sotto and PO1 Ronald Tangilan be given due spot promotion for their heroism, aside from the “Medalya ng Kagalingan” or PNP Merit Medal that will be given to all operatives involved in the encounter.

The encounter also resulted in the death of six suspects, including a policeman identified as PO1 Lino Acedera y Galero of Sucat, Parañaque and two others identified as Franklin Violeta y Vialoces, 38, of Lucena City and Mauro Lerpido of Biñan. Three of the suspects remain unidentified.

Barias, in the wake of the encounter, issued a stern warning to all crime groups prowling Metro Manila—especially groups that are led by police scalawags—that the same fate awaits them if they do not desist from their nefarious activities inside the National Capital Region.

“The NCRPO, though its District Police Offices will not rest in its relentless drive to hunt down these crime groups until they are all neutralized. The public then can expect more of these similar police operations and neutralization of crime groups as we push our all-out-war against organized crime groups,” said Barias.

Barias said at around 9:00PM on Sunday, DPIOU personnel have spotted a Honda Jazz (ZEJ 867) and a Mitsubishi Gallant (THD 918) suspiciously roaming along Agno St. Brgy. Doña Josefa, Galas, Quezon City.

When police authorities tried to flag-down the two vehicles, the occupants fired successive shots towards the policemen, which prompted the authorities to retaliate. Gunfight ensued and suspect on board the Honda Jazz was killed.

During the exchange of gunfire, the occupants of the Mitsubishi Gallant attempted to flee towards D Tuazon St. while continuously firing their weapons on the pursuing policemen. It later rammed a Mitsubishi Adventure (ZER 618), forcing them to stop.

Pursuing policemen instructed the suspects to get out of the vehicle and surrender peacefully but the suspects instead simultaneously fired at the policemen. Policemen responded with gunfire that resulted to the death of the five suspects.

All wounded police personnel were rushed to St Luke’s Hospital for medical treatment.

Police have recovered from the suspects 1 Glock Cal. 45 pistol; 1 M6 Armalite rifle; 1 interdynamic machine pistol; 1 M1 Carbine; 1 Ruger .45 caliber pistol; 1 paltik; 3 hand grenades; and assorted ammunitions.
