CHIEFS OF POLICE LAUD EBDANE's ANTI-KFR DRIVE - The criminal syndicates have finally found their nemesis in Police Director General Hermogenes E Ebdane Jr., declared today the Association of Chiefs of Police of the Philippines (ACPPI).  The latter lauded the Chief, PNP for making a real big difference in less than two months of his campaign against kidnappers.  For the months of July and August this year, only four kidnap-for-ransom cases occurred and were committed only in four regions - one each in region 4, 11, 12, and Metro Manila.  It is a huge 80% drop compared to nineteen cases reported in nine regions in July and August last year.  Compared to the same period in the year 2000 which recorded seven incidents, the decrease this year is also a big 43%.
