AGLIPAY ASSUMES COMMAND AS 11TH PNP CHIEF

President Arroyo will formally install Deputy Director General Edgar B Aglipay as the 11th Chief of the Philippine National Police during simple change of command ceremonies in Camp Crame today.

Outgoing PNP Chief, Director General Hermogenes E Ebdane Jr. officially relinquishes command of the PNP to take over the cabinet post of National Security Adviser. Ebdane has served as PNP Chief since July 4, 2002 when he took over the top PNP post from Director General Leandro L Mendoza.

During the change of command ceremony, Ebdane will receive the Philippine Legion of Honor (Degree of Commander) award to Ebdane in recognition of his sterling leadership of the PNP. Ebdane is cited for his accomplishment in bringing criminality to a downtrend with the neutralization of key personalities engaged in high-profile crimes such as kidnapping-for-ransom, armed robbery, carnapping, and violent acts of terrorism.

Ebdane will formally turnover the Command Saber and PNP Colors to Aglipay, in traditional symbolic gesture of change of leadership of the PNP.

Aglipay, a member of the Philippine Military Academy “Matatag” Class of 1971 was the Deputy Chief for Adminsitration, the second highest post in the PNP Command Group. Before he was designated PNP Chief by President Arroyo last week, Aglipay was concurrent head of the PNP Anti-Illegal Drugs Special Operations Task Force, the lead police unit responsible for the neutralization of notorious transnational drug syndicates behind the manufacture and trafficking of narcotics in the country. Under his leadership, the AID-SOTF was awarded a Presidential Citation for the neutralization of 22 clandestine laboratories and storage facilities operated by drug syndicates in manufacturing Shabu.

Aglipay is former Regional Director of the National Capital Region Police Office (NCRPO), and Police Regional Office-3 in Central Luzon . He was also former PNP Director for Police Community Relations (DPCR), and also became Director of the elite PNP Special Action Force (SAF) in 1994. Aglipay served as rovincial Director in the provinces Nueva Ecija and Laguna, during the height of the local communist insurgency in the late 80s.

During this junior officer years, Aglipay was awarded the Gold Cross Medal for his role in the capture of MV Karagatan which folied an attempted arms landing in Isabela by the local communist movement. Aglipay holds a Bachelor of Laws degree from the tenedo De Manila University, and a Master in Business Adminsitration (MBA) degree from the University of the Philippines .

He is married to the former Ma. Antonina Marinette Yan, daughter of former AFP Chief of Staff and Amabassador Manuel Yan.
