NAPOLCOM, CSC TEAM-UP TO ADDRESS COPS' CONCERNS

The National Police Commission and the Civil Service Commission have assured the Philippine National Police of “win-win” solutions to resolve some administrative issues concerning police personnel.

The assurance was made during a conference-dialogue held over the weekend in Camp Crame attended by DILG Secretary and Napolcom Chairman Angelo T Reyes, CSC Chair Karina onstantino-David, and PNP Chief, Director General Hermogenes E Ebdane Jr.

The dialogue was initiated by Reyes purposely to resolve some administrative concerns of the PNP.

Among these concerns are: the upgrading of ranks of certain key positions, the effects of pending cases on the promotion of personnel, proposed transfer of the Philippine National Police Academy (PNPA) and the Police National Training Institute (PNTI) to PNP control, the status of college undergraduates in the PNP who may be affected by attrition, and the actions on temporary appointments due to lack of eligibility and mandatory training.

Some of the actions require further inter-agency coordination particularly with the Department of Budget and Management. Other concerns also require consideration of the Congress.

A Tripartite Technical Working Group composed of representatives from the Napolcom, CSC and PNP have agreed on actions to be undertaken to resolve specific concerns, especially those directly affecting the rank and file.

According to Secretary Reyes, the actions agreed upon by the Napolcom, CSC and PNP “will definitely boost the morale of PNP personnel and eventually improve the effectiveness of the entire police force.”
