PNP FILES ADMINISTRATIVE CASE VS 3 PNP OFFICERS The Philippine National Police is completing its investigation for the filing of appropriate administrative charges against a Police Superintendent, a Police Chief Inspector, and a Police Senior Inspector for alleged involvement in separate acts of “conduct unbecoming of a police officer.” If found guilty, these officers face the maximum administrative penalty of dismissal from the service, without prejudice to the filing of appropriate criminal charges against them in court. The Directorate for Investigation and Detective Management (DIDM) is about to conclude summary proceedings in the Pre-Charge Investigation against Superintendent Antonio GUMIRAN of the Directorate for Operations, Chief Inspector Ruben SACAGUING of the Civil Security Group (CSG), and Senior Inspector Jeff Briones UY of the Special Action Force. According to PNP Spokesman, Chief Superintendent Joel R Goltiao, the three officers are believed involved in two separate criminal incidents in Antipolo City and Zamboanga City . Initially, Goltiao said, the DIDM investigation showed that both incidents were “not service related” and the alleged involvement of the officers concerned were by no means a performance of official duty. “We are not condoning the actions of these officers. Their involvement are purely on their own personal capacity. They should face the consequences of their actions,” Goltiao said. Sacaguing is now in the custody of the Antipolo City Police Station where he is facing murder charges in connection with the killing of a textile firm executive last week, the PNP Spokesman said. Two companions of Sacaguing have pointed to the police major as he person who allegedly shot and killed Valentin de Guzman inside a car along an isolated roadside in Antipolo City . Gumiran and Uy, on the otherhand, were cited in an official report by the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI) as allegedly escorting Jason Aguilar IVLER, a Fil-Am who is facing charges in connection with a car crash that killed Presidential Adviser Nestor Ponce Jr. last August 8 in Pasig City. Ivler, was arrested by NBI and BI agents while about to flee to Sandakan , Malaysia thru the southern backdoor. Gumiran and Uy allegedly attempted to prevent BI and NBI agents from arresting Ivler who was billeted in a cabin aboard the MV Lady Mary Joy docked at the Port of Zamboanga City. In the case of Gumiran and Uy, the DIDM investigation will also determine if there are other PNP personnel involved in the incident, and establish their culpability based on the extent of participation. The NBI, meanwhile, is set to file a criminal complaint against Gumiran and Uy for alleged obstruction of justice. |
