PNP: TRANSPARENT MEASURES ARE IN PLACE TO STEM CORRUPTION “The so-called culture of corruption in the police force is already a thing of the past.” Thus said PNP Spokesman, Senior Superintendent Leopoldo N Bataoil in reaction to published reports that the police is the most corrupt among national institutions. “There may be some policemen engaged in corrupt practices on an isolated scale, but, what I can say is that corruption is not institutionalized in the organization,” Bataoil said. According to the PNP Spokesman, administrative measures had been put in place to insure utmost transparency and accountability in all transactions in the PNP, especially those involving procurement of supplies and equipment, and disbursement of funds. Bataoil explained that in the PNP, the Chief Accountants, Resident Auditors, and Supply Accountable Officers are all civilians, including the Inspector General of the Internal Affairs Service (IAS). The PNP leadership is also studying the possibility of placing civilians to head the divisions of the Directorate for Comptrollership and the PNP Finance Service. “This is to insure utmost transparency on all transactions,” he said. Bataoil clarified that the PNP is not questioning the validity of the survey results, but emphasized that recent local surveys by a prestigious organization indicate that the PNP is not on top of the corruption list. |
