LETTER TO THE EDITOR: PNP CHIEF DOING HIS BEST IN PERFORMING THE POLICE FORCE MR. JORGE ARUTA
We take strong exception to Mr. Tulfo's contention that Police Director General Edgar Aglipay has shown weak leadership in his first few months as Chief, PNP. Mr. Tulfo says that PDG Aglipay has been a “disciplinarian when it comes to dealing with the rank-and-file” but “seems to be a weakling in dealing with his subordinates who are generals.” This observation is totally at odds with reality, because PDG Aglipay has dealt evenhandedly with everyone across the entire PNP, from the top leadership down to the lowest-ranking police officer. If what Mr. Tulfo is implying that the Chief, PNP has been unduly harsh on the small fry while tolerating wrongdoing by the big fish, perhaps he has not been keeping tabs on recent developments. If he did, he would have known, for instance, that the chief of a high-profile PNP unit with the rank of Chief Superintendent, the equivalent of a brigadier general in the military, has just recently been relieved from his post and transferred to another unit for disregarding lawful orders and congressional summons. With regard to Chief Supt. Oscar Calderon, who is the current PNP Comptroller, we assure Mr. Tulfo that the PNP chief will decide on his re-assignment solely on the basis of what is in best interest of the service, and not on whether CSupt. Calderon is a relative of the President. CSupt. Calderon is qualified for any key position in the PNP and is considered one of the most outstanding senior field and staff officers in the police force today. We would like to believe that PDG Aglipay has shown exemplary strength of character and firm leadership during the past three months, and that he has been doing everything humanly possible to institute meaningful and lasting reforms in the PNP that would allow it to regain the full trust and respect of the people in their police force. Let us give him all the support that he needs to reform the PNP, and not bring him down through innuendo and name-calling. |
