POLICE LAUNCH CRACKDOWN ON UNAUTHORIZED PNP CHAPLAIN IDs The Philippine National Police ordered all PNP Regional Offices and National Support Units to confiscate unauthorized identification cards purportedly issued by the PNP Chaplain Service. Chief Superintendent Isidro S Lapeña, PNP Director for Operations issued a Memorandum to all PROs and NSUs over the weekend directing these Offices to undertake police action on those behind the proliferation of these unauthorized ID cards. Lapeña issued the Memorandum after receiving reports from the PNP Chaplain Service that unauthorized identification cards purportedly identifying the bearer as a member of the PNP Chaplain Service, are being sold for P1,500.00 in the provinces of Cavite , Pampanga, Tarlac, and Baguio City . Meanwhile, PNP Spokesman, Senior Superintendent Leopoldo N Bataoil warned the public against buying such ID cards as these are unauthorized and the bearers may face investigation for its possession. According to Lapeña, these ID cards were issued by the Values Formation Council of Ministers (VFCM) Cavite Chapter and bear the official seal of the Philippine National Police and super-imposed signatures of ranking PNP officials. The reverse side of the ID cards indicate the names and signatures of Bishop Bernardo Pinile, National President of the the Values Formation Council of Ministers (VFCM); and SSupt Roberto Bondoc, National Chairman of VFCM, both apparently the issuing authorities. The same Memorandum directed the Criminal Investigation and Detection Group (CIDG) to conduct an investigation on the unauthorized issuance of these ID cards including the unauthorized inclusion as signatories of some senior PNP officers, and to initiate appropriate criminal proceedings as warranted by evidence. |
