PRESS STATEMENT OF POLICE DIRECTOR GENERAL ARTURO C LOMIBAO

The year 2005 was a banner year for the Philippine National Police.

This year of great challenge brought out the best in the PNP as the officer corps and rank and file showed their unfailing unity against extra-ordinary situations like the Bicutan siege, threats of destabilization and terrorism, election issues and calamities, mass protest actions and hostilities by insurgents, the challenge to reverse the trend of kidnapping and carjacking, and to give justice to slain journalists and leaders of cause-oriented groups.

It is one of the most difficult years for the PNP. However, it is also one of the shining moments in the 15-year history of the National Police as we stand proud of our accomplishments during the 112th Inter-Parliamentary Union Assembly in Manila last April, the ARMM Special Election in August, the just concluded 23rd SEA Games, and other international events hosted by the Philippines.

At the same time, we were able to pursue the PNP Transformation Program without delay. We were also able to showcase the PNP's professionalism at its best by displaying unity and solidarity in upholding the Constitution and the rule of law, and our unwavering adherence to the chain of command and respect to duly constituted authorities.

We are optimistic that 2006 would be a year of fulfillment of our 3-dimensional programs and activities in line with the transformation plan.  These involve the physical dimension with the construction of 100 new police stations, upgrading of resources for mobility, firepower, communication and investigation capability; the mental dimension which involves training, skills enhancement, reliability and dependability; and the morale and spiritual dimension which emphasizes on leadership and values formation.

On top of everything that we have achieved in 2005, and the prospects for the coming year, the PNP acknowledges the invaluable support of the community and the Filipino people for allowing us the opportunity to be of service.
