PRESS STATEMENT OF THE CPNP POLICE DIRECTOR GENERAL ARTURO C LOMIBAO

In anticipation of the projected mass actions today by some groups in different places of Metro Manila, the Philippine National Police maintains the policy of respect for basic rights to free expression so long as these actions are within the bounds of law.

The No Permit, No Rally policy will be strictly enforced, and the PNP will immediately act on any request by Local Government Units to interfere in cases of illegal assemblies and rallies, especially when these actions shall cause undue inconvenience to majority of the public.

The Regional Director of the National Capital Region Police Office has been directed to address all public safety and law enforcement concerns on the ground.

The deployment of Civil Distrubance Management teams is a precautionary measure to protect our citizens in the event of any untoward incident. They are under under strict instructions to observe maximum tolerance at all times. Leaders of these mass actions will be held responsible should there be any violation of the law on the part of their members.

Finally, I urge everyone concerned to remain calm, but with a high sense of vigilance against individuals or groups who may take advantage of the situation to foment anarchy and violence.
