PNP TASK FORCE TO SECURE 23rd SEA GAMES

The PhilIppines will host the 23rd Southeast Asian Games, with more than 7,000 national and foreign officials and delegates participating in 53 events which will be held in 41 different venues mainly in Metro Manila, Regions 3, 4, 6 and 7.

Foreign media and observers from all over the Asia Pacific Region are expected cover this momentous sports event.

PNP Chief, Director General Arturo C Lomibao has organized Task Force SEA Games , headed by the Deputy Chief for Operations, PDDGen Avelino I Razon, Jr., as Task Force Commander in concurrent capacity, which shall orchestrate, direct, and supervise the conduct of all security operations.

The Task Force in coordination with other government agencies will establish a Tactical Operations Center that will coordinate and integrate the various tasks of the involved PNP Units and other agencies.

Five Task Groups were organized under TF SEA Games, these are: TG NCRPO, TG PRO4A, TG PRO3, TG PRO6 and TG PRO7. The task groups shall be responsible for the security coverage, CDM operations, traffic management, and contingency measures in all areas of engagement and other places visited by delegates in their respective areas of responsibility.

The Preparation Phase had been ongoing since May 1 until Nov 16. It involves survey of places of engagement, routes to be taken by convoy, organization and staffing of the Task Force, liaisoning and coordinating activities with other agencies, refresher training for VIP security and counter-terrorism, simulation exercises, and intelligence and counter-intelligence activities.

Activation Phase will begin on November 15 - Nov 23. Implementing plans are in effect and re-evaluated. A series of dry runs of contingency plans, rehearsals and critiques; and continuing liaisoning and coordinating activities are currently bing held.

Full Operational Phase will commence on Nov 22- Dec 8 and will involve sustained covert and overt security operations; intelligence and counter-intelligence, rendering of public safety services and continuation of liaisoning and coordinating with all concerned agencies.

Post Operation Stage will be on Dec 9 - 11 where debriefing and critiques and deactivation will be done.

Lomibao ordered all concerned PNP units to strictly observe Police Operational Procedures and all applicable SOPs at all times, wear presentable and appropriate uniform, and maintain a high level of vigilance to prevent any terrorist threat.

He appealed to the public to help the police monitor, report and prevent any peace and order problem that might affect the SEA Games as he vowed to make the event a showcase of cooperation and teamwork.
