PRESS STATEMENT OF P/DDGEN OSCAR C CALDERON ON THE PNP READINESS
FOR SEPTEMBER 21 PROJECTED MASS ACTIONS

The PNP upgrades its alert level from Normal (white) Alert to Heightened (blue) Alert status effective 6:00 PM today, except for the National Capital Region Police Office that further raised its alert level to Full (red) Alert.

This readiness is part of our security plan whenever mass actions are held by cause-oriented groups.

The same guidance is disseminated to field units on strict adherence to Police Operational Procedures (Rules of Engagement); observance of maximum tolerance, to uphold freedom of expression and press, insure that rule of law will prevail, public conveyances and utilities must not be hampered, respect for rights and others especially for those not joining the rally, and the PNP field commanders to coordinate with the rally leaders to secure permit to rally, open communications lines and prevent saboteurs and provocateurs from infiltrating their ranks.

No specific threat has been monitored at this time but we will insure high police visibility in public places, terminals, seaports, airports and vital installations.
