PNP UNVEILS PROGRAM MANAGEMENT OFFICE

The Philippine National Police today formally inaugurated its Program Management Office that will supervise the implementation of the Integrated Transformation Program.

PNP Chief, Director General Arturo C Lomibao led top police officials in the inaugural ceremony of the PNP-PMO located at the 2 nd Floor of the Public Information Office Building in Camp Crame , Quezon City

The PMO, headed by PNP Deputy Chief for Operations, Deputy Director General Avelino I Razon Jr. as Executive Director, will serve as the overseer of the nationwide implementation of projects and activities under the PNP Transformation Program.

The United National Development Programme and the US Government recently conducted separate studies on the PNP Transformation Program aimed at transforming the PNP “ into a capable, effective and more credible police force”.

Also present during the inaugural ceremony were DILG Asst. Sec. Austere Panadero, US Embassy 2 nd Secretary John Groch, UNDP Representative Rosette Librea, and PMO consultants, retired police generals Enrique B Galang Jr., and George Aliño, and Babes Flores.

In his remarks, Lomibao said the PNP Transformation Program “ reflects our determination to change the police force for the better.”

Lomibao described the PNP Transformation Program as “the roadmap to building a more capable, more effective and more credible police organization that matches the people's expectations with the resources and capabilities of the police.”

“With this program, we are now in a better position to contribute our share in building the PNP as a truly professional organization that enjoys the unqualified support of our people,” the PNP Chief said.

During the inaugural ceremony, Lomibao announced his first instruction for the PMO to undertake actions to strategically address common complaints from the public received thru the PNP TXT 2920 reporting system.

Among other objectives, the PNP Transformation Plan also seeks “to strengthen institutional mechanisms and capabilities in the PNP and strengthen the police system oversight functions of the National Police Commission.”

The Transformation Program covers a 6-10 year timeframe, and is comprised of a set of initiatives that will correct legal, policy, institutional and systemic dysfunctions, reinforce current strengths and take advantage of opportunities towards achieving the objective.
