COPS WARNED AGAINST RECEIVING CHRISTMAS GIFTS

Police Provincial Director PSSUPT Keith Ernald LL Siñgian has warned today his men on explicit law on the prohibition of accepting gifts or soliciting favors from the public this Christmas season.

PD said any police personnel found guilty of soliciting in any form of cash, gifts or other personal favors from public will land them in hot water as they will be liable for extortion.

This according to him is in line with the directive of higher headquarters on the implementation of Presidential Decree 46 making it punishable for public officials and employees to receive, and for private persons to give gifts on any occasion including Christmas.

Siñgian stated that members of the police force should be conscious of the gifts they accept during Christmas, especially if the gifts are given on account of their position or acts that must be carried out.

He said that the law stipulates a charge of either direct or indirect bribery on police officers receiving gifts by reason of his office or performance of his official duties.
PD said corruption of public official in turn will be charged against those who tend to extend gifts to lawmen.

“In order to ensure that there will be no strings attached the acceptance of gifts must be discouraged. As public servants, police officers should dutifully perform their tasks without expecting anything in return,” said PD.

Siñgian later gave emphasis on the said ruling against traffic policemen on post verily prone on complaints of extortion from motorists.

It can be recalled that Singian has issued a standing order among Chiefs of Police on the strictest implementation of RD’s directive on weeding out “Kotong Cops” on post at checkpoint operations.

This developed with the complaints aired by viajeros, dealers and traders who were victims of alleged mulcting activities of some policemen on post at checkpoint operations.

Meanwhile, PSINSP Maylanie D Castillo, Public Information Officer has stated that the provincial police force is up on vigilance and alert especially now that people are preparing for the Christmas season rush.

She expounded that the police is now on the hunt for pickpockets, snatchers and holdup gang members who may victimize the public on malls, commercial establishments and other areas of people convergence this Yuletide season.

This province is home to major malls as Robinsons Starmills, SM Pampanga and some parts of SM Clark.

SINGIAN ISSUES ANTI-BURGLARY TIPS FOR UNDAS 2007

Police head has issued today safety tips to all Pampangueno’s against burglary in their annual observance of All Saints’/Souls Day starting on the eve of October 31 until 2nd of November.
PSSUPT Keith Ernald LL Siñgian, Provincial Director this province has identified crime prevention tips against burglary during the said event.

PD asked people to ensure all doors and windows have locks in working condition and that all other entry points to the household should be securely locked to prevent unnoticed entry into your home. The dark of the night is a most ready camouflage for robbers and other criminals, he stated.

“When outside your home, Prune lower tree limbs – don’t provide the thief with a natural ladder into second floor windows. Keep the view to your house open – criminals love to hide behind tall fences or overgrown bushes while breaking into your home,” PD said.

He also sought to keep porches, yards, and all entrances to houses and garage well lighted and to leave lights on inside house when going out in the evening.

Singian appealed to store cash and other valuables in the bank. He stated that hiding them inside locked drawers does not guarantee safety from the knowing eyes and practiced moves of robbers.

“Bring in all outdoor equipment (bicycles, garden hose, mower, etc.) when leaving. Said valuables out in the garden or street are an open invitation to robbers and thieves,” he added.

PD uttered to protect houses from prying eyes by using curtains or drapes.

He has furthered to provide family members with their own keys to the house. This is safer he said than leaving the key in a “secret” place, one that can be discovered by any person who takes the time to watch your movements when you leave your home and come back at night.

“If you and your family are going out, ask a neighbor to watch your home, or ask a relative to stay in your home while you are away. An empty house is a prime target for criminal elements,” ended Singian.

Meanwhile, PSINSP Maylanie D Castillo, Public Information Oficer, has stated that their office is also set to issue series of safety tips against carnapping and road safety this coming Undas.

The latter has expounded that the police force is set to enforce Implementation Plan 09/2007 (All Saint’s/Souls Day) relative to PD’s directive on duties to be performed by lawmen as Traffic Management, Internal Security Operations, Household Security, Convergent Area Security, Target Hardening and Public Assistance.

She also disclosed that the police force in coordination with LGUs, CVOs and other law enforcement units and public safety offices in the province will initiate operational activities to deter, preempt and prevent any untoward incidents that may arise relative to the nationwide Undas commemoration.
 
PIO expounded that police force will ensure smooth flow of traffic in all major thoroughfares within the area of jurisdiction through the police boxes (Cambilan).

Accordingly, PSUPT Gregorio N Lim, Deputy Provincial Director for Operations has bared that Motorist Assistance Centers (MACS) along Mac Arthur/Maharlika Highway, North Luzon Expressway (NLEX) and at the Olongapo-Gapan Road in cooperation with DPWH, NLEX, LTO, Radio Stations and various civic organizations like the Radio Communication Groups are already prepared.

“This is the season where large number of commuters is expected to travel to and from their respective hometowns and provinces from/to Metro Manila and other areas passing through the major roads within Central Luzon giving rise to traffic congestion, “said DPDO.

Lim also stated that police visibilities in the residential and commercial areas will also be enforced to deny criminals from robbing/victimizing unattended properties/belongings left behind by residents/owners who will be going to cemeteries as part of Household Security.

While Deputy PD for Administration PSUPT Melchor V Reyes stated that the Pampanga police is set to deploy at least 1, 000 police personnel including maximum use of force multipliers as Barangay Peacekeeping Action Teams, traffic enforcers and Bantay Bayans numbering to 200 plus to provide traffic direction and control and visibility patrols to ninety eight (98) cemeteries within the province.

He added that parcel of Convergent Area Security, operations will be conducted on all places of convergence such as cemeteries and terminals to ensure law and order to include enhancement security of Vital Installations, Economic Key Points, and Police Camps/Offices/Stations as part of Target Hardening measures.

“A continuous special operation against criminal elements as the conduct of combat patrols is enforced and carried out as preventive security measures against possible hostile acts by the Communist Terrorists and other destabilizing forces during the period in order to ensure public safety and security,” ended Reyes.

2 more Bulacan most wanted hoods fall

CAMP GEN. ALEJO SANTOS, Bulacan, Oct. 15 (PNA) - Two most wanted criminals in Bulacan were arrested by the police one after another like falling dominoes.

Senior Supt. Asher Dolina, Bulacan Provincial Police Office (PPO) acting director, said arrested were Khoji Bernardo y Fullado, 24, jobless, of Poblacion, Guiguinto, Bulacan and Diosdado Italla y Alcala, 46, married, of Bgy. Zamora, Meycauayan City.

Dolina said operatives of the Provincial Investigation and Detective Management (PIDMB) headed by Supt. Ronald “DJ” de Jesus and the Bulacan PPO collared Bernardo in Bgy. Longos, Malolos City on the strength of a warrant of arrest issued by Bulacan RTC Branch 11 Judge Basilio Gabo for robbery.

Bernardo is listed as the No.2 Most Wanted Person in Bulacan.

Italla wanted for violation of the dangerous drugs act and other criminal cases, was nabbed by a joint team of the PIDMB and the Special Reaction Unit of the Bulacan PPO in coordination with the Batangas PPO in Bgy.Poblacion, San Nicolas, Batangas.

He was arrested by virtue of a warrant of arrest issued by Bulacan RTC Branch 76 Judge Roland B. Jurado.

Dolina said Italla listed as the No.9 most wanted person in Bulacan, was also facing many criminal charges ranging from violation of Section 16, RA 6425 in which he was sentenced in absentia with a prison term of six years and other drug related cases.

The two will be turned over to the issuing courts for proper disposition. (PNA)

3 STL-Bookies "KABO" nabbed in Bulacan

MALOLOS CITY, Oct. 4 (PNA) -- Joint operatives of the Bulacan Police Provincial Office and the Bulacan Criminal Investigation and Detection team (CIDT) arrested three persons acting as alleged “field managers” of illegal bookies using the state-operated Small Town Lottery (STL) as front in their illegal gambling activities during an operation in Bgy. Bitungol, Norzagaray town Wednesday afternoon.

Acting Bulacan police director Sr. Supt. Asher Dolina identified the arrested suspects as Dominador Israel, 44, married, resident of Bgy. Minuyan, Norzagaray; Michael Esteban, 33, married, resident of Bgy. Bitungol, Norzagaray and Delia Nabalta, 50, widow, of Bgy. Bigte, Norzagaray.

Dolina said the trio, whom he also described as “kabos” of STL Bookies, were arrested by joint operatives of the Bulacan CIDT, headed by Supt. Ritchie Medardo Posadas, and the Norzagaray Police Station, led by SP02 Teofilo S. Juanata, Jr., while in the act of collecting bet money from bet collectors (“kubradors”).

According to Dolina, the three “kabos” are using STL as front for their illegal gambling operation in the said town.

He also said that the joint police team were conducting anti-gambling operations under the PNP Flagship Project called “Oplan: Roulete” (STL-Bookies).

The police team confiscated from the suspects Php545 in cash, one calculator, three pieces of ballpen and STL/bookies paraphernalia and papelitos.

The suspects were brought to the provincial police headquarters in Camp Gen. Alejo Santos here for documentation and proper disposition. A case for violation of PD 1602, as amended by RA 9287 (Illegal Gambling), will be filed against them before the Provincial Prosecutor’s Ofice. (PNA)

Another suspect in Palma rape-slay nabbed in Bulacan

MALOLOS CITY, Sept. 6 (PNA) - Police arrested early Thursday morning another suspect in the brutal rape-slay of seven-year-old Geraldine Palma, whose lifeless body was found inside a suitcase at the North Harbor in Tondo, Manila last August 16.

Bulacan acting police director Sr. Supt. Asher Dolina identified the arrested suspect as Joey Andrade y Egos, 26, construction worker, of Towerville Subdivision, San Jose Del Monte City, Bulacan.

Dolina said a group of village watchmen spotted the suspect while suspiciously walking in Barangay Minuyan Proper around 3:30 a.m. yesterday.

He added that the village police volunteers then brought the suspect to the police station where investigators found out that Andrade is one of the suspects in the brutal rape-slay of Palma.

Dolina said that Andrade is one of the suspects whose artist's sketch was flashed on TV.

He said they will turn over Andrade to the Manila police for further investigation.

Police have arrested at least three suspects in the Palma rape-slay case. They include Rosdam Mesias, Ramil Diorico and tricycle driver Raffy Nepa.

According to a statement from Teresita Ang See, founder of the Movement for Restoration of Peace and Order, Palma was a student of an exclusive girls’ school in Pasig City. The young girl disappeared with her nanny, Marites Ontog, on August 11 in Riverside Village, Pasig.

Ang See said an unidentified man called up Palma’s father the next day, demanding a P10-million ransom for his daughter’s release. After a series of negotiations, the amount went down to P245,000 but the victim’s father did not hear from the suspects again, she added.

On August 16, Palma’s body was found inside a bag at the North Harbor in Tondo, Manila. An electrical cord was tied around her neck.

The case is also being investigated by the Police Anti-Crime Emergency Response.

Ang See called on the public to help them locate Ontog to determine if she was also a victim or was working with the suspects. (PNA)

Guiguinto cops bag 2 wanted criminals

GUIGUINTO, Bulacan, July 30 (PNA) — Police authorities here bagged two of the most wanted persons in this town during separate operations in Bgy. Tabang and Bgy. Malis last Saturday.

Supt. Ronaldo “DJ” de Jesus, town police chief, identified the arrested felons as Larry Polintan of Barangay Poblacion, Guiguinto and Tecson Rivera of Northville 7, Bgy. Malis, Guiguinto.

De Jesus presented the arrested suspects to acting Bulacan police director Sr. Supt. Asher Dolina at Camp Gen. Alejo Santos Sunday morning.

He said Polintan was arrested by virtue of an arrest warrant issued by Judge Basilio Gabo of Bulacan RTC Branch 11 for cases of robbery and physical injuries.

De Jesus said the crime was committed on June 5, in Bgy. Tabang, where the suspect took P10,000 cash money, cellphones and other valuables from one Mario Santiago of Malolos City, Bulacan. His co-accussed, identified only as a certain Knoji Bernardo, remains at large.

“The suspects are involved in a series of robberies using motorcycles in their criminal activities,’ De Jesus said.

Rivera, on the other hand, is wanted for murder. He was arrested by virtue of a warrant of arrest issued by Bulacan RTC Branch 7 Judge Danilo Manalastas.

De Jesus said the crime was committed on October 6, 2006 wherein the suspect murdered one Harrison Casio of Bgy. Malis.

The suspects will be turned over to the court for proper disposition. (PNA)

3 killed in mid-air plane collision

MALOLOS CITY, July 8 (PNA) — Three persons were killed when two light aircraft collided in midair then crashed onto a rice field in Purok Ilang-ilang, Barangay Ligas here at 1 p.m. this afternoon.

Supt. Manuel M. Lukban Jr., city police chief, said the victims were all on board two light air planes (trainer type) with tail Nos. RP 8696 and RP 2679, respectively.

Police identified the fatalities as Rena Salve, pilot of aircraft with tail No. RP8696 and Patrick Philip Farewell, instructor as well as Varsha Gopinant, student pilot who were both on board an aircraft with tail No. RP 2679.

Lukban said both aircrafts took off at the Plaridel airport, where most student pilots are being trained.

The two aircrafts were on training flight and were flying over the rice fields in Barangay Ligas when the two aircraft collided with each other causing both to crash.

No other damages or other injured persons were reported.

Police are still investigating the freak air accident. (PNA)

Vice-mayor elect in Zambales nabbed

CAMP OLIVAS, Pampanga, June 27 (PNA) - Elements of Zambales Criminal Investigation and Detection Team (ZCIDT) apprehended a vice-mayor elect in Zambales in his residence in Botolan town,Wednesday, for estafa case.

Sr. Supt. Guillermo Lorenzo Eleazar, Criminal Investigation and Detection Group-3 (CIDG3) regional officer, identified the suspect as Masinloc town Vice- Mayor Roberto Eamelao, 52, of South Poblacion, Masinloc, Zambales.

He said the arresting team, armed with warrant of arrest issued by Judge Clodualdo Monta, Regional Trial Court branch 70 of Iba, Zambales, when swooped down the residence of Eamelao at about 9:00 a.m.

The vice-mayor voluntarily surrendered to the arresting team led by SPO2 Teofilo Juanata Jr., said Eleazar.

Eamelao was facing Estafa case under Article 315 (1)(b) of the Revised Penal Code under Criminal Case 4413-1.

Eleazar said the suspect was temporary withheld at the ZCIDT Sub-Office in Iba, Zambales with bail bond of P40,000.00 for his temporary liberty. (PNA)

Male teacher shot dead in Sta. Maria, Bulacan

MALOLOS CITY, June 27 (PNA) -- A high school teacher was ambushed and killed by four unidentified gunmen in Barangay Pulong Buhangin, Sta. Maria town this morning.

Police identified the victim as Gregorio Cruz y Esquivel, 50, married, a teacher at the Cityland High School in Barangay Pulong, Buhangin, Sta. Maria.

Invesatigaion showed that Cruz was on his way to the school when the suspects, who were on board two motorcycles, casually approached him and without warning shot him point blank, killing him instantly.

Police also said that the suspects were seen by some witnesses standing near the school and acting suspiciously. Witnesses said when they (suspects) saw the victim, they approached him and shot him dead.

Police recovered three empty shells and a slug of .45 caliber pistol at the crime scene. Motive of the killing is still being established by police investigators. (PNA)

Malolos police wage war vs video karera machines

MALOLOS CITY, June 21 (PNA) -- Police and city officials here have waged an intensified campaign to rid this historic capital city of the so called “monster machines” or commonly known as “Video Karera,” (VK).

Supt. Manuel M. Lukban Jr., city police chief, said Mayor Danilo Domingo has formed a team that will search and destroy VK machines illegally operating in the city.

Lukban, together with representatives from the mayor’s office, burned Thursday 11 video karera machines siezed in Barangay Bangkal and Santor.

Lukban said most of the confiscated video karera machines were operated near public elementary schools in the said barangays.

He said Mayor Domingo formed the team to ensure that school children will not be victimized by the so- called “monster machines.”

The police chief said the mayor also urged barangays officials not to allow operations of these illegal gambling machines in their areas.

Playing video karera is addictive, particularly among children, Lukban said.

Lukban warned operators of this machines that they are not welcome in the city and will be dealt with accordingly. (PNA)

Police hunt down suspect in burning of ballots in Mabalacat

MABALACAT, Pampanga, June 12 (PNA) -– Protesting mayoralty candidate Anthony Dee said Monday he is willing to give P30,000 reward to any person who could give information on the whereabouts of a certain Rommel Sibal, who was tagged as a suspect in the burning of ballots at the municipal hall at dawn last June 7.

A police manhunt has been waged against Sibal, who allegedly ordered the three ballot guards to leave before the fire incident occurred transpired in a storage room where the ballot boxes were kept, Dee said.

At the same time, Dee said that he is not afraid to face any case to be filed by mayor-elect Marino Morales.

Morales earlier threatened to file libel charges against Dee, who allegedly tagged the former as behind the burning of ballot boxes.

He also said that the Philippine National Police (PNP) Task Force Mabalacat has recommended the filing of arson case against Sibal and administrative charges against four utility workers, who served as ballot guards.

The burned ballots are the subject of an electoral protest filed by losing gubernatorial candidate and former Board Member Lilia Pineda and Dee who lost to Morales in the mayoral race here.

More than 50 percent of the 399 ballot boxes were destroyed by the fire.

In an interview, Morales denied reports that he masterminded the burning of the ballot boxes and he does not know Sibal.

Morales said he will not resort to an “evil” work similar to the incident because he was elected and proclaimed as mayor of the town.

Morales said “as the winner in the town’s mayoralty race, why should I do something like that?”

The suspected arson happened at dawn on a Thursday, the day the ballot boxes were scheduled to be transferred to the Regional trial court in Angeles City where Dee filed his election protest.

Morales appealed to his constituents not to be speculative and conclusive regarding the incident and just wait for the outcome of the investigation being conducted by the PNP and the Bureau of Fire Protection.

Morales won only 750 votes against Dee in the town’s mayoralty race during the May 14 elections. (PNA)

39 injured in Tarlac bus accident

CAMP OLIVAS, Pampanga, June 12 (PNA) - Some 39 persons were injured in a collision between two bus passengers and a hand tractor along the Concepcion-Magalang road in Barangay San Francisco, Concepcion, Tarlac, at early dawn Tuesday.

In his report here, Sr. Supt. Nicanor Bartolome, Tarlac provincial police director, said a Philippine Rabbit air-conditioned bus (CNV-919) driven by Michael Tabinas was en route to Manila and upon reaching the said place, tried to avoid a head-on-collision with the incoming Fariñas bus that sideswiped a hand tractor being driven by Alvin Amores.

At this juncture, the Fariñas bus collided with the Philippine Rabbit that fell on a deep creek and turned upside down, said Bartolome.

He said 39 passengers of the Philippine Rabbit bus (not immediately identified) who sustained injuries in the different parts of their body were taken to the Concepcion District Hospital and Sta. Rita Policlinic Hospital.

Later on, 15 of the 39 passengers were evacuated to the Tarlac Provincial Hospital in Tarlac City for further treatment.

Bartolome said a police team has been tasked to arrest the unidentified driver of the Fariñas bus who fled after the incident.

The Philippine Rabbit bus and the hand tractor incurred heavy damages. (PNA)

New traffic schemes implemented in Malolos

MALOLOS CITY, June 12 (PNA) — To ease out traffic congestion in this historic capital city, the Malolos City police will open one way routes along major streets here beginning Tuesday.

Supt. Manuel M. Lukban Jr, city police chief, said at 6 a.m. Tuesday, police and traffic enforcers will start to clear the M. Crisostomo street in downtown Malolos of ambulant vendors, who are hawking their ways in one of the major streets of the city.

“The street road is vital to decongest traffic because it is the business center and the one that leads to the city public market,” Lukban said.

The police official said the one way traffic scheme will also cover the adjacent Tanjeco street which will also be cleared of “road obstacle.”

Parking on this street will no longer be allowed between 7:00 a.m. and 7:00 p.m., he said.

Lukban noted that all vehicles going to Malolos City proper can use the one way Tanjeco St. while vehicles going out can take the M. Crisostomo St. (PNA)

CIDG asset snatched, executed in Bulacan

BOCAUE, Bulacan, June 5 (PNA) — An asset of the Bulacan PNP-Criminal Investigation and Detection Team (CIDT) based in Malolos City was snatched and then executed by still unidentified gunmen in Bgy. Igulot here early Tuesday morning.

Police identified the victim as Antonio dela Cruz, 36, of Barangay Igulot.

The victim bore gunshot wounds in the body.

Residents found Dela Cruz in a grassy vacant lot in Barangay Igulot at around 3 a.m.

Investigators said the victim was driving his tricycle on his way home in Barangay Igulot past midnight Monday when unidentified armed men reportedly blocked his way and at gun point took him away.

His tricycle was found abandoned along MacArthur Highway before his dead body was found in Barangay Igulot.

Police have yet to establish the motive for the killing.

Found at the crime scene were empty shells for .45 caliber pistol and .32 caliber revolver. (PNA)

(SFP)Two holdupmen slain in Bulacan

MALOLOS CITY, June 5 (PNA) — Two members of a robbery holdup gang were killed while two of their companions escaped during a shootout with lawmen in Barangay Culianin, Plaridel town Monday night.

As of presstime, the police said the identities of the slain gangsters were still being verified.

Plaridel policemen launched hot pursuit operations against the two other suspects.

Investigation showed the four suspects, armed with handguns, barged into a mini grocery store in the said barangay and held up the teller on duty.

After getting the loot, the gangmen fled in two motorcycles, investigators said.

Responding policemen sent a flash alarm and cornered the suspects, who upon seeing the chasing patrol cars opened fire.

Police retaliated and killed two of the robbers while the two others sped off and escaped.

Police said the two suspects managed to take away the loot amounting to P82,000.

The lawmen found a .45 caliber pistol and a .38 revolver from the slain holdupmen. (PNA)

Woman killed, four others injured in NLEX mishap

MALOLOS CITY, June 5 (PNA) — A 47-year-old woman died while her husband, their two children and a companion were injured when the their speeding van rammed a parked dump truck along the North Luzon Expressway (NLEX) in Barangay Dulong Malabon, Pulilan, Bulacan Monday morning.

Police identified the fatality as Althea Balanan, 47, who died while being treated at a hospital in Bulacan.

Injured were her husband Virgilio Balanan Sr., 49, who was driving the van; children Virgilio Balanan Jr., 14; April Balanan, 17, and Juan Antonio Luna, 18, all of Purok 7, Barangay Canaoay, San Fernando, La Union.

Police said the victims were bound for Metro Manila on a Toyota Hi-Ace van (AER-510) which rammed into a parked Isuzu dump truck (TBN-785).

Airon Gerona, truck driver, of Manibaog Pasig, Porac, Pampanga, was then fixing his vehicle when it was hit by the van. He sustained bruises because of the strong impact.

Motorcycle riding policemen on Monday's opening of classes in Pampanga

CAMP OLIVAS, Pampanga, May 30 (PNA) -- Motorcycle-riding policemen are now on their toes and ready for the Monday of school classes, said Chief Supt. Ismael Rafanan Police Regional Office 3(PRO-3)Wednesday.

Rafanan said that PRO3 has already initiated all the necessary measures and precautions to ensure a safe and peaceful return of pupils and students to their respective schools, colleges and universities.

“With the opening of classes in a couple of days, expect heavy flow of traffic particularly within the vicinity of school premises.

Traffic direction, control and rerouting when necessary has been laid down in black and white in coordination with the Regional Traffic Management Office 3 (RTMO3) to help students, commuters and private travelers as well,” Rafanan said.

He said police visibility will be increased with motorcycle-riding cops and foot patrols in schools and business establishments to deter unscrupulous individuals and groups of taking advantage of the situation.

“Personal safety is the first and foremost concern of each individual for that matter, so it always pays to be alert, awake and aware of the people you encounter everywhere”, said Rafanan.

Sr. Supt. Eleuterio Gutierrez, RTMO3 chief, said he ordered all TMG3 mobile patrols to be deployed Monday in national highways headed for Metro Manila to ease up traffic flow.

He also said he had already coordinated with local police in most municipalities as per supervision of traffic flow. (PNA)

Barangay chairman slain in Pampanga

CAMP OLIVAS, Pampanga, May 28 (PNA) - Motorcycle-riding armed men gunned down a barangay captain reportedly a supporter of governor-elect Fr. Among Ed Panlilio in front of his house in Sitio San Juan, Bautista, Barangay Betis, Guagua, Pampanga, around 9:30 a.m. Monday.

Sr. Supt. Keith Ernald Singian, Pampanga provincial police director, said Mario Nulud, 52, barangay chairman of Betis, was alone sitting in front of their house when the unidentified gunman alighted from a motorcycle, approached him and shot him successively in the different parts of the body.

Nulud ran for councilor under the Kampi party in the last elections but lost, said Singian.

After the incident, the suspects fled toward Bacolor town on board a single motorcycle without license plate number.

Nulud’s relative brought him to the Diosdado Macapagal Memorial Hospitalin Guagua town but he was declared dead on arrival by attending doctors.

Police recovered five spent shells and three deformed slugs for .45 caliber pistol at the shooting site.

Singian ordered his men to immediately establish checkpoints in strategic areas to apprehend the suspects.

Fr. Panlilio is the winner in the gubernatorial race in the recently concluded elections. His rivals were Senior Board Member Lilia Pineda of Kampi and Governor Mark Lapid of Lakas-CMD. (PNA)

Bataan Justice Hall receives bomb threat


CAMP OLIVAS, Pampanga, May 23 (PNA) - Pandemonium broke out at the Benigno Aquino Justice Hall in Balanga City on Tuesday after an employee received a call that a bomb was placed at the said building.

Reports reaching here, said Investigation Section of the Bataan provincial police office received a call from Renato Paje, detailed security personnel at the Justice Hall, saying that a certain Josephine Hipolito, one of the employees, received a call around 8:45 a.m. that there was a bomb at the building.

After learning the said bomb threat, all the employees hurriedly went out of the building, the report said.

Explosive Ordinance Disposal (EOD) of the Regional Mobile Group (RMG3) were dispatched while firefight trucks and ambulance from the provincial health office were alerted.

Hipolito told police investigators that a male caller told her, “Dahil sa pandaraya ninyo kay Ding Roman, nag-iwan ako ng bomba diyan sa RTC building bilang paghiganti (Because you've cheated Ding Roman, I left a bomb at the RTC building).”

Police said the caller was referring to Leonardo Ding Roman, who was defeated in gubernatorial race due to alleged election fraud and wanted to take vengeance.

The caller has a local accent and is fluent in Tagalog, said Hipolito to police probers.

EOD team and representatives of the Justice Hall conducted an inspection and search in all offices but found nothing, the report said.

All the offices at the adjacent provincial capitol was also inspected and searched by EOD team but no bomb was found. (PNA)

Trader couple gunned down in Olongapo City

OLONGAPO CITY, May 16 (PNA) – A couple engaged in trading and lending businesses was ambushed by two still unidentified motorcycle-riders while traversing the national highway in Purok 6, Barangay Cabalan, this city, Tuesday night.

Sr. Supt. Angelito Pacia, Olongapo City police director, identified the victims as reserve Army officer 1st Lt. Fernando Timbang, 52, and wife Maria Luzette, 50, incumbent chairman of the 350,000-member Subic Bay Multi-Purpose Cooperative, vice president for administration of the Subic Montessori and owner of Bonzette Pawn Shop and chains of general merchandise stores all located in this city.

Pacia said around 7 p.m., while the victims were on their way home to Barangay Culis, Hermosa, Bataan on board their Honda CRV (WCV-179), two armed men riding a single motorcycle tailed them and at close range, riddled them with bullets.

The couple suffered multiple gunshot wounds in the different parts of their body from a caliber 45 pistol.

They were rushed to the James Gordon Memorial Hospital but were pronounced dead on arrival by attending physician Dr. Al Ganaca.

Recovered from the crime scene were six empty shells from a caliber .45 pistol.

Police initial investigation indicated no signs of robbery because the personal belongings of the victim were intact inside their vehicle.

The city police were still conducting a follow-up operation as to the motive of the killings and possible identity of the suspects. (PNA)

More cops deployed to Bulacan provincial capitol to ensure peaceful canvassing

MALOLOS CITY, May 16 (PNA) — Heavily armed police personnel were deployed around the Hiyas ng Bulacan Convention Center here where the provincial canvassing of votes is being held as security was beefed up Tuesday around the provincial capitol compound.

Governor Josie dela Cruz said the additional security forces were deployed by the Commission on Elections (Comelec) to ensure the peaceful and orderly canvassing of votes.

On Tuesday, some staff of Kampi, the party of leading gubernatorial candidate Joselito “Jon-Jon” Mendoza, were surprised to see Hermie Pagdanganan, brother of Lakas-CMD gubernatorial bet Roberto “Obet" Pagdanganan, who was arrested early Monday morning for illegal possession of firearms, at the Kampi quick count center near the Hiyas Convention Center.

The presence of Hermi Pagdanganan scared some of the staff conducting the quick count.

Reports also said supporters of losing Calumpit mayoral candidate Ramon Pagdanganan, another brother of Roberto Pagdanganan, “stormed” the municipal building and accused winning reelectionist Mayor James de Jesus (Kampi) of cheating.

Such action has increased tension in the town, Dela Cruz said.

The lady governor also slammed the alleged “dirty tactics” being employed by losing gubernatorial bet Roberto Pagdanganan whom she accused of misleading the people by conditioning their minds into believing that he is winning in the gubernatorial race against Kampi bet Mendoza.

“We don’t know where they are getting those figures. It is very clear that latest official counts by the National Citizen’s Movement for Free Elections (NAMFREL) and the Parish Pastoral Council for Responsible Voting (PPCRV) clearly show that my brother (Jon-Jon Mendoza) is very much ahead by thousands of votes,” Dela Cruz said.

A copy of the NAMFREL quick count showed that Mendoza is leading Pagdanganan by some 8,798 votes as of 6 p.m. Tuesday.

Dela Cruz, meanwhile, said she has ordered an investigation of an early morning fire that gutted a portion of the accounting department at the provincial capitol.

She said it could be a part of a scenario to put her and her winning brother in a bad light.

The lady governor assured that the accounting records remain intact because they have back-up copies stored in the capitol’s integrated computer system.

The fire broke out around 4 a.m. Tuesday.

The governor said the fire seemed to have originated near the window.

12 ballot boxes taken by armed men in Arayat, Pampanga

CAMP OLIVAS, Pampanga, May 15 (PNA) - Some 12 ballot boxes containing election results were carted away by 10 armed men along a dike in Barangay Batasan, Arayat, Pampanga, around 11 p.m. on Monday.

Police Regional Office-3 (PRO-3) Chief Supt. Ismael R. Rafanan said the ballot boxes were loaded in five vehicles being accompanied by SPO2 Domingo dela Cruz, together with several teachers and barangay officials when forcibly taken by the suspects armed with M-14 rifles.

Rafanan said the ballot boxes were the election results from Barangay Candating.

The victims were traversing Barangay Batasan when flagged down by the suspects.

At gunpoint, the suspects ordered all the victims, including the policeman, to alight from their vehicles and instructed them to lie down at the side of the slope of the dike.

The suspects also ordered the victims to leave the place, Rafanan said.

The armed men then transferred the ballot boxes in their get away vehicles and fled towards unknown directions.

The victims’ cash, personal belongings and cellular phones were also taken by the suspects, police said.

In his report here, Sr. Supt. Keith Ernald Singian, Pampanga provincial police director, said Supt. Bruno Viola, officer-in-charge of Arayat police, Supt. Pablo Iquin, area supervisor and personnel of the 703rd Brigade of the Philippine Army, respectively, were immediately dispatched to track down the fleeing suspects. (PNA)

Six persons arrested in Bataan, yield high-powered guns

CAMP OLIVAS, Pampanga, May 14 (PNA) - Authorities on Sunday apprehended six persons in a raid in Balanga City, Bataan and seized several high-powered guns.

Police Regional Office-3 (PRO-3) director, Chief Supt. Rafael Rafanan, identified the suspects as Ramoncito Lat, 35, of barangay Sta. Rita, Olongapo City; Arman Catgillar, 36, of barangay Cataning, Balanga City; Victorino Alipio, 38, of barangay Bagong Silang, Balanga City; Jose Loreto, 52, of barangay Diwa, Pilar, Bataan; Jerson Abalos, 31, also of barangay Diwa, Pilar; and Raymond Santos, 30, of Concepcion, Marikina City.

Police seized from the suspects one M16 Baby armalite rifle, one Pietro Beretta 9mm pistol, a Llama Parabellium 9mm pistol, one Smith and Wesson .38 revolver, one Kenwood handheld radio and ammunition.

The Bataan Provincial Police Office, officer-in-charge Sr. Supt. Odelon Ramoneda raided the house of a certain Rebecca Perez in Gomez St. Balanga City late Sunday afternoon after an informant tipped-off the presence of the armed suspects inside the house, Rafanan said.

Reports said that four armed men alighted from a white Toyota Altis sedan with plate number XAW-829 and immediately entered the house of Perez.

After confirming the report, police immediately cordoned the house to arrest the suspects.

The suspects are now detained at the Balanga Provincial Police Office for violation of the election gun ban. (PNA)

PGMA casts vote in Lubao, Pampanga

LUBAO, Pamp, May 14 (PNA) -– President Gloria Macapagal Arroyo and her son Rep. Mikey Arroyo arrived here at about 8 Monday morning and cast their votes at Precinct 1-A at the Lubao Central Elementary School.

Upon arrival, the President queued behind at least five voters and waited for at least 10 minutes for her turn to register and fill up her ballots. Her son Mikey cast his vote ahead of her.

A big number of voters arrived at the polling place as early as 7 a.m., a few of them complaining about their difficulty of finding their names in the voters’ lists because they were not listed alphabetically. Many old voters who have died were found still in the lists of voters.

Almost simultaneously, gubernatorial aspirant Lilia G. Pineda cast her vote at nearby precinct No. 0448 at Concepcion Elementary School.

In a statement, Pineda, senior provincial board member, stated that she was “very confident” of winning in the mid-term elections. She is contesting reelectionist Mark T. Lapid and suspended Catholic priest Ed Panlilio of Betis, Guagua.

Voting in Pampanga remained peaceful and orderly as of late this morning with almost identical complaints that they have difficulty finding their names in the lists of voters.

Chief Supt. Ismael Rafanan, Central Luzon regional police director, reported that there had been no report of any untoward incident all over the region. Rafanan has established a monitoring center near his office in Camp Olivas on the conduct of the elections all over the region. (PNA)

Bulacan mayoralty candidate robbed of P6-M cash, jewelry

CAMP OLIVAS, Pampanga, May 14 (PNA) -– A mayoralty candidate was abducted Sunday evening by six unidentified armed men and took away some P6 million worth of jewelry and cash in Barangay Malimpangpang, San Ildefonso, Bulacan.

Reports reaching the office of Chief Supt. Ismael R. Rafanan, Police Regional Office-3 (PRO3) director, identified the victim as Renato Herrera, 61, of Villa Herrera Resort, Barangay San Vicente and a mayoralty candidate of San Miguel, Bulacan.

Herrera was on board a Hyundai Starex van (REH-771) together with Bito dela Cruz and driven by a certain Jaime Santos on their way home when their path was blocked by a van along Barangay Malimpangpang.

The suspects then forcibly took Herrera, including his P3 million cash and jewelry worth P3 million.

Herrera was later found by patrolling policemen in Barangay Sto. Cristo also in San Ildefonso. He was unconscious when found by policemen.

The Bulacan police are still conducting an investigation into the incident, Rafanan said. (PNA)

Pagdanganan's family private army busted

CALUMPIT, Bulacan, May 14 (PNA) — In the wee hours of election day, police troops neutralized the private army of the family of LAKAS-CMD gubernatorial bet Roberto “Obet: Pagdanganan that led to the arrest of his brother, a barangay captain here, and five armed companions in Barangay Palimbang here Sunday.

Hermie Pagdanganan, 50, village chief of Barangay Sto. Nino, and his armed companions were reportedly roaming Barangay Palimbang at around 1:30 am and were allegedly “terrorizing” supporters of re-electionist Mayor James de Jesus.

Police said Pagdanganan also confronted Palimbang village chief Alfredo Cruz and later whacked him with the butt of an Armalite rifle.

Cruz was brought to the Sta. Cruz hospital in Barangay Poblacion for treatment.

Upon learning of the incident, Mayor De Jesus reported the incident to the police and appealed on nationwide radio : “We're calling for help here in Calumpit which has become a no man's land because the private army of Pagdanganan are roaming free and terrorizing barrio captains and my supporters.”

Bulacan police acting director Asher Dolina sent a police response team from the 305th Provincial Mobile Group headed by Supt. Robert Quenery and the Calumpit police who then set up a checkpoint in the area.

The police team flagged down the suspects vehicle—a red Nissan Ultra Eagle pick-up (UPC-950) and green Nissan Ultra eagle pick up (CMC-946)—and seized several high powered firearms from Pagdanganan and his companions.

Dolina identified Pagdanganan’s armed companions as Ramon Robielos, 47, married, resident of Bgy. Mojon, Malolos City; Rodrigo Gonzales, 47, married, of Pag-asa St., Brgy. Taal, Bocaue; Antonio Sales, 48, driver, of Barangay Tarcan, Baliuag, P01 Michael Manalad, 25, single and P01 Lester Ledda, 25, married assigned at Regional Special Action Unit of the PNP-NCRPO.

Police seized from Pagdanganan and his group one baby Armalite, one 9mm pistol, two 12 gauge shotgun, three .45 caliber pistols and assorted types of ammunitions.

Mayor de Jesus questions the legality of Pagdanganan’s two police escorts saying it is quite intriguing why a non- candidate and a barangay captain of another village have two police escorts while roaming and sowing terror in Barangay Palimbang in the early hours of election day.

Police arrested Pagdanganan and his companions and are now detained at the provincial police headquarters at Camp Gen. Alejo Santos in Malolos City while charges ranging from illegal possession of firearms and ammunitions and breaking of the Omnibus election code (gun ban) are being readied against them.

Gov. Josie dela Cruz and KAMPI gubernatorial candidate Joselito “Jon-Jon” Mendoza condemned the sowing of terror by the Pagdanganans and their goons. They called on police authorities to increase police visibility and ensure the peaceful and orderly conduct of the election. (PNA)

Elections in Nueva Ecija was generally peaceful and orderly

NUEVA ECIJA, May 14 (PNA)—-The conduct of elections in this province was generally orderly and peaceful, police reports said Monday.

As the polling precincts closed at exactly at 3 p.m., there was no untoward election-related incident reported.

Excepts for some common hitches during elections, the election in this province was conducted smoothly and orderly.

“Overall the election was generally peaceful except for some minor complaints from the voters and we hope that the situation would continue to be better until the canvassing," Cabanatuan City Police Chief Eliseo Cruz said.

Among the problems that were noted are the discrepancies ranging from "double entries, unclear names and deceased voters are still in the list."

Some voters also had difficulty of finding their names in the voters’ master lists while others are reportedly having a hard time of looking for the polling precincts which they claimed were lack of any directions on how to get there.

“The election was orderly as compared to the previous ones. But still, we are on full alert knowing that the tensions are expected to heat up during the counting of votes,” Cruz said.

Nueva Ecija was one of the provinces placed under the control of the Commission on Election due to number of election-related violence that occurred during the campaign period. (PNA)

Four-hour brownout experienced in Bataan town

CAMP OLIVAS, Pampanga, May 14 (PNA) - A four-hour brownout was experienced in Morong, Bataan Monday after the transformer of the Peninsula Electric Cooperative (Pelco) exploded after being shot by unidentified gunmen.

Reports reaching the Regional Monitoring Elections Action Center (REMAC) said part of Barangay Poblacion, Morong town experienced the power outage around 4:10 a.m.

The report said the transformer was hurriedly replaced and power was back at 8 a.m.

Sr. Supt. Odelon Ramoneda, Bataan provincial police officer-in-charge, said he has dispatched a team of policemen to investigate and arrest the perpetrators.

Romonena said the electric cooperative assured the residents of Bataan that there will be no brown-out in the province.

Romenda said the electric cooperative has standby line crew on ready call 24 hours a day and standby transformer for immediate replacement of damaged ones. (PNA)

Two persons nabbed for carrying component in making explosives

OLONGAPO CITY, May 2 (PNA) — Joint operatives of Task Force Kable, Intelligence and Investigation Branch (IIB) and Olongapo City Police Office's (OCPO's) Station 1 nabbed two persons transporting components of making explosives in Barangay West Bajac-Bajac, this city, Monday evening.

Senior Supt. Angelito Pacia, OCPO director, identified the suspects as Ricky Bautista, 40, driver of tricycle plate no. RL-3395 with body no. Subic lll-020 and Merlita Nambayan, 37 of Barangay Alangan, Limay, Bataan.

A police report said the operatives led by Sr. Inspector Cesar Cabling and Inspector Orlando Reyes were conducting patrol in the area when they spotted Bautista’s tricycle at about 9 p.m.

When the lawmen checked the tricycle, they found three sacks of Potassium Nitrate (abono) weighing 75 kilos, 10 meters of detonating cord and three boxes containing 300 pieces of blasting caps.

The report said Nambayan tried to escape upon seeing the police.

But she was arrested later in a checkpoint in Barangay Cabalan on board a Victory Liner Bus.

Investigation showed the explosive components were bought from a certain Luisa Sanchez of Blumentrit, Manila.

It said these will be delivered to a still unidentified buyer in Subic town.

The suspects were locked at Police Station 1 detention cell facing charges for violation of Republic Act 8294 (illegal possession of explosives and the Commission on Elections gun ban. (PNA)

Two persons killed, 12 hurt in Nueva Ecija shooting between politicians' camps

CAMP OLIVAS, Pampanga, April 27 (PNA) - A candidate for councilor and a police officer were killed and 12 others were wounded in a shooting incident between the groups of former Mayor Antonio Esquivel of Jaen and Rep. Rodolfo Antonino (4th district, Nueva Ecija) in Barangay Dampulan, Jaen, Nueva Ecija, around 10 p.m. Thursday.

In his report to Chief Supt. Ismael R. Rafanan, Police Regional Office-3 (PRO3) director, Sr. Supt. Allen Bantolo, Nueva Ecija police director, identified the two fatalities as Rufino Galang, 54, of Barangay Langla, a candidate for municipal councilor of Jaen, and SPO1 Bobby Ferrer, a member of Jaen police.

The two died on the spot due to multiple gunshot wounds in the different parts of their body, said Rafanan.

Bantolo said those wounded and taken to various hospitals in Nueva Ecija were identified as Mark Lawrence Esquivel, candidate for vice mayor of Jaen; Conrado Reyes of Barangay Bartolome, Quezon City; Ireneo Yacho; Teofilo Mangunay; Patricio de Belen; SPO1 Noly Rey Perez of Barangay San Roque; SPO2 Elmer Bautista, a member of Cuyapo Police Station; PO2 Egbert Castillo, 31, of Cabanatuan City police force; PO1 Emerson Nagano, 35, of Gapan Police; Mark Anthony Esquivel; PO2 Nestor Ramos, 30, a member of San Antonio police station and PO1 Michael Valenzuela, a member of the Regional Mobile Group (RMG3).

Recovered from the scene of the crime were several spent shells for M-16, M14 armalite rifles, .45 caliber pistol and .9mm caliber pistol.

Rafanan said he ordered Bantolo to relieve all the PNP personnel of Jaen Police station, including the chief of police. They will be replaced by RMG3 personnel, he added.

Task Force Jaen, headed by Sr. Supt. Alfredro Caballes, deputy regional director for operations, has been created to conduct a thorough investigation on the shooting incident, according to Rafanan.

A sketchy report said Esquivel and Antonino's groups chanced upon each other at Barangay Dampulan and one of them heard a gun being cocked followed by a gun burst, triggering the shooting. (PNA)

7 "Maging Sino Ka man" crew hurt in road mishap

MALOLOS CITY, April 24 (PNA) - Seven production crew members of the ABS-CBN soap opera “Maging Sino Ka Man” were injured after their service vehicle rammed an 18 wheeler trailer truck along the Pulilan portion of the North Luzon Expressway Monday morning.

Chief Inspector Fernando Rivera, Pulilan police chief, identified those injured as Armando Salamat, Dominador Dominguez, Froilan Juanich, Almario Hizon, Nemnel Mosqueda, Maritess Martin and Manuel Maniquid.

Nars Gumatico, executive producer of the “Maging Sino Ka Man” teleserye, said the crew had just come from Calatagan, Batangas and were on their way to Guagua, Pampanga for a location shooting when the accident happened.

Police said the service vehicle was cruising along Kilometer 44 of the NLEX at around 8:30 am yesterday when it rammed the rear of a northbound trailer truck and then turned- turtle on the highway.

The victims were initially brought to the Bulacan Provincial hospital before three of them were transferred to the National Orthopedic Hospital and the Capitol Medical Center in Quezon City.

3 barangay officials slain in Nueva Ecija ambush

CAMP OLIVAS, Pampanga, April 24 (PNA) – A barangay captain, a councilman and a barangay secretary were killed in an ambush by four unidentified armed men along the Talugtug-Muñoz Road in Sitio Macatcatuit, Barangay Saverona, Talugtug town in Nueva Ecija early dawn Tuesday.

P/Insp. Danilo M. Cuevas, chief of the Talugtug Police Station, identified the victims as Barangay Captain Liberato Ramos y Gandia, 60 years old; Councilor Juanito Dona y de Gracia, 66, and Eusebio Jimenez Jr y de Gracia, barangay secretary, all married and all residents of Barangay Saverona.

Probers disclosed that prior to the incident, the victims joined the campaign meeting of Mayor Manto in Barangay Sampaloc. After the speech of Monta, Ramos and his companions decided to go home on board a barangay service patrol vehicle but upon reaching Sitio Macatcatuit in Barangay Saverona, four unidentified armed suspects waylaid the victims and riddled their vehicle with bullets.

After the burst of gunshots, the victims who suffered multiple gunshot wounds in the different parts of their bodies were found lifeless except for their companion Rizal P. de Gracia who luckily escaped death.

Recovered from the crime scene were 25 spent shells of M-16 rifle and two spent shells of cal. 45 revolver. Investigators have yet to established the motive of the killing. (PNA)

SBMA augments security force

SUBIC BAY FREEPORT, April 23 (PNA) - A total of 22 law enforcement officers of the Subic Bay Metropolitan Authority (SBMA) was detailed to the elite Special Weapons and Tactics (SWAT) after fulfilling the complete special trainings on SWAT Orientation Course here over the weekend.

The new assignments were officially announced by SBMA Administrator Armand C. Arreza, during the closing ceremony of the said training held at Building 8523, Upper Mau Camp, Cubi-Triboa District.

"You are now embracing a new mission in life with greater responsibilities as protectors of lives and properties in your area of concern," Arreza said in his message to the graduates.

He noted that the Subic Bay Freeport will be frequented by a great number of new investors and tourists as Korean shipbuilder Hanjin starts its operations, and the Subic-Clark-Tarlac Expressway (SCTEx) is completed in a matter of months.

"This is what the President has envisioned for the Freeport, to attract more investors and consequently create 150,000 jobs for the Filipinos by 2010. We want to ensure that the SBMA could respond to any threat in a matter of seconds," Arreza said.

"While the Subic Bay Freeport is still among the safest places in the country, we still have to be ready to respond to untoward incidents and emergency calls. We must be vigilant against anyone who might try to create disorder," he urged the graduates.

Aside from the specialized missions to carry on, the newly detailed operatives will also serve as a support group for the SBMA Law Enforcement Department (SBMA-LED), the Intelligence and Investigation Office (IIO) and the SBMA Emergency and Rescue Group.

Col. Jaime Calunsag, head of the SBMA Law Enforcement Department, described the tough trainings the graduates underwent. He explained that it started from their selection from their original branches namely, forest rangers, harbor patrols, intelligence officers and physical security officers.

The selected candidates were required to pass a series of rigid mental and physical trainings and examinations to ensure that only qualified recruits will be included in the team to provide speed, surprise and violence of action, he said.

SWAT instructors utilized a combination of modules they received from Israeli elite force Yamam, US Special Response Team and the Philippine National Police (PNP) SWAT and adopted them in the local settings.

The 22 trainees and their instructors led by SWAT officer-in-charge Capt. Mario Gabang and senior instructor Sgt. Edward Grueso stayed-in at the boot camp for 45 days mastering skills on pistol marksmanship, VIP Handling, Rappelling, Close Quarter Battle, and Night Navigation.

Outstanding trainees were namely Joseph Jimenez, Luisito Molina, Melanio Gruezo III; Most Physically Fit was named Marcelo Viernes. (PNA)

Bantay Bayan member slain in Tarlac

CAMP OLIVAS, Pampanga, April 23 (PNA) - A member of Bantay Bayan was gunned down by two men riding in tandem in a motorcycle in Barangay Matatalaib, Tarlac City, over the weekend.

Reports identified the fatality as Rodolfo Lapuz, 47, a member of Bantay Bayan of Sitio Mangga Dos, Barangay Matatalaib, Tarlac City.

The report said the victim was sitting in front of the barangay hall Saturday night when the gunmen shot him.

The victim sustained gunshot wounds in the chest and stomach and died on the spot.

The suspects fled toward the northward direction.

Police recovered four spent .9 mm. pistol shells at the scene of the shooting incident.

Investigation is ongoing to find out if the killing was election-related. (PNA)

Radyo ng Bayan reporter found dead in Nueva Ecija

CAMP OLIVAS, Pampanga, April 18 (PNA) -- Police said today they have found the body of a radio reporter along the national highway in Barangay Mapalad, Sta. Rosa, Nueva Ecija.

Chief Supt. Ismael R. Rafanan, Police Regional Office-3 (PRO3) director, said found was the body of Mark Anthony Palacios, 41, a resident of Guimba town and a radio reporter of Radio ng Bayan.

Palacios' body was found by residents of Barangay Mapalad who reported the incident to the Sta. Rosa Police Station.

Rafanan said Palacios could have been killed somewhere and dumped later into the said highway.

The victim sustained gunshot wound in the chin and had bruises in the body.

Rafanan ordered the Nueva Ecija provincial police to conduct immediately a thorough investigation on Palacios' killing.

“You should get the killer or killers of the victim within 24 hours at all costs,” Rafanan directed Sr. Supt. Allen Bantolo, Nueva Ecija police director.

Police found small amounts of money in the victim's coin purse and two empty cellphone pouches.

Rafanan said the motive of the killing has yet to be established. (PNA)

Lukban nets two more wanted felons

MALOLOS CITY, April 15 (PNA) - Criminals can run, but they can't hide in this historic capital city.

City police chief Supt. Manuel M. Lukban Jr., and his men bagged two wanted men, including the most wanted criminal in Western Samar, in a series of operation in Barangay San Juan and Sto. Rosario here.

Lukban identified the arrested suspects as Rudy Gualba y Llonto, 44, a native of Catbalongan, Samar who is wanted for cases of murder attempted murder and other crimes in Western Samar and Nino Vincent Rutaquio y Portelo, 26, of Poblacion Bantilan, Infanta, Quezon who was charged for the crime of attempted murder and violation of Section 11, Article II of Republic Act 9165 (Comprehensive Dangerous Drugs Act).

Armed with warrant of arrest, Lukban, together with SP01 Cantilip Ancheta and P02 Michael Silla, swooped down on the suspected hideout of Rutaquio in Barangay San Juan Friday night.

Aside from the attempted murder and drug cases, Rutaquio is a detention prisoner in Infanta, Quezon who escaped from detention on April 12, 2007, Lukban said.

Rutaquio went to Barangay San Juan in this city to hide but Infanta, Quezon policemen tipped off the Malolos city police on his possible whereabouts prompting Lukban, Ancheta and Sillas to conduct operation against him. He did not resist arrest when Lukban and his men collared him inside a house in Barangay San Juan.

Gualba, who is listed among the ten most wanted men in Western Samar, was caught by Lukban and his men in Barangay Sto. Rosario the following day.

He was arrested by virtue of a warrant of arrest issued by Judge Sibanah Usman of Samar Regional Trial Court for cases of murder and attempted murder.

Rustaquio and Gualba were both turned over to Infanta, Quezon and Samar policemen.

The two were the latest wanted persons that Lukban and his men netted in Malolos city.

“Hindi bakasyunan ng mga criminal ang Malolos. Wala silang lugar dito kundi kulungan,” Lukban said as he warned wanted persons to think twice in making Malolos as their choice of hideout.

Among the wanted felons that Lukban and his men arrested include Vicente Reyes, 52, wanted for two counts of rape and ranked as No.12 in the Bulacan police list of wanted persons.

Reyes is the fourth most wanted person that Lukban and his men arrested since October 2006.

The other three most wanted persons — Molindo Espique, Rolando Robles and Fidel Robles — were wanted for string of murder cases and were bagged one by one by Lukban and his men in a series of successful sleuthing and stake out operations last year.

Mayor Danilo Domingo commended Lukban and his men for the latest arrest of the wanted criminals saying that the city is again safe from dangerous criminals because of the vigilance and competence of its police force.

Domingo, who is a lawyer, said that these wanted persons were armed and dangerous and it is prudent upon for city officials to see to it that these criminals are captured and placed behind bars.

“We don't want them in our city. The only place for them here is behind bars,” Domingo said. (PNA)

Bulacan poll bets sign peace covenant

MALOLOS CITY, April 14 (PNA) — Police officials here believe that the coming elections in the province will be peaceful as candidates for top positions signed a peace covenant at the historic Basilica Minore of Malolos (Formerly the Malolos Cathedral) here Saturday night.

The peace covenant among candidates was initiated by the Parish Pastoral Council for Responsible Voting (PPCRV), in coordination with the Bulacan Police Provincial Offioce and the Provincial Commission on Elections office.

Bulacan acting police director Sr. Supt. Asher Dolina said majority of the candidates for governor, vice governor, provincial board and house representatives in the province 5 congressional districts, showed up and signed a manifesto for a Clean Honest Accurate Meaningful Peaceful election.

“Positive ang turnout para sa peace covenant. Susunod naman ang mga kandidato sa mga bayan at siyudad para sa mayor, vice mayor at mga konsehal,” Dolina said.

Holding lighted candles and their head vowed, the candidates solemnly took their pledges before Bishop Jose F. Oliveros. It was witnessed by Bulacan Comelec officer Gregorio Larrizabal, Dolina and Malolos City police chief Supt. Manuel M. Lukban Jr.

After the signing the candidates shook hands with their rivals in the coming political contest, a gesture that could indicate the conduct of a peaceful and orderly election in Bulacan. (PNA)

Shabu Lab Busted in Bulacan

MALOLOS CITY, April 3 (PNA) — Another clandestine shabu laboratory was discovered and busted by agents of the Philippine Drug Enforcement Agencuy (PDEA) in Barangay Capihan, San Rafael town Tuesday morning.

PDEA director Dionisio Santiago said the clandestine laboratory was found inside a warehouse reportedly owned by a police officer.

He, however, did not give further details on the identity of the suspects since an investigation is still underway.

Santiago said the shabu laboratory can manufacture three kilos of shabu per hour.

Equipment and chemicals used in the manufacture of the prohibited substance were also seized, the PDEA said.

The shabu laboratory was the first to be raided in Bulacan this year. In December last year, PDEA operatives busted the biggest drug syndicate in Asia with 16 Chinese and two Filipinos arrested in Manila and China and discovered a high-tech shabu laboratory inside a compound in Barangay Caniogan here.

The laboratory was housed in a two-story building inside the compound allegedly owned by a Bulacan prosecutor. (PNA)
