AUGUSTProvincial Monday, August 22, 2008 WOMEN POLICE GRADUATED THE SWAT TRAINING COURSE
Camp Dangwa, Benguet: The culminating activity of the Special Weapons and Tactics (SWAT) Course was held on August 20, 2008 at the Conference Room of Baguio City Police Office with Honorable Mayor, Reynaldo Bautista as the Guest of Honor and Speaker. The training was attended by seventeen female PNP personnel led by PSINSP GEMMA BRAGANZA, the Chief of the Female SWAT Section, BCPO. The SWAT training is in line with the directive of the Regional Director, PCSUPT EUGENE G MARTIN to create a female SWAT team as a support component to the SWAT Unit of BCPO composed of all male personnel in addressing the special threats with in the City. On July 1, 2008, the opening of the course was administered by the Baguio City Police Office with the support of the Baguio Local Government as a realization in the creation of a female SWAT team. It was spearheaded by the Course Director PSUPT ALLAN G CAMPOS at the training venue of the West Point outdoor firing range along the Palispis-Aspiras Highway in Badiwan Tuba, Benguet, and at the former Diplomat Hotel grounds on Dominican Hill, Baguio City. After almost two months of rigid training that includes rappelling, sniping, tactical maneuvers, and assault exercises, the female participants concluded the course successfully and are now ready to face another facet of challenges in their police career.

On the same day, PSSUPT NOEL V MANABAT AND PSSUPT ALEXANDER A PUMECHA, PROVINCIAL DIRECTOR of ABRA PPO conducted a dialogue with the LGUs headed by Brgy Captain Henry Sagud; SB member Mr Rey Tande and the community residents regarding their concerns and problems affecting their locality. They also solicited the community support on the project proposal to construct police stations in their areas for a better and efficient delivery of police services for a peaceful community that will eventually lead to more improvements and development. APRILProvincial Thursday, April 17, 2008 PROCOR satisfied with performance of police field offices CAMP DANGWA, Benguet, April 17 (PNA) -- The Police Regional Office Cordillera (PROCOR) Thursday said it is satisfied with the performance of its various offices and units in the area with the overall result of sustained peace and order in the region. Police Superintendent Arni Dean Emock, public information officer of the PROCOR, said that due to the collective efforts of the Philippine National Police (PNP) offices and units in the area, there has been no organized criminal syndicate that has caused a major problem to the local communities. Also, the police official lauded the recent arrest of a robbery suspect in Baguio City. The suspect was tagged as the city's public enemy No. 3 due to two pending robbery cases filed against him. Emock said the suspect was arrested on the strength of two warrants of arrest issued by two branches of the Regional Trial Court (RTC) in Baguio City. His name was withheld. Emock said the crime solution efficiency of the various offices in the region shows the ideal relationship between the police and community as witnesses help the pillars of justice in the arrest of persons charged with crimes. Even with the recent spate of violence, Abra has remained generally peaceful with some arrest of persons allegedly committing petty crimes. Despite the remaining problem of insurgency within “pocket areas” or few far-flung communities within the boundaries of provinces, “our peace and order is not so much affected by the few remnants of the insurgency,” he said. Senior Police Officer 3 Virgilio Hidalgo, one of the trainors said the knowledge of the bank officials is “very important to prevent bank robberies, and in the worst case, to suppress and arrest and bank robbers.” He said the training is part of the on-going O-plan Summer Vacation (SUMVAC) which has been observed here for the past 30 years to give ample protection and assistance to the thousands of visitors coming here for summer vacation. Records show that so far, only one bank robbery was committed in this city over the past several years. It has been noted that thousands of visitors continue to arrive here since Palm Sunday, not only for the Holy Week but for their summer break. Police Inspector Willy Sagmayo, station commander within downtown Baguio, issued the warning after his operatives arrested a six-woman group from southern Tagalog province being suspected as members of an organized syndicate. The suspects are now being investigated by the members of the Baguio Prosecutor's Office. Sagmayo said that the police force here have already heightened their vigilance to fully protect visitors and ensure their safety. (PNA) DCT/FFC/AAG/mec FEBRUARYProvincial News, Friday, February 15, 2008 Baguio's national police award due to people's support--Guevarra BAGUIO CITY, Feb. 14 (PNA)-- The city director of the Baguio City Police Office (BCPO) on Thursday said that the office's having received twice the national award as 'The best city police station in the Philippines" should be credited mostly to the support of the people of Baguio.” Police Senior Superintendent Moises Guevarra said that the efficiency of his officers and men was greatly complemented by the city government's full support, especially in terms of equipment and logistics ” Recently, the BCPO was adjudged the “2007 Best City Police Office” during ceremonies at Camp Crame in Quezon City. Baguio's police force first got the award in 1996. Although an urban area, the average monthly volume of crimes, both index and non-index do not go beyond 300, accentuated by the fact that the BCPO operatives consistently registered a high 92 percent crime solution efficiency. Through the years, the BCPO's most remembered accomplishments were its yearly regional and national awards under the police-community relations category. The ideal people-police relationships dates back in the early 1980's when the “Neighborhood Watch” or where the people directly helped the police in peace-keeping operations was pilot-tested. (PNA) LOR/AAG/mec Provincial News, Thursday, February 07, 2008 Communities aid police to seize several marijuana bricks in Bontoc CAMP DANGWA, Benguet, Feb. 7 (PNA) -- Communities in Bontoc, Mountain Province had helped the police seize recently at a checkpoint a total 772 bricks of dried marijuana leaves with street value of P772,000. This was the report of Mountain Province provincial chief P/Superintendent Pedro Ganir to the police regional command based here. Police Superintendent Arni Dean Emock, PROCOR regional information officer said the team of Philippine Anti-Drug Enforcement Agency (PDEA) Cordillera office of the Philippine National Police (PNP) led the marijuana seizure. Emock said this is one of the vast accomplishments of the PDEA in the area. PDEA also raided a marijuana plantation of Kibungan, Benguet and arrested four suspects in the sale and possession of prohibited drugs. He said that all PNP units in the area are now succeeding in the eradication of possible sources of marijuana, that are being transported to other areas like Metro Manila. The police official said these are being done with the valuable information supplied by concerned residents. Last year, Baguio City Police Office (BCPO) and several PNP units in the region were cited as outstanding, especially on police-community relations. BCPO has consistently bagged awards with its success in the community oriented policing system (COPS). With the trend of success of anti-drug operations in the region, Emock said more areas here will be free from illegal drugs. (PNA) LOR/FFC/AAG/cbc Provincial News, Wednesday, February 06, 2008 PDEA, PNP destroy P111.4-M marijuana plantation in Benguet CAMP DANGWA, Benguet, Feb. 5 (PNA) -- The Philippine Drug Enforcement Authority (PDEA) and other police offices in Benguet and La Union provinces recently conducted a three-day raid on more than seven hectares of marijuana plantations in Kibungan, Benguet and destroyed marijuana worth more than P111.4 million. This was learned from Police Supt. Arni Dean Emock, public information officer of the Police Regional Office Cordillera (PROCOR). He said the raiding team failed, however, to arrest any suspected cultivator. The said marijuana plantations were hidden in areas, where the terrain are rugged, with steep mountainsides and ravines. ”Our relentless campaign against marijuana plantations is part of our objective to eliminate all sources of prohibited drugs in the region,” Emock said. He was optimistic the campaign would be a success because of the help from local communities. (PNA) LAP/FFC/AAG/utb Provincial News, Friday, February 01, 2008 Three hurt in vehicular mishap along Kennon Road CAMP DANGWA, Benguet, Feb. 1 (PNA) -- Rescue volunteers in Baguio City brought Thursday three victims of a “vehicular smash-up” along Kennon Road, Klondyes area, Tuba, Benguet to two hospitals, the Police Regional Office Cordillera (PROCOR) reported Friday. The police said the victims, whose identities were withheld, were provided with prompt treatment at the hospitals. Police Superintendent Arni Dean Emock, PROCOR public information officer, said two of the victims were treated at the Baguio General Hospital and Medical Center while one was rushed at the Sacred Heart Hospital. The Tuba Police Office reported that all the victims are now in stable condition and will be discharged from the hospitals. The police is still investigating the cause of the accident between a mini-truck and two vans, which all sustained major damages. With this recent accident, the police advised motorists to always take extra precautions, particularly in the mountain terrains. Baguio City Police Office (BCPO) director senior superintendent Moises Guevarra said the misdeeds of some individuals may hamper their effort to save lives and properties. ”Our program aims at improving our police response. Let us all use it properly. I know that when one makes use of our text program, they do it for the good of the community to save lives and properties," Guevarra said. Under the innovative program, Guevarra said police authorities were able to make series of arrests of cellphone thieves, protect business establishments from fire and send rescuers in the emergency situations like accidents. "The pranksters should be warned. Once they are identified, they shall be answerable for their misdeed in accordance with due process of law,” Guevarra said. (PNA) DCT/JFM/AAG/cbc Provincial News, Friday, January 18, 2008 PNP-CAR destroys P189-M prohibited drugs in 2007 CAMP DANGWA, Benguet, Jan. 17 (PNA) -- The police and other law enforcers in the Cordillera region in northern Luzon destroyed P189 million worth of prohibited drugs, mainly marijuana, according to the Police Regional Office Cordillera (PROCOR). Police Superintendent Arnie Dean Emock, PROCOR public information officer, said the marijuana plants, seedlings and “hashish” or a derivative from dried marijuana leaves were confiscated during raids conducted on plantation areas, drug buy bust operations and inspection on checkpoints. ”We even uprooted some 200 poppy plants, a potent source of coccaine in Benguet worth some P500,000. The cultivator claimed that she just planted them not knowing that they are prohibited plants. The seeds allegedly came from abroad. They were planted at roadside and passers-by loved the sight of the flowers but like the cultivator they did not know they were poppies. It was only known later through trained members of the law enforcers,” Emock said. He said that the raids of the marijuana plantations were done through civilians, who gave vital information regarding the planting. These civilians are now helping the police eradicate all sources of harmful drugs like marijuana in the region, the official said. Thursday, January 17, 2008 CAMP DANGWA, Benguet, Jan. 17 (PNA) -- The Police Regional Office of the Cordillera (PROCOR) has committed to solve illegal drugs problem in 86 barangays in the region this year to free them from the menace, which has been destroying lives, particularly the youth. According to Police Superintendent Arnie Dean Emock, PROCOR public information officer, the police cleared nine barangays in the region from the influence of drugs by eliminating all possible sources of prohibited drugs, placing drug addicts under rehabilitation and rounding up all known drug pushers and couriers in these areas. He said that out of some 300 suspected drug couriers or pushers, 25 were “neutralized” or died in shootouts with lawmen or arrested and now jailed while their respective cases are being heard in courts. ”This year, we are keeping close watch on 236 known drug personalities or suspected couriers and marijuana cultivators. We have to act in accordance with law in order to avoid any human rights violations later. We have to go after these personalities legally, either through duly-issued warrants of arrest or during the suspects' actual commitment of crimes or through entrapment operations,” he said. Emock however said that due to some procedural technicalities, some arrested suspected drug couriers were acquitted by some courts. ”Their acquittal will not discourage us to do our job if only to protect the citizens and visitors, especially the youth from the menace of illegal drugs,” he said. Thursday, January 17, 2008 CAMP DANGWA, Benguet, Jan. 17 (PNA) -- The public information officer of the Police Regional Office Cordillera (PROCOR) on Thursday said the office has earmarked some P46 million this year for more infrastructure projects for the various police offices in Baguio City and Abra, Benguet, Mountain Province, Kalinga, Apayao and Ifugao provinces. Police Superintendent Arnie Dean Emock said the priority projects, include the improvement of the perimeter fence of the PROCOR regional command and Benguet PNP provincial command, various police offices, and the construction of more community police action centers (COMPACs). Earlier, Police Chief Superintendent Eugene Martin, PROCOR regional director, said that among the COMPACs priority areas those within the tourism sites in Ifugao and Kalinga, like the Banaue rice terraces and rivers for white water rafting. The scenic site of Battad, Banaue, Ifugao, which offers the best view of the famous rice terraces, will be among those in the priority list for COMPACs. The center is always manned by policemen and volunteers, ready to respond to the needs of visitors and residents. Emock said that the amount will also be used to purchase more equipment for police use. Province BAGUIO CITY, Jan. 15 (PNA) -- The Intensity 5 earthquake Sunday night with epicenter in Pidigan, Abra had caused damage to at least 20 rice granaries and two school buildings in nearby Sadanga, Mountain Province, according to a belated report of the Office of Civil Defense (OCD) here. Jojo Valera, administrative and planning officer of the OCD based here, said that field reports from Mountain Province indicated that the damages were not immediately reported as the stricken area is somewhere in Betwagan barangay, a far-flung and mountainous village. Sadanga town is some 360 kilometers northwest of Manila. No person was reported hurt in the earthquake which affected the Cordillera region in northern Luzon due to the movement of the Manila trench. According to Valera, their field workers are still assessing the extent of damages. He, however, said that the damages were described only as “multiple cracks” and could be minimal. (PNA) LAP/FFC/AAG/utb Provincial News, Thursday, January 10, 2008 Gen.Razon effective in eradicating extortion against Benguet vegetable traders LA TRINIDAD, Benguet, Jan. 9 (PNA)--Provincial officials and vegetable dealers of Benguet Wednesday praised the leadership of Director General Avelino Razon of the Philippine National Police (PNP)for effectively stopped the extortion activities being committed against vegetable haulers from this farming town to Manila. Benguet provincial governor Nestor Fongwan said that before Christmas period last year, he and other farmer dealers had to personally request Razon to check on the extortion against the truckers allegedly by policemen. ”Since having that conference with General Razon, my office was no longer pestered with complaints from our vegetable trackers of extortion or "kotong" local parlance. "This is an indication that the general had already adequately acted on the matter,” he said. Fongwan revealed that extortion activities had greatly affected the farmer's income. ”This time, the farmers are happy with their increased net income. Soon they will realize that the vegetable industry is not only a multi-million peso industry but also a dollar-earning industry of Benguet, like our excellent mining industry,” he said.
