JULYProvincial News, Thursday, July 17, 2008 Communist terrorists attack Southern Mindanao jail BUTUAN CITY, July 17 (PNA) -- Unidentified armed men believed to be communist-New People’s Army (NPA) guerillas fired 40mm rockets and M203 toward the Sarangani Provincial Jail Wednesday night but there was no report of injuries, sketchy reports reaching the command and tactical operation center of the Armed Forces of the Philippines (AFP) here. Maj. Armand Rico, regional Army spokesman said Maj. Gen. Armando “Mandy” L. Cunanan, area command chief of the AFP’s Eastern Mindanao Command (EastMincom) already ordered Maj. Gen. Raymundo Ferrer, commanding general of the Army’s Central Mindanao 6th Infantry Division to secure the provincial jail and neighboring areas per request of the provincial government. “Speculations is that it was believed intended to spring and NPA personality jailed thereat,” claimed Maj. Rico. The attack of the provincial jail in Baluntay area, Alabel town, Sarangani province occurred at 9:40 in the evening. A report stated an unidentified group fired 40mm rockets and M203 in Sarangani Provincial Jail while the prisoners were asleep. No one was reported hurt. Upon receiving the report, joint task force from AFP’s JTFG backed by two armored vehicles with combat troops from DRC and RMG immediately responded to crime scene. However, upon arrival, the threat was no longer present. Two squads with two armored vehicles from the 1002nd Infantry Brigade and 2nd LAB, including 102nd DRC from nearby Malapatan area, also responded and conducted checkpoint. As this develop, forces from 1002nd Infantry Brigade continue securing the area while the Central Mindanao Police Regional Office and Sarangani police command are still conducting thorough investigation on the incident. (PNA) JUNEProvincial News, Thursday, June 12, 2008 Chief Supt. Jaime E. Milla, regional director of Northeastern Mindanao Police Regional Office 13 (PRO 13) based in Camp Rafael C. Rodriguez here, identified the suspect as Fatima Batundian, a resident of Marawi City. Milla said the suspect has a pending arrest warrant for illegal drugs issued by Judge Godofredo Abul Jr. of the 10th Judicial Region of the Butuan City Regional Trial Court. A bail of P200,000 had been set for her temporary liberty. (PNA) MAYProvincial News, Friday, May 29, 2008 9 die, 11 injured as mini bus fall into ravine in Surigao del Sur Caraga Police Regional Director Chief Supt. Jaime Eloreta-Milla said the passenger mini bus bearing the name “Norman Dee”, with plate number GTH-139, was seen speeding in the highway when it suddenly lost brakes and ran wayward into the left portion of the road which leads to a deep ravine. Milla added eleven others were injury from the accident. The report identified the casualties as Fausto Quezada Y Malinao, Helinita Montilla and 10 year old daughter Helinita, Bellaza Casagda, Julieto Soriano, Juamar Ronquillo, 4 yrs old, one year old Juan Llamas, and the two unidentified casualties who were brought home by their relatives in Barangay Baculin, Hinatuan, Surigao del Sur. The report did not indicate where the casualties were brought for medical treatment. The accident is considered as the worst in Caraga Region so far this year, which is notorious for anti-overloading in public utility vehicles plying national highways and provincial roads.(PNA) APRILProvincial News, Friday, April 25, 2008 Cops seized NPA grenades in Surigao del Norte BUTUAN CITY, April 25 (PNA) -– Operating police force in Surigao del Norte seized a traveling bag containing rifle grenades believed to be owned by running New People’s Army (NPA) guerillas in Barangay Tinogpahan, Sison town, Surigao del Norte, sketchy reports reaching the regional command and tactical operation center of Northeastern Mindanao Police Regional Office 13 (PRO 13) at Camp Rafael C. Rodriguez on Friday stated. The war materials were seized during small-scale combat operation jointly conducted by the Sison police station and provincial police mobile force in Tinogpahan area. A flash report received by Chief Supt. Jaime Milla, regional director of PRO 13, also stated elements of Surigao del Norte police force, along with regional police mobile force and combat maneuvering battalion of 402nd Infantry (Stingers) Brigade are still conducting pursuit operation to the suspected fleeing communist insurgents. The seized bag containing rifle grenades were believed hurriedly left behind when operating troops arrived in the area, reported Surigao del Norte police director Senior Supt. Antonio B. Paguirigan. The discovery of the said war materials occurred at 3 o’clock early in the morning along the side of the barangay road, police report said. Chief Supt. Milla ordered Senior Supt. Paguirigan to coordinate with the Army for the capture of the running communist insurgents and legal action. The capture of the said war materials preempted the plan terroristic attack of NPA rebels in the area, particularly government installations, declassified intelligence report added. Meanwhile, newly installed AFP’s Northeastern, Northern Mindanao Fourth Infantry (Diamond) Division chief Brig. Gen. Ricardo David on Friday ordered all field unit commanders to closely coordinate with the PNP for a join combat and legal battle against communist insurgents in their respective areas of jurisdictions. (PNA) MARCHProvincial News, Monday, March 31, 2008 BUTUAN CITY, March 30 (PNA) –- A cargo truck loaded with an estimated volume of 10,000 board feet illegally-cut flitches was intercepted by patrolling police regional mobile force along the Diosdado Macapagal bridge at Barangay San Vicente, this city. Senior Inspector Nelly T. Villagarcia, regional police spokeswoman of Northeastern Mindanao Police Regional Office 13 (PRO 13), said the white Isuzu Forward cargo truck with plate no. GSM-596, loaded with the alleged undocumented illegally-cut forest products worth P180,000 were immediately brought to regional police headquarters at Camp Rafael C. Rodriguez here proper disposition. The driver of the said truck and three other persons, whose identities were temporarily withheld for further questioning were also brought at 14th Regional Mobile Group headquarters for proper documentation and filing of appropriate charges in court. She said the incident will be investigated to know if there's involvement of policeman or personnel from other government agencies. A PRO 13 statement said the command vowed no let-up against erring members of the police force involved in illegal activities. “Police personnel are often exposed to situations where abuse of authority and criminal misconduct can be committed especially for personal gain. It is not enough that PNP personnel involved in illegal and criminal activity be separated from the police service; they must also be punished for their crime just like ordinary criminals,” it added. (PNA) LGI/MUC/rsm FEBRUARYProvincial News, Tuesday, February 19, 2008 Sawmill manager held, illegal lumber, firearm seized in Agusan BUTUAN CITY, Feb. 18 (PNA) -– The anti-illegal logging task force of the Department of Environment and Natural Resources (DENR) and Philippine National Police (PNP) on Monday seized at least 1,756.18 board feet of illegally-sawn lumber from a sawmill in Barangay Poblacion, Prosperidad, town, Agusan del Sur province, says a flash report received by the Police Regional Office 13 (RO 13) here. Quoting a spot report to Chief Supt. Jaime Milla, chief of Police Regional Office 13 (PRO-13), Senior Inspector Nelly T. Vaillagarcia, regional spokeswoman, said that the sawmill manager was held and booked for carrying undocumented firearm and ammunitions. The identity of the arrested sawmill manager is being temporarily withheld pending investigation and the filing of appropriate criminal charges. Initial report show that the joint elements of forest rangers manning the Sta. Irene DENR Patrol Base and Prosperidad police station operated against illegal logging in the area, particularly the unlicensed sawmills. The operation resulted in the arrest a the sawmill manager who allowed sawing operations without any permit from the DENR. During the investigation, the investigators noticed that the suspect was carrying a .45 caliber pistol (with live ammunitions) tacked to his waist and when confronted, could not present any document permitting him to posses, muchless, carry a handgun. Several illegally-sawn lumbers, flitches and assorted logs of various species were also seized from the illegal sawmill, Senior Inspector Villagarcia said. The suspect was immediately brought to Prosperidad police station for further investigation, while the confiscated forest products were deposited to the Prosperidad Municipal Environment Office. At presstime, charges of violation of Presidential Decree No. 705 and for illegal possion of firearms and ammunitions is being prepared against the suspects, Villagarcia said. She further said that Chief Supt. Jaime Milla, regional director of PRO 13 already ordered Prosperidad police personnel to assist the DENR in securing the seized forest products. RODRIGUEZ, Butuan City, Jan. 30 (PNA) – A skipper and 27 other crew members of M/V Free Star were rescued after the cargo vessel sank off Surigao del Sur Sea around the vicinity of Tandag City after it was battered by strong winds and big waves Sunday evening. A belated report reaching the regional command and operation center of Northeastern Mindanao Police Regional Office 13 (PRO 13) identified those rescued as Skipper Arturo Abala; Engr. Celestino Calugcogan; Engr. Joel Tiguman; Engr. Ronald Jore; Engr. Luis Niones; Engr. Wilfredo Wenceslao; Yonson Robinson; Delio Salabsab; Ben Macalalag; Jason Casiano; Ramel Gumandoy; Felipe Manico; Rodgenio Mallare; Mario Barbero; Dunhill Estorba; Albert Miras; Marko Rolando Gabriel Baluya; Buson Ansari Hashim; Raffie Jhon Galulan; Fernando Glor; Roldan Dinopol; Christopher Dongson; Jonas Virador; Antonio Suarez; Rey Anthony Iresary; Julito Perez; Ernesto Balleno; and Juliza Flores. Villagarcia reported that the M/V Free Star and crew members were already declared safe. Chief Supt. Jaime Milla, regional director of PRO 13, quoting a spot report, said M/V Free Star was carrying at least 838 crates of plywood when it encountered strong winds and big waves at sea off Barangay Bungtod, Tandag City at 10 p.m. on Sunday. A report from Tandag City Police City also stated the cargo vessel was enroute to Legaspi City in Albay province from Baganga, Davao Oriental when the incident took place. The vessel reportedly started to submerge between Limongao and Mangcagani Islands, forcing Skipper Abala to order his crew members to unload a total of 36 crates of plywood to lighten the vessel that was starting to submerge. Fishermen nearby who were witnessing the incident came to the rescue of the crew members who took them to a nearby islet in Tandag. All the crew members of the vessel, including the skipper, were rescued while the cargo ship is scheduled to be pulled up and towed by its sister ship after some security measures had been undertaken, the PRO 13 said. RODRIGUEZ, Butuan City, Jan. 27 (PNA) – Two construction workers were electrocuted while another worker was injured when they hit a live wire at a construction site at Montilla Boulevard, this city, over the weekend, a spot report reaching the command and operation center of Northeastern Mindanao Police Regional Office 13 (PRO 13) on Sunday here stated. Senior Supt. Admirante Josue, city director of Butuan Police City Office (BPCO) told the PRO 13 regional command that the incident happened during the ground operation and building construction at downtown area here. He said the two construction workers accidentally hit a live wire that killed them instantly. Senior Supt. Josue, identified the two fatalities as Paul Edward Somera, 23, and Arnold Rosales, 20, both of 6th St., Village 2, Baranagay Libertad, this city. Accordingly, Somera and Rosales died on the spot. The other construction worker, identified as certain Maximo Avila, 44, who tried to rescue his co-workers, was also injured. The injured worker who is from Maharlika Ma-a, Davao City, was immediately brought to Butuan City MJ Santos Hospital and Medical Clinic for medical treatment. Initial investigation disclosed that the victims were lifting to the 4th floor of Philmen’s Credit an eleven meter GI sheet when accidentally the tip of the sheet hit the main live electric line of Agusan del Norte Electric Cooperative (ANECO) that caused them to be electrocuted at 9:30 in the morning. As this developed, immediate kin of the victims asked financial assistance to their employer. The employer of the victims promised to take care of all burial and hospital expenses, it was learned.
