He died while being treated at the Gat. Andres Bonifacio Hospital due to a stab wound in the body. Lawmen are looking for the assailant with aliases “Mata” and “Matet,” between 30 and 35 years-old. Detective Edgardo Ko, of the Manila Police District (MPD)-homicide section, said the incident occurred at 11:30 p.m. at the breakwater, Happy Land, Brgy. 105, Tondo. Police said the victim was walking to look for garbage when he crossed path with the suspect who was walking waywardly. The victim stared at him and the suspect got angry at him. The suspect even shouted “Si Mata may sinaksak (Mata stabbed someone).”
The suspect stabbed the victim. Although wounded, the victim managed to run to the barangay hall where he sought help. Barangay kagawad, Ricardo Flores, rushed him to the hospital where he died. General Barias’ directive came in the light of the spiraling cost of food that adds up to the burden of the already poverty stricken public, which he said must be mitigated accordingly. Barias this morning met with leaders of Alliance of Concerned Truck Owners and Organization (ACTOO), including representatives of “viajeros”—vegetable, meat and fish dealers, truckers and food haulers to strengthen the cooperation between the group and the PNP to better address the problem on extortionists that causes delays in food distribution. Barias said the NCRPO launched its new hotlines that these food suppliers can use to channel their complaints on police erring personnel who are mulcting or victimizing “viajeros”. Barias said the new NCRPO hotlines for food suppliers are 0929-294-2222 and 0929-24-3333. He added that any policemen who will be reported through these hotlines will be dealt accordingly. PNP-NCRPO spokesman, Police Superintendent Rhodel Sermonia, said that extortion activities done by erring cops and other similar traffic enforcement units contribute a lot to the delay and shortage of food supply in Metro Manila, which adds up to the burden being carried by the public in the wake of the spiraling prices of important commodities. Sermonia urged the food supply sector not to remain mum on the activities of traffic enforcement units victimizing “viajeros” and to come forward and air their complaints, which the PNP will act upon immediately. AUTHORITY: POLICE DIRECTOR GEARY L BARIAS Barias meets transport sector’s leaders to improve mass transport services and cushion the impact of oil price hike National Capital Region Police Office (NCRPO) chief, Police Director Geary L Barias this morning met with leaders of the transport industry to formulate a strategic program that will help cushion the impact of the rising prices of petroleum products and at the same time enhance the patronage of the public on the mass transport system by ensuring their safety. General Barias met the Integrated Metro Bus Operators Association (IMBOA) president Claire dela Fuente and other transport operators and drivers associations and the representatives from the Land Transportation Franchising and Regulatory Board (LTFRB) to forge a plan that will encourage the public to enhance their reliance on the public transport services instead of using their private vehicles on their way to work, school and other day to day appointments. Barias in the forum at the Club Filipino in Greenhills, San Juan said the program partly aims to support the government’s campaign for the reduction of oil consumption of private motorists while at the same time help ease the transport industry of the high cost of fuel. Barias said, the PNP in NCRPO will take more efforts to conduct stringent measures to curtail street crimes in order to further enhance the confidence of the riding public on the safety of the mass transport system. PNP-NCRPO spokesman, PSUPT Rhodel Sermonia said, to discourage the movement of criminals that prey on unsuspecting commuters, the PNP will maximize deployment of policemen in all MRT-LRT stations, in all bus terminals and other passenger holding areas in a 24-hour, seven days a week basis. Sermonia said, aside from the regular augmentation of personnel and mobile patrols for police visibility purposes on major thoroughfares, the PNP will also deploy additional detectives and at the same time field spotters to detect movement of criminals especially robbery holdup groups. Random stop and board checkpoints will be established also to discourage would be armed robbers from carrying out their activities inside bus and passenger jeepneys while coordination between jeepney and bus drivers and conductors will be established in using "emergency signals" that will let the patrolling policemen know that they need immediate police assistance.

Barias’ all-out campaign against crime intensifies in Metro A day after three rob suspects were killed in a shootout in Mandaluyong City, another robbery holdup suspect from Caloocan City was killed while two of his companions were arrested as police operatives in the National Capital Region Police Office (NCRPO) press its all-out-war against crime groups in Metro Manila. NCRPO chief, Police Director Geary L Barias said the public can expect a marked improvement in the PNP’s campaign to vanquish all syndicated crime groups in Metro Manila with crime groups falling one by one in the hands of the authorities with each passing day. Last robbery group to fall was the group of Marlon Cunanan, 24, Jolito Magnaye, 23, and Gerardo Josue, 23, all from Caloocan City who stage a robbery on a passenger jeep around 1:30 AM today along Rizal Avenue Extension, Caloocan City. Barias said, the suspects who pretended as passengers boarded a jeep (PXY-960) driven by Leo Gabriano around 1:30 this morning between 2nd and 3rd Avenue in Caloocan City. Armed with handguns and knives, the suspects through threats and intimidation forcibly took from the passengers John Velasco, 34; Cecilia Pe, 28; Arnold Almonte, 31; Steve Garcia, 32; Richard Benesisto, 22; and Joan Villaverde, 22, their belongings before they scampered. The victims yelled for help after the suspects fled, which caught the attention of police officers doing night watch patrol on Rizal Avenue. Responding policemen chased the robbers but suspect Josue entered a nearly Victory Hotel and held roomboy Jason Delorino a hostage with the use of a stainless kitchen knife. At this stage, PO2 Allan Tolentino in order to prevent Josue from stabbing Delorino deemed it proper to shoot the suspect using his service firearm, a 9mm caliber pistol. Suspect Josue sustained a gunshot wound at the left portion of his body and died on the spot. Suspects Cunanan and Magnaye were arrested after the brief chase. Police confiscated from them a 38 caliber revolver, and two kitchen knives including the one that Josue used when he held Delorino. Only the belongings of victim Pe were recovered while those from the others were not recovered and were possibly passed on to the other cohorts of the suspects who eluded arrest. Police are tracking-down the other suspects for their immediate arrests. National News, Wednesday, June 25, 2008 1 killed, 1 injured in 81 mm mortar explosion in Mandaluyong MANILA, June 24 (PNA) -- A bystander was killed after an accidental explosion of a mortar Tuesday morning while another victim who tried to salvage metal from the said ammunition is still fighting for his life in Mandaluyong. Lawrence Garcia, 31, of 897 MRR Track, Barangay Barangka Ibaba in this city, was immediately killed when an 81 mm mortar exploded at a construction site at the Makati-Mandaluyong Bridge. Another victim who was rushed to the Mandaluyong City Medical Center is Guillermo Genobe, backhoe operator, a resident of West Rembo, Makati City. Initial investigation showed that Genobe unearthed three mortar shells along the foot of the bridge near Noah’s Ark Compound. The victim was trying to pound the mortar when his colleagues heard a loud explosion coming from his direction. Workers at the ongoing construction of the bridge that will connect Mandaluyong and Rockwell, Makati – preparing for lunch -- were shocked to see two victims sprawled on the ground bloodied around 11:30 a.m. The two were rushed to the hospital but Garcia died on the way for sustaining several shrapnel wounds in different parts of his body. Genobe is still undergoing treatment. According to city police commander Senior Supt. Carlos de Sagun, Genobe must have hit the mortar shell hard that caused the explosion. Witness Aris Navida, another construction worker, told investigators that Genobe was last seen trying to open the mortar with the use of acetylene torch. According to De Sagun the explosion pierced through the wall Apollo Steel Compound which is 300 meters away from Genobe. No one was reported hurt in the said compound. He ordered for a stop on the unearthing activity at the area until clearance from the explosive ordnance division has been released. (PNA) DCT/HCT National News, Monday, June 23, 2008 This is a new and innovative project of Director General Avelino "Sonny" I. Razon Jr. is dubbed "Online Most Wanted Persons Registry. Razon on Friday ordered the PNP Computer Service to put together all the pictures of the most wanted persons in teh country. "This 24-hour online site will be very effective in immediately alerting all police offices throughout the country as well as the public of the possibility that a person in their community is a most wanted person," said Razon. The site includes pictures, vital information of these fugitives and the monetary reward for any information that will lead to their arrest. The most wanted person is Jose Sarmiento Panlilio alias "Bong", wanted for robbery and homicide with a P5M bounty. Panlilio is the primary suspect in the killing of brothers Ariel C Real and Albert C Gutierrez on July 15, 2003 in Calamba City, Laguna. Computer Service director Chief Superintendent Teofilo Melliza Jr. said that this online registry is part of the PNP Modernization Program that includes innovation in preventing and resolving crimes through information technology. Razon Jr., chief of the Philippine National Police (PNP) confirmed early Wednesday morning over a television broadcast interview that Drilon, an ABS-CBN news anchor; Jimmy Encarnacion, her cameraman; and Prof. Octavio Dinampo, their guide, have been turned over by their captors to government negotiators in Indanan, Sulu late Tuesday night. A few days ago, Drilon's assistant cameraman Angelo Valderama was released by their abductors. "They (Drilon and two others) are now at the headquarters of the Task Force Comet," Razon said. However, Razon was emphatic that in spite of an earlier demand for a P15 million ransom, government negotiators did not pay any amount to gain the release of the kidnap victims. Meanwhile, Razon said, Drilon and her two companions are being attended to by the authorities and their immediate needs of are currently being determined before they are to undergo some medical check ups and initial debriefing process. Razon also said that Drilon and company will be flown to the Southern Command headquarters in Camp Navarro, Zamboanga City, as soon as possible. (PNA) National News, Friday, June 13, 2008 Police authorities arrested on Thursday six alleged members of Waray-Waray Robbery/Hold-up Group identified as Roberto Pakera, alias Boy Morales, 35, resident of Paliparan, Cavite; Lito Cabigayan, 24, of Signal Village, Bicutan, Taguig City; Elmer Cabigayan, 21, residing at Extra Kaliwa, 1st Street, Paranaque City; Nonito Sulayao, 22, resident of Centennial St., Taguig; Ryan Espijon, 24, of AFPOVAL, Fort Bonifacio, Taguig; and Elbert Alambra, 28, of 17 PUP Compound, Taguig. Also confiscated from the robbers were four firearms, two bladed weapons, a hand grenade and several magazines and live ammunitions. According to PO2 Roberto Lanting of the Criminal Investigation Divison-Muntinlupa Police, a Dela Rosa Bus Line (with plate number TYM-936) was traversing the National Road on the way to Cubao, Quezon City. At about 5:45 p.m., upon reaching the SM Mall in Brgy. Tunasan, Muntinlupa, the suspects declared hold-up and started divesting valuables of the 14 passengers onboard the bus. While the incident was ongoing, a mobile patrol crew of Police Community Precinct-1 noticed the commotion inside the bus. The crew immediately radioed the incident to the Tactical Operation for back-up. Muntinlupa Police chief Supt. Alfredo Valdez immediately dispatched operatives of the Special Weapons and Tactics (SWAT) unit, intelligence unit, and mobile patrol unit to arrest the suspects. The robbers were brought to the police station and after tactical interrogation, the suspects said they belong to the notorious Waray-Waray Group operating hi-way robbery/hold-up inside passengers buses operating in varioues areas in Metro Manila and nearby provinces. Gilbert Cruz, identified the suspects as Shui Shing Tung alias “Eric Tung” and Wei Liang Sun, both natives of Hong Kong, China, of 50 Lapu-Lapu St., Magallanes Village, Makati. Prior to the filing of the cases the two foreign nationals were presented by Cruz to Mayor Jejomar Binay at the latter's office at around 6 p.m. Tuesday, a few hours after they fell in a follow-up operation by police. The suspects are now detained at the Makati Police Department (MPD). Supt. Manuel Santos, chief of the investigation branch of Makati, said the foreigners invited their friend Olive (not her real name) to their home at 10:30 p.m. last Monday. “The suspects invited the victim to a drinking session and after consuming several bottles of beer, the victim was raped by the two suspects,” Santos said. The victim, a student, of Richmond Town Homes, Las Piñas reported her ordeal to the Makati police women’s desk the following day, after which a follow-up team led by SPO3 Danny Diaz captured the foreigners at 3 p.m. The young girl positively identified the two, who allegedly took turns in raping her.(PNA) National News, Wednesday, 05 June 2008 Razon assures Palace that only the best M4 rifles will be purchased for PNP troops "We will always get the best equipment for our men fighting in the field," Police Director General Avelino I Razon Jr. said in reaction to what he calls a "systematic and well-organized" disinformation effort spread thru text messages circulated among media personnel and PNP officials. Among others, the text message claimed that there is an anomaly behind the PNP's scheduled procurement of 1,000 units of 5.56mm M4 rifles worth P95 million, an allegation which the PNP Chief squarely confronted. Razon appealed to media to help the PNP verify who is behind these unfounded allegations. "The allegation is unfair, malicious, and irresponsible as it casts a bad image of the PNP, as well as its leadership," he remarked. He also challenged the authors of this disinformation campaign to be ready to substantiate their accusations. "The procurement process is transparent and above-board. In fact, it is still ongoing and we have not yet placed our orders to the manufacturer," the Chief PNP explained, adding that all procurements of the PNP are closely monitored by an Oversight Committee of NAPOLCOM to ensure transparency and compliance with Republic Act No. 9184 or the Government Procurement Reform Act. He also stressed that the approval of procurement contracts in the PNP is not an individual decision exercised by any PNP official. "It is reached through a consensus among members of the Bids and Awards Committee (BAC) chaired by the Deputy Chief for Operations (TDCO) with members representing the Legal Service, Directorate for Comptrollership, Directorate for Logistics, Directorate for Research and Development, and Logistics Support Service," Razon explained. Meantime, Police Deputy Director Emmanuel R. Carta, Deputy Chief for Operations and BAC Chairman, stated that the Committee will continue to process the procurement of 1,000 units of M4 rifles for the Special Action Force, the Regional and Provincial Mobile Groups, and selected SWAT units. Dispelling charges of anomaly, Carta clarified that it was NAPOLCOM that issued the specifications for the 5.56mm M4 rifle sought to be procured. He said specifications were based on SAF requirements to meet its demand for more effective firepower and sustained accurate firing capability for its weapons. "Among the Napolcom-approved specifications is the independent sear-disconnector system (ISDS) in the rifle that will rapidly reduce the cyclic rate of the weapon for greater accuracy in sustained firing conditions, the BAC Chairman further explained. He pointed out that among the proponents for the supply of the preferred M4 rifles, only Ferfrans met the NAPOLCOM specification on the reduced cyclic rate. Said proponent has an independent sear-disconnector system patented to its name. "Under Section 50 of RA 9184 and in accordance with existing rules, the BAC will proceed with an alternative method of procurement, which is direct contracting, since only one proponent met the standard specification," Carta said. Since year 2000, similar M4 rifles from Ferfrans had been in the arsenal of SAF, which its troops prefer. Its satisfactory performance has been tested in field conditions. To date, SAF has not encountered any major problem with the weapon. (PNA) National News, Wednesday, 05 June 2008 Pharmacist kills Comelec lawyer-wife, commits suicide The bodies of Sunshine Mallen, 33, lawyer assigned to the Comelec Legal Division, and Benjie Mallen, 33, pharmacist of the BFAD, were found inside their house at 3335-A Magistrate Araulio St., Bacood, Sta. Mesa, Manila. Both sustained bullet wounds in the head. The parricide-suicide tragedy occurred between about 4 a.m. Chief Inspector Dominador Arevalo, chief of the MPD-Homicide Section, said the lawyer was sleeping on the house's ground floor with housemaids Edelyn Dingle, Herdylyn Morgado and Sunshine’s brother Lex Mortel when gunshots rang out. Dingle told probers that she was awakened by shots and checked on the commotion. She said the lights were off but she could see the shadow of a man standing in front of a padded mattress where Sunshine was lying. Sunshine was shot twice in the head. Probers said Dingle was still shocked when she heard another shot. Benjie then fell to the ground with blood oozing from his head. The other household helpers turned on the lights and saw the bodies of the couple. Probers said Benjie fell in front of Dingle and died. A caliber .9mm allegedly used by Benjie in allegedly shooting his wife and himself was found at the crime scene. Also found from the crime scene were three shells of caliber .9mm and two deformed slugs. Dingle told probers that prior to the incident, Sunshine and fellow housemaids slept on the ground floor while Benjie slept on the second floor of the house. Police theorized that Benjie walked downstairs, approached his wife and shot her twice in the head. He then ended his life by shooting himself in the head. Sunshine was found lying on top of a padded mattress, clad in a white sando and blue stripes short pants and was barefooted. Benjie was found lying on a “banig” and clad in a blue t-shirt and khaki short pants. Police noted that the wedding ring of Sunshine which last seen placed atop of the TV rack was already missing. The house helpers told probers that on May 20, 2008, Benjie practiced his shooting in undisclosed firing range. He even brought home the silhouette paper and pasted it on the wall of the house. Probers said they theorized that the couple had a misunderstanding. Both Sunshine and Benjie were quite type and people would not notice that they were at odds. Razon said Oplan Balik Paaralan ensures the operational readiness of police units in responding to peace and order concerns including threats from criminal elements who may take advantage of the situation. Razon gave the regional directors the discretionary authority to raise alert levels as they see it fit to effectively implement Oplan Balik Paaralan. Of priority concern to the PNP are incidents of street crimes such as pickpocketing, snatching, swindling and robbery/hold-up. Police patrols in the vicinity of schools will also be on the look-out for drug traffickers and violent street gangs who may infiltrate the ranks of students. Local PNP units have been instructed to coordinate closely with school administrators and officials of the Department of Education and Commission of Higher Education to ensure safety and security of students. In Metro Manila, the National Capital Region Police Office (NCRPO) will deploy 4,000 personnel from the five Police Districts to conduct foot, mobile and police visibility patrols in strategic areas within the vicinity of schools. In coordination with the Metro Manila Development Authority, the Traffic Enforcement Group of NCRPO will spearhead traffic management operations in the vicinity of schools particularly in the University Belt area of Manila. The five policemen were complained by Christian Kalaw, 30, chef of the Mandarin Hotel and resident of 188 P. Torres St., Lipa City In his complaint to Superintendent Eleazar Matta, chief of the Manila Police District -General Assignment Section (MPD-GAS), Kalaw said he parked his car at 10:30 a.m. Friday at the corner of Vito Cruz Street, and Taft Avenue, Manila Gavino and Lopena accosted Kalaw and told Kalaw that parking in the area was prohibited. The policemen also accused Kalaw of using drugs and took the Pph3,000 cash placed on the astray inside his car. The victim was also brought to the corner of Quirino and Roxas Boulevard where the policemen allegedly took his ATM. The policemen checked on his ATM on the nearby ATM booth but failed to get money due to lack of funds. The victim was then brought to MPD Headquarters where he was allegedly forced to eat shabu. While inside the MPD-District Mobile Patrol Unit (DMPU), Mendoza, Lagasca and Gavino allegedly threatened him of slapping him with drug charges if he could not raise Pph200,000 cash. The complainant was only allowed to leave the MPD headquarters after his friend arrived and gave Pph20,000 to Gavino at the back of the DMPU. The friend managed to raise only Pph20,000. The victim’s mother posted her complaint through the internet about the abuses of the policemen committed against her son. The information reached the office of the Chief Supt Roberto Rosales, MPD director, who immediately ordered the probe. (PNA) Provincial News, Thursday, May 15, 2008 10 alleged NPA rebels torch, strafe three buses in QC Based on the report of the Quezon City Police District station 10 in Kamuning, Quezon City, the armed men, who got off a Tamaraw Fx cab, entered the Victory Liner bus terminal on the corner of Denver, Chicago and New York Streets, Barangay Pinagkaisahan around 11:15 p.m. The men immediately fired a warning shot and disarmed the security guard, Alexander Ranola, of his .38 caliber revolver. Ranola said the group introduced themselves as 'taong labas' (outsiders), a tag for communist rebels. He later described the armed men to police investigators as 25 to 30 years old and wearing bull caps and jackets. The security guard said one of the men told him that their group has long been upset with the bus company for not giving the so-called 'revolutionary tax' to the communist movement. Ranola said six men boarded on one of the buses parked at the terminal, poured two cans of paint thinner inside the vehicle and set it on fire. Some of the suspects also fired at the two buses in the terminal, Ranola said. After burning and firing at the buses, the group readily fled the scene. Senior Superintendent Magtanggol Gatdula, QCPD director, said the act could be perpetrated merely by an extortion group, whose members could be disgruntled employees of the bus company. ”According to the report, there were several drivers who had been terminated, particularly those who have been involved in road accidents,” Gatdula said in an interview with reporters. The victim’s mother posted her complaint through the internet about the abuses of the policemen committed against her son. MANILA, May 25 (PNA) -- Banks and business establishments that fail to install close circuit TV (CCTV) shall face fines and possible jail terms, the Eastern Police District (EPD) on Sunday said. EPD Director Chief Superintendent Leon Nilo Dela Cruz cited a Pasig city ordinance that prescribes up to one month in jail or a fine of P5,000 for erring owners. According to Dela Cruz, only 80 percent of some 170 banks in eastern Metro Manila have CCTV systems. Of the 170 banks, 70 are located at the Ortigas Center. Dela Cruz added that they will conduct inspections of the banks and business establishments to check for installed CCTV systems. Earlier, the Philippine National Police ordered increased police visibility and checkpoint operations following a bloody bank robbery in Cabuyao, Laguna last May 16. This, as dela Cruz said that they will intensify security in malls, transport terminals and business establishments in Ortigas center. Dela Cruz disclosed that they will intensify their campaign against petty criminals and increase police visibility in malls. He said policemen will be mobilized in key points in the eastern area to heighten and secure business establishments. Sunday, May 25, 2008 PNP chief Director General Avelino Razon Jr. said some administrative duties in the offices and police stations are now being performed by Non-Uniformed Personnel to maximize the effective strength of uniformed PNP personnel performing law enforcement functions. Razon said 94.8 percent of the 120,000 uniformed personnel of the PNP are now assigned to field duties, while only 5.2 percent are performing administrative functions in the offices and stations. "This ratio is unprecedented. When we reached our target of 90-10 field deployment ratio, we realized that we can still afford to download five percent more without compromising administrative management functions," Razon said. In his report to Razon, Police Director Edgardo Acuña, PNP Director for Personnel and Records Management (DPRM), said a total of 14,544 Police Inspectors and Police Officer 1 had been downloaded from the National and Regional Headquarters to the field units. The Police Inspectors (Lieutenant) include newly-commissioned officers who graduated from the Philippine National Police Academy in 2007 and 2008. The DPRM has designated 121 Non-Uniformed Personnel (NUP) to administrative positions that were formerly occupied by uniformed personnel in the National and Regional Headquarters. These include positions for Division Chief, Assistant Division Chief, Section Chief, Assistant Section Chief, Supply Officer, and Regional Accountant. "Our goal is to deploy a minimum of 21 police personnel in each of the country's 1,559 Municipal Police Stations. At present, there are still 243 Municipal Police Stations (MPS) that are manned by less than 21 personnel," Acuña said. Most of these MPS are in MIMAROPA (Mindoro, Marinduque, Romblon, Palawan), Eastern Visayas, Northern Mindanao, Autonomous Region for Muslim Mindanao, and Cordillera. (PNA) Thursday, May 22, 2008 10 alleged NPA rebels torch, strafe three buses in QC Based on the report of the Quezon City Police District station 10 in Kamuning, Quezon City, the armed men, who got off a Tamaraw Fx cab, entered the Victory Liner bus terminal on the corner of Denver, Chicago and New York Streets, Barangay Pinagkaisahan around 11:15 p.m. The men immediately fired a warning shot and disarmed the security guard, Alexander Ranola, of his .38 caliber revolver. Ranola said the group introduced themselves as 'taong labas' (outsiders), a tag for communist rebels. He later described the armed men to police investigators as 25 to 30 years old and wearing bull caps and jackets. The security guard said one of the men told him that their group has long been upset with the bus company for not giving the so-called 'revolutionary tax' to the communist movement. Ranola said six men boarded on one of the buses parked at the terminal, poured two cans of paint thinner inside the vehicle and set it on fire. Some of the suspects also fired at the two buses in the terminal, Ranola said. After burning and firing at the buses, the group readily fled the scene. Senior Superintendent Magtanggol Gatdula, QCPD director, said the act could be perpetrated merely by an extortion group, whose members could be disgruntled employees of the bus company. ”According to the report, there were several drivers who had been terminated, particularly those who have been involved in road accidents,” Gatdula said in an interview with reporters. Police said the first bomb was found by backhoe operator David Buenaobra, of ITP construction company, around 9 a.m. last Sunday at Area 11, Marikor Street, UP Physics Building, UP campus, Diliman, Quezon City. Buenaobra reportedly unearthed a metal object which resembled a bomb at the construction site. An explosive and ordnance division of the Quezon City Police District arrived and secured the 27-pound unexploded bomb. On Monday, residents also dug up a 60 mm mortar shell on no. 5 Col. Salgado Street, Barangay West Kamias, Quezon City at around 2:31 p.m. Both explosive devices were brought to QCPD headquarters in Camp Karingal for proper disposal. The report said Quezon City policemen were on patrol around 4:40 a.m. when they spotted the suspect trying to destroy the left side window glass of a Mitsubishi Lancer GLI (TPJ-903) parked near the corner of Sgt. Esguerra and Panay Avenue, Barangay South Triangle. The policemen got off from their mobile car and approached the man, who drew a gun and fired at the authorities. Police retaliated and shot dead the unidentified suspect. Later, authorities found out that the vehicle parked in the area was owned by Pedro Felix Garcia, a visual artist, of no. 130-B, room 220 SJB condominium on Panay Avenue. Police described the suspect as between 28 and 35 years old, about 5'6” in height, medium built, fair complexion, and wearing a brown T-shirt with blue stripes and blue maong pants and brown cap. Tuesday, May 20, 2008 In a press briefing, PNP spokesman Chief Superintendent Nicanor Bartolome said ex-former SPO4 Florencio Peria will be formally charged with murder before the local prosecutors office, along with his farmhand, Abe Defiesta, who Peria implicated. “Our police operatives in Laguna already have in their custody one of the suspects in the multiple murder committed in Calamba city. He's retired SPO4 Florencio Peria,” said Bartolome. Defiesta, on the other hand, is still at large. Bartolome said Peria, formerly detailed with the Laguna police office, told investigators that Defiesta stole his M16 rifle which he later used in attacking four residential houses in Calamba City around 12:15 am, resulting in the death of the eight and injuring of six others. “According to him (Peria), his M16 rifle was taken from him by his farmhand Bernabe Defiesta, alias Abe Defiesta, and, according to him also, Mr. Abe shot the victims without his knowledge but he (Peria) is also included in the charge sheet,” said Bartolome. “According to SPO4 Peria, his rifle was stolen from him. His M16 rifle with eight magazines fully loaded with live ammunitions was taken without his knowledge. The alleged reason was that he is being belittled and he was berated,” added Bartolome. "The purpose of this inspection is to determine how the instructions of higher headquarters is being implemented on the ground," Razon said. Over the weekend, Razon ordered Police Commanders to come out of their offices and personally supervise checkpoints and preventive patrol operations especially in areas where banks are located. "It is not enough that police personnel are downloaded from the Headquarters to the Police Stations, they must also be properly deployed and supervised," Razon said. In Cubao, Razon was briefed by Quezon City Police District-Station 7 Commander, Senior Superintendent Marcelino Lipana on the deployment of personnel for patrol duties around the Cubao commercial area, which is a major convergence point in Metro Manila, and a host to a number of commercial banks, remittance centers, pawnshops, and other business establishments. A checkpoint was set up by QCPD along Aurora Boulevard to check on vehicles violating the No Plate, No Travel Policy. The list of alleged slain personalities were provided by human rights advocacy group, Karapatan, the report added. It also revealed that as of the third week of April, 29 cases were found to be perpetrated by cadres of the Communist Party of the Philippines-New People’s Army (CPP-NPA), 15 involved military and paramilitary men, and three were police personnel. As of end-April, the trail court in Western Samar has already issued a warrant of arrest against the alleged killers of Norberto Cabigayan, a suspected communist rebel who collects the so-called revolutionary tax. In the case of Norman Bocar, a lawyer and Bayan Muna regional coordinator for Eastern Samar, a murder case was already filed against the suspects in his killing before the Regional Trial Court in Borongan City. DILG Assistant Secretary for the Interior Danilo Valero said that the task force reported that while Karapatan had a running total of 836 slain activists and media persons as of May 2007, only 121 were included in the Philippine National Police (PNP) list. The other 46 are still undergoing verification, while 669 were excluded. Of the 669 cases excluded, 47 were found to be false reports; 34 pertained to non-existent persons as certified by barangays and local civil registrars; six were alleged victims who turned out to be alive; 97 were cases of legitimate armed encounters; 23 were Abu Sayyaf terrorists in the foiled Bicutan jailbreak; 15 involved agrarian disputes; 20 involved personal motives; four were suicides; nine involved labor disputes; and one was a victim of an insane relative. He said the remaining 411 excluded cases involved 309 incidents of victims with no known affiliations; 23 civilians killed by the CPP-NPA; nine killed by the Moro Islamic Liberation Front (MILF) lost command, two by vigilante groups and other cases involved private motives connected with illegal drugs, gambling, squatting, illegal logging, mistaken identity, robbery with homicide, rape with homicide, tribal war and business rivalry. Task Force Usig commander Police Director Jefferson Soriano, who also heads the PNP Directorate for Investigation and Detection Management (DIDM), said they excluded cases already handled by local police. “These cases were properly investigated by the local police. They were excluded from the Task Force Usig list as they did not fall within the context of 'extrajudicial killing' based on its special political context and definition,” he said. Soriano said they have verified 141 incidents of unexplained killings, of which 113 involved murders of political activists and 28 work-related killings of journalists. Earlier, the task force reported that 86 cases of these cases have already been filed, of which 46 are now on trial and four resulted in convictions. Soriano noted that 63 of these cases filed involved murdered political activists, while 23 involved slain journalists. A total of 28 cases of killings of political activists involved members of the communist rebels while 13 involved military and paramilitary elements as suspects — five of these cases involved civilians who allegedly are linked to the military and one is still under investigation. Of the 23 cases filed involving media-related killings, one was perpetrated by the CPP/NPA and two involved two military elements (one arrested and one surrendered) with two civilians (one arrested and one surrendered) as suspects. Three of these incidents involved three police personnel (all detained) with one civilian who voluntarily surrendered; two cases involved two government officials who voluntarily surrendered with one civilian (one arrested); and 15 cases involved only civilians as suspects, wherein 10 were arrested and six surrendered. Pastor, an RCBC employee, was shot in the head by the bank robbers. He was the 10th casualty in the incident. Investigators were expecting to gather vital information from Isagani Pastor being the lone survivor in the incident. "We are saddened by this latest development, particularly the death of Mr. Isagani Pastor this morning. But let me assure that this will not diminish our resolve in pursuing the case and getting the perpetrators of this heinous crime," Razon said. During the conference, Razon instructed all PNP Regional Directors to provide all available assistance to PRO Calabarzon in the manhunt operation for the suspects. According to Bartolome, the first police responders to the scene discovered the bodies of nine persons inside the Rizal Commercial Banking Corporation (RCBC) Cabuyao Branch located in Barangay Pulo, Cabuyao Laguna at 9:20 AM. The police were alerted by a call from the Administration Office of the Laguna Industrial Science Park who reported the incident, Bartolome said. (PNA) NationalNews, Sunday, May 18, 2008 Mandaluyong Mayor Benjamin “Benhur” Abalos told reporters during the launching that they have chosen the stretch of Kalentong Road, one of the busiest and highly populated areas in the city. “We will intensify law enforcement in these areas which include loading and unloading areas for vehicles, no parking rules on the roads, any kind of obstructions, jaywalking, littering, locking of motor and bicycles on railings, and rid the streets of cigarette vendors and street vendors,” Abalos said. He said the discipline zone is a deterrent to criminals, robbers, snatchers and even traffic violators. The police will be augmented by 100 members of the local enforcement group, Abalos said. Aside from keeping peace and order in the thoroughfare, the monitoring teams are also tasked to keep the flow of traffic smooth and keep the vendors in line. Abalos said they chose Kalentong Ave. because it is a major link to other cities, namely Manila, San Juan, Pasig and Quezon City. Abalos added that the city government will also designate other discipline zones like what the city government did in Crossing area in Mandaluyong where they created a task force to thwart pickpockets, snatchers, hold-uppers/robbers in the area. Razon assured House Speaker Prospero Nograles of the continuing no none-sense campaign against some wayward policemen and other law enforcement agents who are engaged in "kotong" (extortion) activities. "We acknowledge the fact that some wayward members of the police are still in their old ways of demanding "kotong" from drivers, viajeros, and vendors. But, rest assured the new generation of Mamang Pulis will not tolerate this, and this must be stopped," Razon said. "As the servant and protector of the people, 'Mamang Pulis' is also expected to contribute to the nation's economic growth by eliminating all possible situations that will eventually add-up to the landed cost of farm products in the market," Razon said while referring to the most notorious among "kotong" activities that victimize dealers, haulers and viajeros of market commodities, food, vegetables, and other farms products. The assessment of the PNP chief was further bolstered by field reports coming from different regions of the country that indicate similarly normal transport situations. Earlier, Razon thanked the majority of the larger transport groups for calling-off the transport holiday. Except for the Bicol region and some parts of Laguna and Davao City, the overall situation remained normal, said Razon. PNP spokesman Chief Superintendent Nicanor Bartolome said the incidents of harassment and coercion of non-participating were reported in Laguna where a bus conductor was hurt when stones were hurled at his bus in San Pedro, Laguna. In San Pablo City, 12 members of PATRAJODA, a local affiliate of PISTON, were arrested by police for allegedly laying metal spikes along the road to prevent other public utility vehicle from plying their regular routes. Some non-striking drivers complained to police of having encountered flat tires due to metal spikes. In Calamba City and Sta. Rosa, Laguna, transportation was disrupted prompting local governments to field buses, trucks and utility vehicles to ferry stranded commuters. In Davao City, the Police Regional Office 11 reported that at least half of the city's transportation stopped operations when drivers joined public assemblies organized by local militant organizations in Matina, Quirino Avenue, Magsaysay Park, Crossing Milan and Buhangin District. Bartolome said it was only in Regions 5 and 11 where there transport operation were paralyzed. In other areas, he said transportation were affected but said they were hardly felt by the commuters as drivers refused to join the transport holiday. “In the other regions, there have only been few reports of transport strike and they were not felt by the riding public. So, it is safe to say that, generally, the transport strike in the entire country is very peaceful and orderly,” said Bartolome. For his part, National Capital Region Police chief Director Geary Barias said the NCRPO has not monitored any untoward incident during the strike. He said there have been isolated incidents of “harassments” received by the police taking place in some parts of Metro Manila. “There have been some isolated cases of metal spikes which were reported in Caloocan and some harassments also in Navotas but, on the whole, these are all minor incidents and, as I said earlier, these are isolated incidents,” said Barias. In Navotas, Barias said they were investigating as to who spread metal spikes in the streets, apparently to prevent jeepney drivers from going out to ply their routes. There were also drivers reportedly threatened by the strikers for not joining their cause. “Were still investigating up to now who spread the metal spikes, that's only one case and, in Navotas, there was a report of harassments, our policemen responded to these reports immediately and there were no arrests that were made,” he said. Barias said the transport strike in the metropolis fizzled out. He said PNP vehicles which were earlier put on stand by to provide free transportation to commuters who may be left stranded were not even sent to the streets to perform their supposed tasks. “The effect of the strike on the whole is that it has not been generally felt in Metro Manila. As a matter of fact, our Libreng Sakay of the Philippine National police and other government agencies are just on standby up to this time,” said Barias. “They have not moved because we have not received any reports of stranded passengers from the time that (transport group) Piston has declared the strike up to this time. (PNA) LGI/JES National News, Monday, May 12, 2008 PNP hunting down suspect in the killing of CPP-NPA supporter -- TF Usig A report by Task Force Usig said that a warrant of arrest has already been issued by the trial court in Western Samar against the alleged killers of Norberto Cabigayan, who was identified as a CPP-NPA supporter and collector of “revolutionary taxes” for the communist underground. “Revolutionary taxation” is a euphemism for the extortion activities of the CPP-NPA victimizing businessmen and landowners in so-called guerrilla fronts. A warrant of arrest has been issued by Presiding Judge Yolanda Dagandan last March 28 against Romeo Paday for the killing of Cabigayan. In the case of Norman Bocar, a lawyer and Bayan Muna regional coordinator for Eastern Samar, a case for murder was already filed before the Regional Trial Court in Borongan City against suspects Elejandro Aragon Jr. and one still unidentified person for his killing. Task Force Usig has fanned out to various investigating agencies 55 unsolved cases of unexplained killings as part of its efforts to speed up the resolution of these suits involving the murders of political activists and journalists. Citing a report submitted to Secretary Ronaldo Puno of the Department of the Interior and Local Government (DILG) by Task Force Usig, Assistant Secretary for the Interior Danilo Valero said that of these 55 unsolved cases, 50 involved the killings of political activists while five were cases of slain media persons. Valero said that as of March this year, Task Force Usig has referred four of these unsolved cases to the National Bureau of Investigation and eight to the Criminal Investigation and Detection Group of the PNP. Referring to the Usig report, Valero said 39 unsolved killings of political activists and four involving media persons are under investigation by the Regional Investigation and Detective Management (RIDMs). In his report to the DILG, Police Director Jefferson Soriano, who heads both Task Force Usig and the PNP Directorate for Investigation and Detective Management (DIDM), said that the task force has acted decisively on more than half of 141 verified incidents of unexplained killings. Of the total number of 141 cases verified, 113 involved killings of political activists and 28 work-related killings of journalists, Soriano bared. As of March this year, out of the 113 cases involving political activists, 60 (53 percent) were filed, four (3.5 percent) are under investigation, 48 (42.5 percent) are considered cold cases as there had been no development or progress on the investigation for more than a year, and one case (1 percent) was dropped and closed. Of the 60 cases, he said that 35 were filed in court, in which one case was settled amicably, 27 are on trial and seven were dismissed. A total of 12 cases are pending at the prosecutor’s office and 13 were provisionally dismissed In the cases of slain media practitioners, out of the 28 work-related cases, 23 were filed in court; four were considered cold cases as there had been no development or progress in the investigation for more than a year and one remains under investigation, Soriano added. Siriban said, of the total 3,915 registered examinees who took the exams, 3,029 or 77.36% have successfully hurdled the exams given on April 26. Statistics from the agency’s Examining Division show that of the 2,112 examinees, 1,664 or 78.79% passed the police officer exam while 1,365 or 75.70% passed the senior police officer exam. According to Siriban, the special qualifying exams are required for the permanent appointment of those police officers who have temporary appointments due to lack of police eligibility corresponding their ranks. “The special exams were conducted exclusively for all qualified members of the PNP holding temporary appointments. However, the resulting eligibility should be used only for change of status of appointment and cannot be used for promotional purposes,” Siriban said. Authorities recovered from the suspects two .38 caliber pistols. Police report showed the shootout between patrolling policemen and the suspects happened around 2:30 a.m. on Timog Avenue near Scout Fuentebella. Policemen were flagging down the suspects riding in tandem on a motorcycle, without a license plate but instead of stopping, the two men sped away. The suspects reportedly fired at the pursuing policemen who retaliated and hit the two gunmen. Senior Supt. Magtanggol Gatdula, QC police director, said there is a big chance that the suspects were robbers who were just waiting for prospective victims in the place. PNP chief Director General Avelino "Sonny" Razon Jr., formally broke ground Tuesday to begin construction of the PNP Values and Leadership School inside the freeport zone. The facility was made available to the PNP thru a Memorandum of Agreement with the Subic Bay Metropolitan Authority (SBMA). S The Presidential Anti-Graft Commission (PAGC) is bankrolling the construction of the project in support of the PNP's advocacy program on transparency and public accountability under its Integrated Transformation Program. The project is expected to be completed in three months. The 1.7-hectare facility will house an administration building, dormitories, barracks, classrooms, a mess hall, and sports facilities. Razon emphasized that the new training facility is "not a reformatory, but, an institution for continuing education of the men and women in the police service." "The Values and Leadership Course that police personnel will undergo here is a refresher program to correct some personal lapses and to remind them of how they are supposed to conduct themselves as law enforcers and public servants," Razon said. The course design includes back-to-basics instruction on discipline, unit leadership, family and community, and team-training exercises. "Among other objectives, the school aims to re-orient police students on the basic principles of police leadership, Christian leadership, purpose-driven life, police ethical standards, personal financial management, and team-building," Razon explained. Razon instructed the Directorate for Operations to sound-off the warning to Police Regional Offices where there are active guerilla fronts of the Communist Party of the Philippines/New People's Army (CPP/NPA). Razon cautioned police field unit commanders even as police and military operations are underway in North Cotabato against members of CPP/NPA that ambushed a military convoy killing three soldiers, and wounding 21 others. In Albay, police intelligence operatives are in hot pursuit of suspected CPP/NPA hitmen who assassinated Police Superintendent Narciso Guarin in Legaspi City also on Monday morning. According to Razon, both incidents in North Cotabato and Albay, and the series of armed hostilities during the past two weeks in Compostela Valley, Agusan and Surigao provinces, indicate an escalation of offensive actions by the local dissident movement. "These guerilla-type tactics of ambuscades and selective hits on targets of opportunity are trademarks of the only tactical capability of the CPP/NPA," Razon said. "We are sounding the alarm to PNP units in isolated outposts, and far-flung detachments of the police and military to remain vigilant and pro-active against these hostile actions of the CPP/NPA," said Razon. Tuesday, May 06, 2008 MANILA, May 5 (PNA) -- A police task force investigating the spate of unexplained killings has already filed 86 cases against the suspects before various courts in the country. In a report to the Department of Interior and Local Government of the Philippine National Police's Task Force Usig, Assistant Secretary for the Interior Danilo Valerio cited that of the 86 cases filed, 63 involved murdered political activists and 23 slain journalists. Valerio, citing the same report, said 27 suspects have been arrested in the 86 cases and of the 141 verified incidents of extra judicial killings, 46 are now in trial, four of which have resulted in convictions. “This task force headed by Police Director Jefferson Soriano had listed a total of 257 suspects in these 141 verified incidents, where 27 have already been arrested, 13 more have surrendered and another four convicted by the trial courts,” Valero said. Of the 63 cases filed involving killings of political activists, he said, 37 were filed in court, in which one was settled amicably. As of April 25 this year, a total of 29 cases are on trial, while seven were dismissed, Usig report showed. It also noted that 12 cases are pending at the prosecutor’s office for preliminary investigation, while 14 were provisionally dismissed. In cases of media-related killings, 23 cases were already filed, of which 22 were lodged in court and one is undergoing preliminary investigation. Of the cases already in court, 17 are on trial, two were resolved with the conviction of the suspects and three were dismissed, said Soriano, who also heads the PNP Directorate for Investigation and Detective Management (DIDM). Of the total number of 141 cases of unexplained killings verified by the task force, 113 involved killings of political activists and 28 work-related killings of journalists, Soriano said. A total of 28 incidents of killings of political activists involved members of the Communist Party of the Philippines/New People’s Army (CPP/NPA) while 13 involved military and paramilitary elements as suspects — five of these cases involved civilians who allegedly are linked to the military and one is still under investigation. Soriano said that of the 23 cases filed involving media-related killings, one was perpetrated by members of communist movement and two involved two military elements--one arrested and while the other surrendered-- with two civilians-- one arrested and one turned himself in-- as suspects. Three of these incidents involved three police personnel, who have been all arrested, with one civilian who voluntarily surrendered. Two cases involved two government officials who voluntarily surrendered with one civilian arrested; and 15 cases involved only civilians as suspects, wherein 10 were arrested and 6 surrendered, he added. (PNA) /jmc/DGC National News, Monday, May 05, 2008 Cops blame prosecutor's office: suspect released because case was filed with wrong court MANILA, May 4 (PNA) -- Operatives of the Pasay City police were dismayed over the release of a man who possessed unlicensed firearms because the case against him was filed at the wrong court. According to Chief Inspector Enrico Ebon, chief of the Pasay Police Community Relations, they were disappointed with the outcome of the case filed against Monching Barcelo, 25, resident of Acosta St., Pasay City, who was arrested for possessing an unlicensed caliber .38 pistol. Pasay City Regional Trial Court (RTC) Judge Maria Rosario Ragasa recently ordered the release of Barcelo after the Pasay City Prosecutor's Office filed against him a case of illegal possession of firearms and ammunition, and violation of City Ordinance 265 (Drinking liquor in public place). In the two-page court resolution, it was stated that the City Prosecutor's Office should have filed the case before the Metropolitan Trial Court (MTC) and not with the RTC which has no jurisdiction over the said case. Based on police records, Barcelo and four other companions -- Erwin Delfin, 18, Teodorico Rosana, 27, Aniceto Balbuena, 22, and Romel Castro, 38 -- were arrested last April 12 by Pasay police operatives while they were in a drinking spree by the road at Kapitan Ambo St., which is a violation of the said city ordinance. The law enforcers also confiscated Barcelo's firearm, which was unlicensed. Ebon said they immediately filed a case of illegal possession of firearms and ammunition against Barcelo before the city prosecutor's office, who filed the case with the RTC but was junked because of technicality. Ebon said that they were dismayed that the prosecutor's office did not even bother to fix the error that was made. He added that they are even more disappointed that their effort to deter crime was made useless due to the technicality in filing the case. Police identified the escapees as Jayson Villanueva, who was detained for murder; as well as Christopher Carbonnel and Rommel Fortuno, both facing robbery charges. The lawmen have recaptured Villanueva and Fortuno. Chief Superintendent Roberto Rosales, MPD director, directed Supt. Edgardo Wycoco, chief of the MPD-Criminal Investigation Detection Unit (CIDU), to investigate the incident. Superintendent Jemar Madequillo, chief of the MPD-Station 7, said the inmates bolted out of the detention cell at 5:15 a.m. Duty officer Senior Police Officer 2 Ronald Del Rosario said he was talking over the phone when he noticed the three running out from the police station. He tried to chase the fleeing inmates but failed to catch them. Initial investigation showed that the inmates managed to bolt out the jail by sawing the grills of the detention cell. The MPD deployed police teams to track down the remaining escapee. (PNA) National News, Friday, May 02, 2008 Police report 2 drowning incidents in Makati MANILA, May 1 (PNA) --- A 37-year-old construction worker was found dead along the riverside of 5th Avenue, Brgy. West Rembo in Makati City late Wednesday night. At about 11:15 p.m. Wednesday, the lifeless body of Arnel Escultura, a resident of 25th Avenue, Brgy. West Rembo, was fished out from the Pasig River hours after he was reported to have been engaged in a drinking spree with his friends. According to P/SI Richard Allan Mangalip of the Scene of the Crime Operation (SOCO) section of the Southern Police District (SPD), Escultura was seen dead on the spot (DOS) when a Coast Guard member patrolling the area found him. "When the body was fished out from the river, the rescuing Coast Guard placed the body at the pavement of the river side but it was no longer moving so the victim was presumed to have drowned," Mangalip said, adding that the victim's remains were brought to the SPD Crime Laboratory for autopsy. Meanwhile, another alleged drowning incident also transpired that evening when the lifeless body of Virgilio dela Cruz, a 59-year-old pedicab driver, was found lying atop a riverside drainage along J.P. Rizal Street of Brgy. Guadalupe Viejo. According to Mangalip, Oliver Oliva was about to fetch water from the same drainage where dela Cruz was found lying. Upon learning of the incident, Oliva immediately reported it to the Bantay Bayan personnel stationed at the nearest outpost of the barangay. "After an initial investigation, it was found out that the victim has allegedly slipped off by the river shore, causing his immediate death," Mangalip said, adding that cursory examination showed no external signs of injuries in the victim's body. Razon said there were no significant reports of violence or confrontation involving workers' groups that staged mass action and public assemblies in Manila, Cebu City, Davao City, Iloilo City, Baguio City, Calamba City, Legazpi City, and Cavite. (PNA) National News, Friday, May 02, 2008 NAPOLCOM adopts PNP disciplinary machinery on information system MANILA, May 1 (PNA)--The National Police Commission (NAPOLCOM) through its Electronic Data Processing Services Division (EDPSD), Planning and Research Service (PRS) has developed a case management mechanism called the “PNP Disciplinary Machinery Information System” (PDMIS) to improve the delivery of services to its main clientele, the Philippine National Police (PNP) and the general public, Director Lourdes W. Aniceto, PRS sercice chief said the system shall maintain a database of PNP administrative cases filed before the different disciplinary authorities like the People’s Law Enforcement Boards (PLEBs), Local Chief Executives (LCEs), PNP and the NAPOLCOM. “Information Technology (IT) plays a vital role in business, private and government offices as well as in the community, some common forms of IT are e-mails, web pages or other on-line or distance learning,” Aniceto said. Aniceto said the Commission adopted the PDMIS to ensure that the cases lodged at the Inspection, Monitoring and investigation Service (IMIS) and forwarded to Legal Affairs Service (LAS), National Appellate Board (NAB) and the Regional Appellate Boards (RABs) are properly recorded, appropriately transmitted and the person handling the folder is easily identified. Director Norman Pullen of IMIS said that the complaints file build-up at IMIS started on February 15, 2008. To date, there are 309 complaints against PNP members entered at the PDMIS. The system records the following transactions namely: complaint records of all anomalies and irregularities committed by PNP members upon receipt of a letter-complaint, official report or any paper document which maybe subject to necessary pre-charge evaluation; pre-charge evaluation records all matters/information relating to an investigation conducted by appropriate authority for the purpose of determining the existence of probable cause relating to the complaint filed; hearing of administrative case records all matters/information relating to the administrative proceeding against the respondent PNP member/s; appeal records of all matters/information relating to the petition to review the decision rendered by appropriate disciplinary authority for or against the respondent PNP member/s. (PNA) National News, Monday, May 05, 2008 Cops blame prosecutor's office: suspect released because case was filed with wrong court According to Chief Inspector Enrico Ebon, chief of the Pasay Police Community Relations, they were disappointed with the outcome of the case filed against Monching Barcelo, 25, resident of Acosta St., Pasay City, who was arrested for possessing an unlicensed caliber .38 pistol. Pasay City Regional Trial Court (RTC) Judge Maria Rosario Ragasa recently ordered the release of Barcelo after the Pasay City Prosecutor's Office filed against him a case of illegal possession of firearms and ammunition, and violation of City Ordinance 265 (Drinking liquor in public place). In the two-page court resolution, it was stated that the City Prosecutor's Office should have filed the case before the Metropolitan Trial Court (MTC) and not with the RTC which has no jurisdiction over the said case. Based on police records, Barcelo and four other companions -- Erwin Delfin, 18, Teodorico Rosana, 27, Aniceto Balbuena, 22, and Romel Castro, 38 -- were arrested last April 12 by Pasay police operatives while they were in a drinking spree by the road at Kapitan Ambo St., which is a violation of the said city ordinance. The law enforcers also confiscated Barcelo's firearm, which was unlicensed. Ebon said they immediately filed a case of illegal possession of firearms and ammunition against Barcelo before the city prosecutor's office, who filed the case with the RTC but was junked because of technicality. Ebon said that they were dismayed that the prosecutor's office did not even bother to fix the error that was made.
