JULProvincial News, Thursday, July 17, 2008 Pangasinan dads alarmed by killing of 3 colleagues LINGAYEN, Pangasinan, July 16 (PNA) — The recent killing of two councilors of Pangasinan, which happened less than two weeks after the other, and the killing of another councilor about a year ago, are sending chills to other aldermen in the province. This was disclosed by Provincial Board Member Raul Sison, who authored a resolution condemning the recent slaying of the town councilors of Binalonan and San Quintin and one from Alcala almost a year ago. The resolution of Sison, president of the Philippine Councilors League (PCL) chapter in Pangasinan, also asked the Philippine National Police (PNP) to investigate and solve these killings. Killed last July 13 was Councilor Igmedio Lariosa, 59, a three-term councilor of Binalonan, who was way-laid by armed men while on board his motorcycle after coming from his farm in barangay Camanggaan, Binalonan. Less than two weeks earlier, Councilor Albert Sibayan, 40, of San Quintin was shot and killed by armed men in barangay Alac, San Quintin. The Provincial Board has invited Police Provincial Director Sr. Superintendent Isagani Nerez to its next session on July 20 to shed light on the progress of investigation on these incident and several other high-profile crimes in Pangasinan. Sison said town councilors in Pangasinan are alarmed by these killings and asked the police to solve them to give justice to their bereaved families. Town councilors theorized that the killing of their colleagues may have been perpetrated by hired assassins, as in other killings that happened in separate parts of the province. On the killing of Lariosa, Nerez said a task force he formed to investigate the incident initially found out that the slain Binalonan councilor received death threats but did not inform the police about it. Had the councilor notified the police, Nerez said they could have provided security for him. Nerez also said that they are looking into love angle as among the possible motive in Sibayan's killing. (PNA) Provincial News, Friday, July 04, 2008 Pangasinan councilor shot dead SAN QUINTIN, Pangasinan, July 2 (PNA) — A municipal councilor here was shot dead at 9 p.m. on Tuesday in Barangay Alac by two men riding tandem on a motorcycle. Councilor Albert Sibayan, 40, of Barangay Lagasit, San Quintin was standing in front of a Day Care Center in Barangay Alac when fired upon by the suspects using a Caliber 45 pistol. He sustained nine gunshot wounds in different parts of his body and was rushed to the adjacent Medenilla Clinic where he was pronounced dead on arrival by the attending physician, Dr. Fernando Vinluan, around 9:25 p.m. Ten empty shells and two slugs of caliber 45 pistol plus P2,000 in P20 denomination, among others, were found by the police at the crime scene. PO2 Gina Aromin of the San Quintin Police said a follow up investigation is now going on personally spearheaded by Sr. Insp. Abubakar Mangilin, chief of police. The motive of the slaying is still unknown although there was a report that that it could be personal grudge. (PNA) Provincial News, Friday, July 04, 2008 Task force formed to probe slay of town councilor in Pangasinan SAN QUINTIN, Pangasinan, July 3 (PNA) — A task force has been formed to investigate the slaying of a town councilor here by unidentified armed men riding on motorcycles on Tuesday night. The task force formed by Sr. Supt. Isagani Nerez, police provincial director, is composed of elements of the Criminal Investigation and Detection Group, Provincial Intelligence and Investigation Division of the Pangasinan Police Office and the San Quintin Police. The killing of Councilor Albert Hidalgo Sibayan, 40, happened in Barangay Alac at 9:00 p.m. in front of a day care center here. Sr. Insp. Abubakar Mangelen, chief of police of San Quintin, said investigators are eyeing family problem or illegal drugs as possible motive behind the slaying. Sibayan has been reported to have just received a court decision on the annulment of his previous marriage and is now living with another woman. The police is also validating reports the slain councilor was connected with a group engaged in illegal drugs. The victim sustained gunshot wounds in different parts of his body and was rushed to a local clinic where he was declared dead on arrival. The gunmen, allegedly riding in tandem on three motorcycles, used a caliber 45 pistol as evidenced by 10 empty shells and two slugs found near the crime scene. (PNA) Provincial News, Friday, July 04, 2008 Dismembered body found in Ilocos Sur BANTAY, Ilocos Sur, July 3 (PNA) -- A dismembered body was found beside the national highway in Barangay Guimod, Bantay, Ilocos Sur last Wednesday, according to the police. PO3 Joel Javier, Duty investigator of the Bantay town police station, said the dead was Bernardino Laurente, 27, who was identified by his mother Cresencia, 61, of Barangay Pudoc Norte, San Vicente, Ilocos Sur. Cresencia said her son left their home last July 1 at about 10 a.m. and did not return anymore. She said she heard last Wednesday a report from local radio stations in Vigan City about the recovery of a man's cadaver beside the national highway in Barangay Guimod, Bantay, Ilocos Sur. She immediately proceeded to the the funeral parlor where the cadaver was brought and identified the victim as her son. Police said that half part of the body of the victim was covered with sack while his left arm was cut and his head was severely injured. The dismembered cadaver was seen by students when they were coming out of their school at about 12:45 p.m. on Wednesday. Javier theorized that the victim was killed in another place by unidentified suspects before he was dumped beside the national highway in Barangay Guimod. (PNA) MAYProvincial News, Thursday, May 15, 2008 10 alleged NPA rebels torch, strafe three buses in QC Based on the report of the Quezon City Police District station 10 in Kamuning, Quezon City, the armed men, who got off a Tamaraw Fx cab, entered the Victory Liner bus terminal on the corner of Denver, Chicago and New York Streets, Barangay Pinagkaisahan around 11:15 p.m. The men immediately fired a warning shot and disarmed the security guard, Alexander Ranola, of his .38 caliber revolver. Ranola said the group introduced themselves as 'taong labas' (outsiders), a tag for communist rebels. He later described the armed men to police investigators as 25 to 30 years old and wearing bull caps and jackets. The security guard said one of the men told him that their group has long been upset with the bus company for not giving the so-called 'revolutionary tax' to the communist movement. Ranola said six men boarded on one of the buses parked at the terminal, poured two cans of paint thinner inside the vehicle and set it on fire. Some of the suspects also fired at the two buses in the terminal, Ranola said. After burning and firing at the buses, the group readily fled the scene. Senior Superintendent Magtanggol Gatdula, QCPD director, said the act could be perpetrated merely by an extortion group, whose members could be disgruntled employees of the bus company. ”According to the report, there were several drivers who had been terminated, particularly those who have been involved in road accidents,” Gatdula said in an interview with reporters. Police director Geary Barias, National Capital Region Police Office (NCR) chief, also downplayed claims that the culprits in the incident are members of the communist group, noting authorities have no intelligence report that NPAs have entered Metro Manila. Authorities inspected the terminal of any improvised explosive device that might have been planted by the armed group in the area and nearby vicinity but after a few hours the place had been declared safe.(PNA)

Thursday, May 15, 2008 All graduated with a degree in Bachelor of Science in Criminology from Camp Oscar Florendo in La Union Wednesday. The 'Balik Eskwela' program for undergraduate personnel was covered by a Memorandum of Agreement between PRO1 and the University Of La Salette based in Santiago City, Isabela. The university implemented the Expanded Tertiary Education Equivalency and Accreditations Program (ETEEAP) offered on a tri-mester basis. Chief Supt. Romeo Hilomen, Police Region 1 Director, expressed his gratitude to Chief Supt. Leopoldo Bataoil who started the program on June 18, 2007 when he was Police Regional Director here. Hilomen and Bataoil were classmates in the Philippine Military Academy. Hilomen vowed to continue the program, adding that PRO1 encourages its undergraduate personnel to pursue their baccalaureate course. The command provides counterpart fund for tuition fees, fare, meals and snacks of policemen taking advantage of the 'Balik Eskwela' program. Bataoil, now the Directorate for Police Community Relations, was the guest of honor and speaker during the graduation rites. He congratulated the graduates for successfully completing their studies. According to Bataoil, 'Balik Eskwela' was the fulfillment of his vision to give a chance to undergraduate police officers to obtain college degrees for their future promotion. The vehicle hit a concrete fence when it fell into the rice field while traveling along the national highway. Before this, the driver swerved the truck to the left in order avoid ramming a mini-bus it was tailing that suddenly stopped. Senior Superintendent Virgilio G. Fabros, Ilocos Sur Police Director, identified the 21 injured as Melecio Remegio, 28, driver of a Mitsubishi Canter Elf; Roberto Pascua, Roger Quimoyog, Gracelyn Coloma, Maybelyn Respicio, Manuel Oliva, Dolores Remegio, Benita Respecio, Antonio Guerrero, Carmelita Saladino, Gracia Respicio, Corazon Mismis, Weltiza Mismis, Kimberly Respicio, Michelle Rose Cacacting, Julieta Pasion, Janet Laguardia, Arturo Ocampo, Florentino Gantala, Luzviminda Mabuti, Roel Manuel and Noralyn Manuel, all passengers of the vehicle and residents of Barangay 16 and Bugassi, Banna, Ilocos Norte. The vehicle, while avoiding a mini-bus ahead that suddenly stopped, lost its control and fell into the field in the western shoulder of the highway, hitting a concrete fence thereat. (PNA) Provincial News, Wednesday, May 07, 2008 2 notorious drug pushers nabbed in La Union The suspects were riding in tandem on a motorcycle when they were flagged down by combined police units from La Union and the Criminal Investigation and Detection Group (CIDG). Senior Superintendent Marvin Bolabola, CIDG regional chief, identified the suspects as Randy Ordinario, 33, and Ariel Obales, 31, both of barangay Poblacion, Santol, La Union. Both suspected notorious drug pushers, earlier subjected to intensive surveillance, were on board a motorcycle with no plate number. Seized from the two were high–grade marijuana leaves packed in bricks with an estimated street value of P14,000; two magazine assembly for Caliber .45 pistols containing five live bullets; two cellphones and a sweatshirt marked SWAT. Also taken from the wallet of Ordinario was an identification card issued by the Philippine Drug Enforcement Agency (PDEA) purportedly showing that he was an agent of the agency. However, a check with PDEA showed Ordinario's name was not registered as a PDEA agent. Based on the police intensive background verification, the suspects were found out to be also members of a gun-for-hire syndicate operating in the Ilocos Region. Superintendent Aaron Recla led lawmen who arrested the suspects. The operation against the two were under the direct supervision of Bolabola and La Union police director, Senior Superintendent Noli Talino. The suspects are now detained at the Ilocos Region CIDG detention cell for documentation purposes while appropriate charges for violation of Republic Act 9165 or the Comprehensive Anti-Drugs Act, and violation of Republic Act 8294 for illegal possession of ammunitions are being prepared. The signing was held at the People’s Hall in San Fernando City, La Union. The MOA bound PRO1 and CHR-RO1 in promoting the advocacy on the protection of human rights among the citizenry. The two agencies earlier put up the PRO1-Human Rights Affairs Office (HRAO) in support of the program to preserve human rights. HRAO is where the Region 1 police usually coordinates for assistance on how its men promote the PNP human rights promotion and protection program. Chief Supt. Hilomen said the MOA will strengthen and reinforce the PRO1’s human rights advocacy and give the police officers in Ilocos region to implement its flagship program “Mamang Pulis”. The signing was done during the Stakeholder’s Forum sponsored by the CHR-RO1, United Nations Development Program (UNDP) and National Economic Development Administration–Region 1. Romeo Hilomen. All these firearms were earlier used as pieces of evidence in cases filed against holders in various courts, Hilomen said. He added that these were seized either through the implementation of Search Warrants and or intensified campaign against loose firearms waged through "Oplan Bakal" implemented by Task Force Armas of Police Regional Office 1. The program "Custodia Legis" provides the guidelines for the proper disposition of recovered evidence acquired by PNP units and stations in their police operations or acquired in the course of follow-up investigation. These included any article of material property illegally possessed or voluntarily surrendered by any person or group of persons. Hilomen expressed his gratitude to the judiciary in the region for being supportive of the Custodia Legis Program of PRO1. He also commended the police operatives for their relentless effort in the campaign against all forms of criminalities involving the use of firearms. Based on records, a total of 142 assorted firearms were retrieved from the different courts in Region 1 upon the termination of litigation. Withdrawal of these firearms was done in coordination with the concerned clerks of courts, prosecutors and judges in compliance with Supreme Court Memorandum Circular No. 47-98. Based on the Crime Incident Data Management System of the Regional Investigation and Detective Management Division (RIDMD), a total of 1,456 firearms have been accounted for since 2003 to the present. (PNA) Provincial News, Friday, May 02, 2008 4 of 5 persons killed in Pangasinan shootout identified BAYAMBANG, Pangasinan, May 2 (PNA) -- Four of five persons killed during a shootout with the police on Wednesday dawn in barangay Wawa here had already been identified. The Bayambang Police said the dead were identified through their personal papers found by investigators in their wallets after they were killed in the shootout. They were Joseph Galvez, Dondon Lobrias, Agrifina Absalon and Santiago Bongay, all residents of Quezon City and Manila. One of the dead was not identified for lack of personal papers in his pocket. The police said a companion of the five, possibly the driver, escaped under cover of darkness. The five shot it out with policemen who chased and caught them after their car, a maroon Nissan Sentra without plate number, rammed the sign board of checkpoint in barangay Wawa. This led to a brief chase, till the policemen caught up with car where the group was on board. Instead of surrendering, the suspects shot it out with lawmen. Superintendent Romeo Caramat Jr., chief of police of Bayambang, said found in the group's car were three Caliber 45 pistols and one hand grenade. Caramat said before the shootout, the police checkpoint in barangay Wawa was reinforced by operatives from the Police Provincial Intelligence Group, Criminal Investigation and Detection Group and the Presidential Anti-Crime Emergency Response (PACER) team following a flash report he received from higher headquarters that armed men on board a maroon-colored Nissan Sentra without plate number was heading towards Pangasinan from the Tarlac area. After the shooting, all those wounded in the Nissan Sentra were brought to Bayambang District Hospital, where they were declared dead on arrival. Pending investigation of the case, Caramat refused to speculate on the kind of criminal syndicate that the group was involved. CRUZ, Ilocos Sur, April 29 (PNA)-- Five members of a family were killed, when they were sideswept by a wayward car before it rammed into an incoming elf truck along the national highway in Barangay Matanas here Sunday night. The fatalities and two of the injured were walking along the western shoulder of the highway when they were rammed by the Land Cruiser coming from the north direction. Chief Inspector Jojit Del Prado, chief of police, of Sta.Cruz town, identified the victims as Alvaro Abenojar, 68; his wife Rosario, 57; their daughters Armie Rica, 31, and Mylene, 27; and Rouel Gallen, 34. Mylene was reportedly seven-month pregnant. Those critically injured were Armie Vida Gallen, 31; and one Marina Palos, the family's house helper. Both are now confined at the Lorma Hospital in San Fernando City, La Union. The other injured victims were identified as Leo Abaya, the driver of the Land Cruiser; and his passenger Honorato Abaya, both of Barangay San Jose, Sta. Cruz, Ilocos Sur. Also hurt were Arthur Rivera and Ely Sagun, both occupants of the Elf truck. Before it rammed the family, the Land Cruiser first bumped an electric post, causing the driver to lose control of the wheels. It also hit a concrete post. (PNA) MARCHProvincial News, Wednesday, March 19, 2008 SAN FABIAN, Pangasinan, March 18 (PNA) -- A former councilor of San Fabian who ran for mayor and lost in the last election was kidnapped by unidentified armed men along a road in San Fabian at about 8:00 a.m. on Tuesday, according to the police. Former Association of Barangay Councils president Roland Villegas was driving his white Nissan Terrano with Plate No. XCX 449 when it was stopped at gunpoint by armed men on a road near the Philippine Tourism Authority Resort in San Fabian. His brother, incumbent Pangasinan Provincial Board Member Liberato Villegas called up the San Fabian police at 1:40 p.m. today and reported that his brother's vehicle was abandoned somewhere in Sitio Pao, Barangay Tiblong, San Fabian. Chief Inspector Chito Esmenda, chief of police of San Fabian, and his men, rushed to Sitio Pao, where the vehicle was located to find any clues to the identities of Villegas' kidnappers. Roland Villegas is the incumbent barangay captain of Anonang, San Fabian. No ransom demand was received by Villegas' family so far. Witnesses told the police that at 8:00 a.m., they spotted the car of Villegas along a road leading to the PTA resort with an unidentified man getting out and hurriedly boarding a motorcycle. Friday, February 22, 2008 Arrested by a team from the 10th Police Mobile Group led by Superintendent Tommy Cabigas and the Tayug Police led by Superintendent Roberto Vocal were Joven Bautista, Rogelio Alcaneses, Sammy Rimas and Carlo Itchon. Policemen seized from the four a Caliber .45 pistol each. Cabigas said the four could not present any document regarding their firearms, including permits to carry the same outside of their residence. All were identified as bodyguards of Vice Mayor Janet Zaragoza who was at that time working at the second floor of the legislative building. Bautista and Alcaneses were identified as the ones who shot and wounded two bodyguards of Tayug Mayor Carlos Trese Mapili when they saw each other at the town plaza sometime in January. The victims, Ruben Severino Jr. and Bimbo Clutario,are now already out of the hospital. However, Clutario is now disabled and Severino is blind in one eye. The suspects surfaced after hiding for sometime as no warrant of arrest was issued against them yet. It was learned that charges for frustrated murder have yet to be filed by the Assistant Provincial Prosecutor here against Bautista and Alcaneses before the court. Concerned citizens called the 10th Police Mobile Group when they saw the four suspects acting suspiciously outside the town’s legislative building. Friday, February 22, 2008 Police Regional Director Chief Superintendent Leopoldo Bataoil led in the burning of the marijuana plants that were uprooted by government troopers in mountainous barangay Amilongan, Alilem, near the boundary of Kayapa and Bakun towns in Benguet. Bataoil said the burning of a big volume of marijuana was an indication that the government is succeeding in its total war against illegal drugs. It was the members of communities that provided the information where the marijuana plantations could be located. Also burned were 48,000 marijuana seedlings and seeds weighing more or less three kilograms. The burning was done in the presence of local government officials and residents especially elementary and high school students and their teachers. In his speech, Bataoil called on the youth who attended the ceremony to stay away from illegal drugs if they want to have a stable future. He at the same time encouraged members of the community not to be afraid in giving tips on the location of marijuana plantations. Wednesday, February 20, 2008 The marijuana plants were discovered in a three-hectare plantation along the mountainous areas in this town during simultaneous police operations Tuesday morning. The plantation sites were located at the boundary of the Alilem, Ilocos Sur and Cayapa, Benguet. Chief Supt. Leopoldo N. Bataoil, Ilocos Region Police Director, said a total of 320,000 fully grown marijuana plants valued at P90 million were uprooted from the two plantations sites. The amount was based on the Dangerous Drug Board (DDB) standards,” Bataoil said. According to Bataoil, a brief firefight between the policemen and heavily armed men, suspected to be cultivators of the marijuana plants, ensued during the operation. “We will take helicopter tomorrow (Wednesday) with local officials and media to supervise ongoing site destruction,” Bataoil said. Meanwhile, Director General Avelino Razon, Chief–PNP, commended elements of the police regional office in Region 1 for their relentless anti-drug operation. These were in addition to some P42.8 million worth of marijuana plants that were uprooted by the combined police units in the province and the regional office in the mountainous areas along the boundary of Barangay Amilongan, Alilem, Ilocos Sur and Barangay Kayapa, Bakun, Benguet on Friday. FLORENDO, La Union, Feb. 18 (PNA) -- The Police Regional Office 1 (PRO1) recently inaugurated the newly-constructed site of the Human Rights Affairs Office (HRAO) in accordance with the objective of promoting awareness on human rights among policemen. Anita Chauhan, regional chair of the Commission on Human Rights (CHR), lauded the establishment of the HRAO in order to provide policemen awareness of their human right obligations. “It (HRAO) is most welcomed by the CHR because we are an independent constitutional office and our role is to monitor how government complies with human rights obligations," Chauhan said. She said that this is a mechanism installed by the government, particularly the PNP, to curb human rights violations, particularly among men in uniform. PRO 1, a back-to-back awardee as best Police Regional Office throughout the country, is the pilot area for the establishment of HRAO. Chauhan assured that her office will provide assistance to police personnel who will handle the HRAO in terms of institutional developments and capacity building. "We will serve as their consultant and we will help each other to be able to educate and protect policemen from human rights violations,” she said. Police Chief Supt. Leopoldo Bataoil, Regional Director, expresed appreciation over the cooperation of the CHR to the advocacy for human rights. He said that personnel from the Regional Investigation and Detective and Management Division under Senior Superintendent Marlou Chan will man HRAO. We will monitor cases of human rights violations and we will investigate so that appropriate sanctions can be made,” Bataoil said. (PNA) LAP/FFC/lvm/rma/utb Provincial Monday, February 18, 2008 Girl drowns in La Union beach BAUANG, La Union, Feb. 17 (PNA) -- The cadaver of a 12-year old girl who was declared missing while swimming in the beach of barangay Baccuit here on Saturday afternoon was found early morning Sunday. Superintendent Manuel Castro, chief of the Bauang Police, identified the fatality as Erika Polo, a resident of barangay Namtutan in San Fernando City, La Union. The victim sank in the water and did not surface any more while she and members of her family were swimming at the beach at about 4:00 p.m. on Saturday. A search and rescue operation conducted by the local police, Philippine Coast Guard and Task Force Baywatch that lasted into the night failed to locate the missing girl. Monday, February 18, 2008 BACNOTAN, La Union, Feb. 17 (PNA) -- A male teacher and his one-year old son were mercilessly shot and killed by unidentified suspects in front of their house in Barangay Casiaman, Bacnotan, La Union Sunday morning. The victims were identified by the police as Allan de la Cruz, 24, a college instructor at the Saint Louis College in San Fernando City; and his son identified as Timothy Jarius. Superintendent Pedro Obaldo, Jr, assistant police director for administration of the La Union Police, said the father and son were shot to death by unidentified men riding on a motorcycle. The shooting incident happened at about 8:30 a.m. when de la Cruz and his son were in front of their house. The victims were rushed to nearby hospital where they were both declared dead on arrival. Obaldo said a masive police manhunt is now on for the suspects who fled to a still undetermined direction. Sr. Inspector Roberto Manuel, chief of police here, identified the fatalities as Susan Bravo of barangay Asinan, Labrador; and Ruel Manuel, alias “Isaac”, 28,a resident of Navotas, Metro Manila. They were rushed to the Rosario Triño Hospital in Labrador and were declared dead on arrival. Also rushed to the same hospital was their companion Norman Biañan, 21, also of Navotas, who was rescued few minutes after he sank in the water and survived. The “dispedida” party was for Ms. Bravo who is slated to leave for work in Dubai next week. Manuel said the three were among seven persons who went to swim in the beach despite strong winds and high waves from the north at that time. Their four other companions stayed in the cottage which they rented for an overnight stay. Manuel said the victims were swimming in the shallow portion of the beach when they were swept by high waves from the Lingayen Gulf and did not surface anymore. A rescue team immediately was organized by Mayor Ernesto Acain. Manuel said Bianan was the first to be retrieved from the water, then Ruel Manuel and Bravo. Senior Superintendent Virgilio G. Fabros, Ilocos Sur Police Director, said the amount was based on the standard value of illegal drugs set by the Dangerous Drugs Board (DDB). According to Fabros, a total of 69 operations against illegal drugs were conducted that resulted in the confiscation of 70.39 grams of methampethamine hydrochloride or shabu, and another 17.33 kilograms of dried marijuana leaves. The police also uprooted 1.109 million pieces of fully grown marijuana plants and 30,104 marijuana seedlings, all estimated at P223,313,891.50. “In these operations, we arrested 53 drug users and pushers. A total of 43 illegal drug cases was also filed in court,” Fabros said. Fabros said the police raided various marijuana plantations located in the mountainous areas near the tri-boundaries of La Union, Benguet and Ilocos Sur. “Through these intensified operations by our policemen with the cooperation of our intelligence units and civilian assets, more marijuana plantations were discovered," Fabros said. He cited the various non–government organizations and the media for their all-out support to all these operations by the police. “It is important to note that the arrest and neutralization of street drug pushers and users within our jurisdiction was also attributed to the vigilance and supportive participation by the members of the Ilocos Sur Provincial Anti–illegal Drug Association (ISPADA) organized by Congressman Ronald V. Superintendent Nestor Felix, Ilocos Norte Deputy Police Director for Operations, said the suspected illegal gun owners were Felix Dacanay, barangay chairman; Edgar Dacanay, 35; Elmer Dacanay, 41; and Mark John Aurelio, 32; all residents of Barangay Cabuusan, Currimao, Ilocos Norte. The official said seized from the suspects were two M-16 Armalite rifles with two magazine assemblies and a total of 28 live bullets; one caliber.30 M1 Carbine with magazine assembly; one caliber .22 magnum; and one caliber .45 pistol with two magazine assemblies and 14 live bullets. The caliber .45 pistol seized from barangay chairman Dacanay was reportedly licensed, but is still subject for police verification. QUIRINO, Bantay, Ilocos Sur, Feb. 1 (PNA) -- A 66–year old widow was shot and killed by unidentified suspects inside her house in Barangay Katipunan, Sinait, Ilocos Sur on Thursday afternoon. Police said the suspects entered the house of Victoria Yagin and shot her at close range while she was baby-sitting of her two-year old grandson. Senior Officer Jose Cabreros, duty officer of the Ilocos Sur Provincial Office, said Yagin suffered gunshot wounds in the face and different parts of her body and died on the spot. Her grandson was unharmed. The gunman used a caliber .45 pistol as evidenced by empty shells found at the crime scene. The suspects already escaped when the victim's responded. The alleged look-out, identified as a certain Mark Tylan, is still at large and now the object of an intensive police manhunt. Police Regional Director Chief Supt. Leopoldo Bataoil said these groups included private armed groups and those engaged in drug trafficking, robbery, hold-up and other crimes. He said after the 37 had been neutralized, the police will ensure that they will not regroup and sow more violence and criminal activities. Bataoil, however, could not say how many crime groups are still in operation and sowing fear among the public at present. At the same time, Bataoil admitted he is behind Governor Amado Espino Jr.'s declaration of a total gun ban in the whole of Pangasinan, saying this is a big boost to the work of the local police. "Our job is not yet over", Bataoil admitted when asked by newsmen whether the slaying of Resuello was already solved. Bataoil said they had continuously updated Resuello's family on the progress of the manhunt against the other gunman, Cesar de Guzman, alias "Cabeza". Bataoil admitted the case is still half-solved as De Guzman is still at large. He said while the policemen were only able to arrest Angelito Soriano, one of the suspected gunmen, they have yet to arrest de Guzman. Soriano, who turned positive of powder burns when paraffin-tested, is still languishing at the Bureau of Jail Management and Penology jail in San Carlos City. He said no less than President Gloria Macapagal Arroyo raised to P1 million the reward money for any person who can give valuable information to the police that could lead to the arrest of the suspect. "Our men went as far as Surigao and Cagayan Valley in the hope of finding de Guzman but he could not be found. The search is still on," Bataoil said. Chief of Police Bernabe Oribello said that the suspects aboard fishing boat Princess Kate 1 were all residents of sitio Portside, Sual, Pangasinan. “We recovered from the suspects aboard the vessel some containers filled with various classes of fishes and fine-mesh nets,” he said. Oribello said the fishing vessel was being monitored by his men after they received reports that the boat's crewmen were conducting illegal fishing. (PNA) LVM/FGL/rma/utb Provincial News, Thursday, January 31, 2008 MANGATAREM, Pangasinan, Jan. 30 (PNA)--Three men from Paniqui, Tarlac were found dead inside an abandoned maroon van along the roadside in Barangay Macarang here around 5:35 a.m. on Tuesday, according to the police. Supt. Geraldo Roxas, police chief of Mangatarem, said all the victims were shot in different parts of their bodies by the still unidentified perpetrators. He said there were strong indications that the victims found inside a Silver Hyundai with Plate No. XFA-675 were killed somewhere else before they were loaded into the van. The fatalities were identified by their relatives as Danilo Molina, 45, a businesman; his son Rodel, 26, and their caretaker, identified as Rene Daquigan, all of Barangay Balaoang, Paniqui, Tarlac. Two empty shells and two slugs of caliber 9 mm. pistol were found by investigators inside the van which was verified to be owned by Molina and his wife Feliomina as shown by the vehicle registration. Also found was a folder containing documents pertaining to a frustrated murder case against Oscar Ildefonso and Jobertson Ildefonso, who are now incarcerated at the Tarlac Provincial Jail. Roxas identified Oscar as the father-in-law of Molina and Jobertson, his brother-in-law. He said his theory that the victims were killed somewhere else and abandoned in Barangay Macarang was bolstered by the fact that no gunshot was heard by barangay residents prior to the discovery of the bodies. Minimal blood was also splattered in the van's floor. An autopsy conducted by Mangatarem Health Officer Dr. Carmencita Ayson revealed that the victims had been dead approximately less than 24 hours before the discovery of the bodies. Roxas theorized that the killing stemmed from a land dispute as Molina was renting a fishpond and a farm in Barangay Albenja, Tarlac City whose owner was also killed two years ago. He said he sent investigators to Paniqui to work closely with the police there in solving the case. Police Chief Inspector Medardo Soriano, chief of the Sual police, identified the alleged violators as Samson Berk, alias Edwin Tisoy, 25, of Pantal Centro in Dagupan City, and one Richard Tamayo, 19, also of Dagupan City. They were caught inside Anahaw Videoke Bar in Sual by the police while implementing "Operation Bakal" or campaign against loose firearms. Seized from them were a Caliber .45 pistol and a Caliber .38 revolver. During the investigation, authorities found Berk as one of the suspects in the recent slaying of a certain Clarita Disu of Sual town. Disu's daughter positively identified Berk as one of those who shot and killed her mother but the suspect denied the accusation. The two are now under police custody pending the filing of formal charges against them. All four major units in Region 1 garnered the highest score among all PNP units in a nationwide search made by the PNP last year. "We are very happy that it is a grand slam for PRO1, which we did by getting almost all the unit awards and back-to-back win after being the defending champion in year 2006," said Bataoil. The Pangasinan Police Provincial Office under Sr. Supt. Isagani Nerez was adjudged as the best PPO nationwide. The Dagupan City Police Station headed by Supt. Officials said the decaying fish was loaded on a truck that originated from Masinloc, Zambales but was intercepted here before it could reach the fishmarket. The City Agriculture Office said that because of the incident, it placed the fish market under tight watch round-the-clock to thwart further attempt to unload decaying fish from Zambales. A laboratory analysis on samples of the fish conducted by the Bureau of Fisheries and Aquatic Resources showed these are not fit for consumption. The decaying fish were believed to have died from massive fishkill that broke out in Zambales. The agriculture office was alarmed because had it been passed to a wholesaler, it could have been distributed to fish buyers in the market by bulk and re-distributed to various parts of the country. City Agriculture officials said such incident would definitely have bad effect on Dagupan bangus (milkfish), which is known the world over for its unrivaled taste. Espino made the total gun ban order after two bodyguards of Mayor Carlos Trese Mapili of Tayug were shot and wounded by two bodyguards of Vice Mayor Janet Zaragoza last January 18. Apart from the shooting incident, the van of the chief bodyguard of Mayor Mapili was peppered with bullets by alleged followers or relatives of Zaragoza also in Tayug town also last Friday. The twin incidents placed Tayug town in a very tense situation, a week before it will host some 2,000 athletes competing in the Provincial Meet on January 28-31. Not affected by the governor's order, Nerez said are those with licensed firearms and permits to carry these outside their residence. He said they will arrest people with unlicensed or loose firearms, particularly if they are seen moving around the town and inside amusement places. Ilocos Sur Gov. Deogracias Victor "DV" B. Savellano administered the oath of office of the newly promoted police officers. The latter were part of the 1,165 police personnel from Region 1 promoted to the next higher rank. More than 22,000 policemen nationwide have been promoted to the next higher rank. Sr. Supt. Virgilio G. Fabros, Ilocos Sur police provincial director, said on Tuesday the police personnel promoted have completed the mandatory requirements, e.g. length of service or time and grade; eligibility, educational attainment and trainings. "This promotion of personnel is our regular quota as the members of the PNP board of promotions are conducting yearly interviews for those qualified for promotions," Fabros said. Of the 266 personnel promoted, two were promoted from Chief Inspector to Superintendent; one Senior Inspector to Chief Inspector; eight Inspector to Senior Inspector; three SPO4 to Inspector; four SPO3 to SPO4; five SPO2 to SPO3; five SPO1 to SPO2; 78 PO3 to SPO1; and 160 PO2 to PO3. This happened shortly after one of the escorts of Mayor Edwin Crisologo of Tineg, Abra, was reported to be firing his gun indiscriminately, prompting the resort employees to seek assistance from the La Union Police. Police identified the police escorts of Mayor Crisologo as PO3 Lindon Adriano and PO2 Florentino Sannadan. Obaldo said that the mayor's police escorts, who were in police uniform, were drinking liquor when he and the responding members of the La Union police arrived at the resort. During the interrogation, the mayor’s group vehemently denied having fired their guns indiscriminately. Nevertheless, they were disarmed of two M16 armalite rifles, two .9 mm pistols and one caliber .45 pistol. Obaldo said that Mayor Crisologo's group was heavily drunk. Friday, January 18, 2008 CAMP OSCAR FLORENDO, La Union, Jan. 18 (PNA) -- At least 56 vintage bombs, believed parts of a Japanese arsenal in World War II, were dug up near the house of a municipal mayor of La Union on Wednesday. Police operatives and members of the Regional Explosive Ordnance Division of Police Regional Office1 immediately rushed to sitio Pao, barangay Sobredillo in Caba, La Union where the vintage bombs were dug up. The rusting bombs were found near the newly-constructed house of Caba Mayor Clyde Crispino. Police Regional Director Chief Superintendent Leopoldo Bataoil said that the bombs were found by construction workers while digging up for a new road in a mountainous area, about 20 meters away from the house of Mayor Crispino. “Our La Union police headed by Senior Superintendent Franklin Bucayu told us that the bombs were dug up by the workers while they were clearing aforested area where they intend to build the road leading to the residence of Mayor Crispino,” said Bataoil. Aside from the vintage bombs, an old foot-high jar believed used during religious services, was also found by the construction workers. “We immediately ordered our Explosive Ordnance Division to go to the area after learning that the other three bombs burned by the workers exploded. Luckily, no one was hurt,” Bataoil said. Bataoil also called on other members of the community in the town to immediately report to the police if they found any more bombs to avoid accident or explosion. Tuesday, January 15, 2008 NARVACAN, Ilocos Sur, Jan. 14 (PNA) -- The combined Philippine Army and Philippine National Police gained much head way last year in the campaign against illegal drugs and against illegal logging in the Ilocos and Cordillera regions. Brigadier General Loreto Rirao, commanding general of the Army’s 503rd Brigade based in Barangay Sulvec, Narvacan, Ilocos Sur, said fully-grown marijuana plants worth P75 millions, planted in over 2.5 hectares of land, were uprooted by the joint army and police forces on February 6, 2007 at the boundary of Sugpon, Ilocos Sur and Bacun, Benguet. Likewise, the combined forces were also able to seize 4,335 board feet of illegally-cut hard wood in support of the government’s initiative on environment conservation. “Our army troopers are not only actively conducting campaign against insurgency but are also supporting the campaign against illegal drugs and illegal loggings,” Rirao said. Monday, January 14, 2008 SINAIT, Ilocos Sur, Jan. 13 (PNA) -- A barangay chairman here is the object of an intensive manhunt due to his possible involvement in the killing of a person and injuring another in a shooting incident in Barangay Pug-os, Sinait. Senior Inspector Alexander Aurelio, Sinait town police chief, said the manhunt is on for Barangay Captain Marlon Ines of Barangay Pug-os. He was identified as the one involved in the shooting incident last Wednesday night that resulted into the killing of Antonio Vigilia, 33, of Barangay Magalaoi, Currimao, Ilocos Norte. Wounded in that incident was Roel Concepcion, 23, also of Barangay Pug-os, Sinait. Investigation showed that the victims and the suspect attended a birthday party at the residence of one Feliniana Ancheta when a commotion broke up. At the the height of commotion, the suspect allegedly shot Antonio Vigilia on the head and on the body that caused the victim’s instant death. Concepcion was wounded in his chest and left arm and was rushed to Corpuz Clinic before he was transferred to the Mariano Marcos Memorial Hospital in Batac, Ilocos Norte for further treatment. It was Concepcion who identified Ines as the gunman. Responding policemen recovered five empty shells of .9mm pistol at the crime scene. The suspect fled immediately after the incident.
