He also urged the people of Bacoor to keep their vigilance against criminality by reporting the activities of organized crime groups in their places to the police authorities. Speaking on the flag raising ceremony in Bacoor, Cavite that coincided with the celebration of the 17th founding of the Philippine National Police (PNP), Velasco who spoke about the essence of the Five Pillars of Justice System and its relevance to the current situation in Cavite said that community partnership and participation is important for prosecution to prosper against criminal groups. Velasco said, the PNP and the court prosecutors combined cannot address and suppress criminality in our society, such as the illegal manufacturing of dynamites for use in illegal fishing, illegal drug trade, rape and child abuses and other heinous crimes, unless the community, which is part of the Five Pillars of the Criminal Justice System, do its part by reporting crimes that occur in their neighborhood. “Kung may nakita tayong kamalian na ginagawa ng ating kapitbahay, ipagbigay-alam po natin agad sa kinauukulan. Huwag tayong magbulag-bulagan at antayin ang ating sariling mga anak ang maging biktima ng kabuktutang ito bago pa magpuyos ang ating damdamin,” said Velasco said in his speech delivered in Tagalog. Velasco said, it is not enough that people pray for salvation. They must reinforce their prayers with deeds that will deliver this country towards genuine peace and development, which will start by not becoming lenient to heinous criminals.
